Purpose
Board approval to request a waiver from the State and Federal Government to waive state testing this spring. The waiver authority is provided in Section 8401 of the elementary and Secondary Education Act of 1965 (ESEA), 20 U.S.C.7861, as amended by the Every Student Succeeds Act of 2015 (ESSA), Pub. L. October 8, 2017, Santa Rosa, experienced several days of uncontained, massive wildfires. The fires destroyed the homes of approximately 80 Santa Rosa City Schools staff and 817 students.Our schools were closed for three weeks during the Fall Semester.
State Testing (CAASP) is proctored during the spring semester; the testing window is three months from April-June with the actual testing taking three weeks. A waiver from the state would allow us to take this time for instruction. In consulting with the California Department of Education, the outcome of not taking the test could create three scenarios on the California Dashboard: 1. No color on the dashboard for two years 2. No color on the dashboard for one year with the following year would be compared to the previous year 3. Carryover of the last color for the year in which testing is unavailable The School District will be looking at other ways to provide summative data through alternative assessments. If the waiver is granted, Santa Rosa City Schools will implement the waiver in compliance with the following conditions for all district schools upon return for the 2018/2019 school year: 1. Provide academic instruction on California’s challenging academic content standards which are aligned to academic achievement standards expected of all public school students; 2.Participate in California’s high-quality student academic assessments in mathematics, reading or language arts, and science to measure each student's academic proficiency; and 3. Participate in the statewide accountability system to measure progress toward meeting goals for all students and separately for each subgroup of students to improve academic achievement. Once approved by the Board, the letter is submitted to the state who then submits on our behalf to the U.S. Department of Education. Parents, Principals, SRTA, CSEA, and the District Advisory Committee (DAC) have been consulted around this waiver. Board Policy
