2. Budget Study Session
Rationale:

The Board of Trustees will be presented with an overview of school finance and district budgeting processes and procedures.  The presentation will review items essential to furthering the Board's understanding of district finances and ability to perform their role in establishing budget priorities and adopting the budget. The District's sources of Revenue and categories of Expenditures will discussed.  Other items to be discussed include the importance of the multi-year projections as a budgeting tool, a description of the ending fund balance, and the District's structural deficit.

 
Recommended Motion:

5.1.1. Resolution No. 22/17-18 - 2018-2019 Child Development Contracts
Rationale:

The San Mateo-Foster City School District currently receives funding from the California Department of Education (CDE) Early Education and Support Division, to support Early Childhood Education programs at Turnbull Child Development Center, George Hall Elementary, LEAD Elementary, and Fiesta Gardens International School.

In order to receive final approval of Early Education and Support Division contracts, the District must annually provide appropriate authorizations to the CDE. It is requested that Dr. Joan Rosas, Superintendent, Molly Barton, Assistant Superintendent of Student Services, and Cheryl Shrewsbury, Principal on Special Assignment for Child Development, receive authorization to sign contracts from the California Department of Education’s Early Education and Support Division. 

 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES ADOPT RESOLUTION No. 22/17-18 AUTHORIZING THE SAN MATEO-FOSTER CITY SCHOOL DISTRICT TO ENTER INTO LOCAL AGREEMENTS WITH THE CALIFORNIA DEPARTMENT OF EDUCATION TO PROVIDE CSPP AND CCTR CHILDCARE AND DEVELOPMENT SERVICES FOR 2018-2019.

5.1.2. Child Development "Annual Program Self Evaluation"
Rationale:
The District's state subsidized preschool and after-school kindergarten program began in the 1960's. The ten state subsidized preschool and after-school kindergarten classrooms for low-income children are located at Fiesta Gardens International School, George Hall and LEAD Elementary Schools and the Turnbull Child Development Center.

Children's success in early elementary is impacted by their early experiences. Research shows that children who attend high quality early education programs are more successful in school, have lower drop-out rates and are better readers. Therefore, the California Department of Education, Early Education and Support Division, established the Desired Results System to improve program quality in early education programs throughout California. In order to receive state subsidized funding, the San Mateo-Foster City School District must implement all components of the Desired Results System for our preschool and school-age programs.

The Desired Result System consists of six Desired Results, program standards and assessment tools for preschool and school-age children. The preschool and school-age assessment tools consist of a developmental profile to measure children's progress towards the Desired Results, environment rating scale to assess the learning environment, and a family survey to assess family's progress towards the Desired Results for Families. Results are compiled and analyzed and action plans are created to improve program quality. The components of the Desired Results System are summarized into an "Annual Program Self-Evaluation," which is due to the California Department of Education, Early Education and Support Division, on June 1st. The "Annual Program Self-Evaluation" includes the action steps based upon data from the Desired Results System.

California Department of Education, Early Education and Support Division, requires that our "Annual Program Self-Evaluation" be approved by the District Board of Trustees.


 
Recommended Motion:
IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES ACCEPT THE SAN MATEO-FOSTER CITY SCHOOL DISTRICT'S CHILD DEVELOPMENT "ANNUAL PROGRAM SELF EVALUATION" AS REQUIRED BY THE CALIFORNIA DEPARTMENT OF EDUCATION, EARLY EDUCATION AND SUPPORT DIVISION.

5.1.3. Updated District Release of Directory Information Board Policy 5125.1
Rationale:

The Family Educational Rights and Privacy Act (FERPA), a Federal law, requires that school districts disclose designated and approved “directory information”. Directory information is information that is generally not considered harmful or an invasion of privacy if released. The primary purpose of directory information is to allow the District to include information from a child’s education records in certain school publications. Examples include:

  • A playbill, showing your student’s role in a drama production;
  • The annual yearbook;
  • Honor roll or other recognition lists;
  • Graduation programs; and
  • Sports activity sheets, such as for wrestling, showing weight and height of team members.

When annual consent is given, directory information can also be disclosed to outside organizations for school activities. Outside organizations include, but are not limited to, companies that manufacture class rings, publish yearbooks, provide class and student pictures, and, provide caps and gowns.

Districts must disclose exactly what directory information is permissive through a board policy and annually obtain parental/guardian written consent prior to the disclosure of the identified personally identifiable information from a child’s education records considered “directory information”. The District may disclose designated and approved “directory information” in accordance with BP 5125.1 without additional written consent unless otherwise revoked or withheld by the parent/guardian in accordance with the annual District renewal permission procedures.

If a parent/guardian does not want the District to disclose any or all of the types of information designated below as directory information from their child’s education records without prior written consent, they must complete the appropriate form at the beginning of the school year. Parents reserve the right to revoke consent at any time throughout the school-year. Revocation of consent must be given to the school in writing.

To modernize and bring into conformity the District practice regarding the release of student information for directory purposes, it is recommended that the Board approve the updated Board Policy 5125.1 for second reading.

5.2. BUSINESS/FINANCE
5.2.1. Investment Report - Quarter Ending 3/31/18
Rationale:

Government Code 53646, added by SB564 (Chapter 783, Statues of 1995), imposed disclosure requirements on all Government Agencies. The Chief Business Official must provide a quarterly report to the Board of Trustees of these disclosures.  

If a local agency has placed all of its investments in a Local Agency Investment Fund (LAIF) or in Federal Deposit Insurance Corporation (FDIC)-insured accounts in a bank, savings and loan association, in a county investment pool, or any combination of these, the CBO must supply the most recent statement or statements received from these institutions.  

The District has such investments and the report is attached. The interest earnings are within the budget.

Interest earned for the quarter ending March 31, 2018:

San Mateo County Treasurer: 1.509%

5.2.2. 2018-2019 Budget Assumptions - FINAL (v)
Rationale:

The 2018-19 Budget Development Assumptions is a planning document that links financial decisions to educational policy. These assumptions reflect the current economic situation, as is known at this time, and are updated during the budget process to include any new developments from the state budget adoption process or other economic indicators that may impact the District's budget.  

A draft of the 2018-19 Budget Assumptions was presented to the Board at its regular meeting on April 19, 2018.  Changes to the draft since the presentation include updating the PERS rate and adding the cost of including a parcel tax measure on the Nov. 6, 2018 ballot.



 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE 2018-2019 BUDGET ASSUMPTIONS.

5.2.3. Listing of Payments to Meet District Expenditures
Rationale:

Board Policy 3314 states the following: It shall be the practice of the administration to present the Board of Trustees with copies of all warrant registers for information and review at each regularly scheduled meeting of the Board of Trustees. As Policies 3100 (budget) and 3110 (transfer of funds) provide criteria for Board authorization of all expenditures, both personnel and non-personnel items, prior to the actual payment of the obligation, warrants will be distributed to the vendors and employees after audit by the County Superintendent of Schools.

Education Code Sections 42631-36 requires the Board of Trustees approve all expenditures made by the District.


 
Recommended Motion:

Financial Impact:
Funds have been provided for the goods and services paid by these warrants through the budgetary process. There is no impact on the various funds of the District beyond what has been budgeted.

6. EDUCATION/STUDENT SERVICES
6.1. SRO Contract Renewal (v)
Rationale:

The San Mateo-Foster City School District (“the District”) values its relationship with the San Mateo Police Department (“SMPD”) and the San Mateo Union High School District (“SMUHSD”) to ensure student safety on our school campuses. In furtherance of that relationship, the District agrees to pay one third compensation for one school resource officer and ensuing vehicle costs for the next two fiscal years, July 1, 2017 – June 30, 2019.

The District intends to enter into this agreement stating its intention to pay and our agreement that:

  • The respective governing bodies of all parties will approve the agreement.
  • The contractual agreement will include a “notice and provision for termination of services” providing a 15-day notice period.
  • The school resource officer positions funded by this arrangement will be employees of the City of San Mateo as fully employed police officers.
  • Deployment of these officers will be through shared direction of the District, SMUHSD and the SMPD Juvenile Services Bureau.
 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE AGREEMENT BETWEEN THE CITY OF SAN MATEO POLICE DEPARTMENT, THE SAN MATEO UNION HIGH SCHOOL DISTRICT AND THE SAN MATEO FOSTER CITY SCHOOL DISTRICT FOR SCHOOL RESOURCE OFFICER SERVICES.

7.1. Child Nutrition Services Presentation
Rationale:

The San Mateo-Foster City School District Child Nutrition Services operates the School Breakfast Program, National School Lunch Program and Afterschool Snack Program. These programs are administered through the United States Department of Agriculture. Child Nutrition Services promotes healthy meals at all school sites and has expanded opportunities to continue to support students’ nutritional well-being through the various School Nutrition Programs.

Staff will present information on the District’s Child Nutrition Services program.

7.2. Review of Draft Resolution Calling for Parcel Tax Election
Rationale:

The Board of Trustees will continue their conversation from the April 19, 2018 Board meeting on the possible parcel tax measure for the November 2018 ballot.  At the last meeting the Board discussed parameters for an upcoming parcel tax such as the rate to be charged per parcel, the term of the tax and if the tax should increase annually according to the Consumer Price Index (CPI).  The Board then reviewed the various programs that the community poll indicated as favorable and likely to support in a parcel tax measure.

The parameters and programs that were central to the Board's discussion have been incorporated into a draft version of the Resolution Calling for a November 6, 2018 Ballot Election to Establish an Excellence in Education Parcel Tax.  The Board will review the draft and make comments prior to calling for the election at an upcoming Board meeting.





 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES REVIEW AND DISCUSS THE DRAFT RESOLUTION CALLING FOR A NOVEMBER 6, 2018 BALLOT ELECTION TO ESTABLISH AN EXCELLENCE IN EDUCATION PARCEL TAX.
