The Governing Board may take action to amend the order of the agenda.

Per Government Code 54954.3(a), every agenda for regular meetings shall provide an opportunity for members of the public to directly address the legislative body on any item of interest to the public, before or during the legislative body's consideration of the item, that is within the subject matter jurisdiction of the legislative body, provided that no action shall be taken on any item not appearing on the agenda unless the action is otherwise authorized by subdivision (b) of Section 54954.2. However, the agenda need not provide an opportunity for members of the public to address the legislative body on any item that has already been considered by a committee, composed exclusively of members of the legislative body, at a public meeting wherein all interested members of the public were afforded the opportunity to address the committee on the item, before or during the committee's consideration of the item, unless the item has been substantially changed since the committee heard the item, as determined by the legislative body.
Pursuant to Board policy, individual speakers will be allowed three (3) minutes to address the Governing Board on each agenda item and the Governing Board shall limit the total time for public input on each agenda item to 20 minutes. This meeting is being taped and all comments are being recorded.

Certain items requiring legal review and approval by the Governing Board are routine in nature because they are self-explanatory, non controversial, or repetitious. For efficiency, these recommended items are grouped as a consent list for automatic approval after the Board President determines there is no request to separate any item for independent consideration. |

The Consolidated Application is used by the CDE to distribute funds from various Federal programs to county offices, school districts, and charter schools throughout California. Every local educational agency (LEA) certifies the Spring Release data collections to document participation in Federal programs (Title I, Title II and Title III) and provide assurances that the LEA will comply with the legal requirements of each program. The Winter Release of the application, certified in February of the following year, contains the LEA's entitlements for each funded program. Out of each federal program entitlement, LEAs allocate funds for indirect costs of administration for programs operated by the LEA and for programs operated at schools. The application is submitted online through a web-based Consolidated Application Reporting System (CARS). This Spring data collection for the 2016-2017 application must be submitted by June 30, 2016 and approved by August 30,2016, to indicate that Brawley Elementary School District requests participation in Federal programs including: Title I Part A, Basic Grant (Low Income/low achieving students), Title II, Part A (Teacher and Principal Training and Recruiting), Title III, Part A (Immigrant and Limited English Proficient Students). Federal guidelines also allow local non-profit private schools to participate with the public school district in Federal programs. Those participating private schools are identified in this spring data reporting. The 2016-17 school year will be a transition year to the implementation of the Every Student Succeeds Act (ESSA) in 2017-18. As a requirement of the No Child Left Behind Act (NCLB) legislation under the Elementary and Secondary Education Act (ESEA), the district continues to make the necessary adjustments and modifications to meet continuing legislative provisions of the aforementioned programs. |

Recordings made during regular or special Board Meetings are public records and designated as Class 1 - Permanent Records for a time period of one (1) year. After each subsequent school year is completed, the recordings from the previous year shall be reclassified as Class 3 - Disposable Records and the recordings shall then be disposed of after three (3) years. This procedure is followed annually for each subsequent school year. |

The Brawley Elementary School District is providing School-Based Medi-Cal Administrative Activities (SMAA) and wishes to continue to participate in the School-Based Medi-Cal Administrative Activities Program provided by the Orange County Superintendent of Schools, Region 9 Local Educational Consortium (LEC). |
The School-Based Medi-Cal Administrative Activities (SMAA) Program is designed to improve the availability and accessibility of Medi-Cal services to eligible students. |

After the Brawley Elementary School District has received reimbursement from the State for District's quarterly SMAA claim submitted, a fee of 4.5% per quarterly claim which will be used to support SMAA administration. |

The Brawley Elementary School District desires to engage the services of Voces to provide Speech Pathology services (evaluate, diagnose, and treat students with speech and language disorders). |
Voces will provide services to the incoming pre-school population across the district.
|
|
Service Options: One day a week, 8 hours/day, for 35 weeks for a total of 280 hours @ $25,200.00 Two days a week, 8 hours/day, for 35 weeks for a total of 560 hours @ $50,400.00 |
