5.A. Adoption of Resolution 02-2018-2019 In Opposition to Proposition 5: Property Tax Transfer Initiative
Quick Summary / Abstract:

This resolution formalizes opposition of the Vista Del Mar Union School District Board of Education to the passage of State Ballot Proposition 5 on the November 6 General Election ballot. This initiative will have a negative fiscal effect on funding for education. In particular, community-funded school districts like Vista Del Mar Union stand to lose significant levels of funding if this initiative is approved by voters.

Recommended Motion:

It is recommended that the Board Adopt Resolution 02-2018-2019 In Opposition to Proposition 5: Property Tax Transfer Initiative.

5.D. Second Reading and Approval of Revised Board Bylaw and Exhibit 9270: Conflict of Interest
Quick Summary / Abstract:

Pursuant to Government Code Section 87306.5, the District is required to review its Conflict of Interest Code, beginning July 1 of each even-numbered year. The attached sample Bylaw and Exhibit are reviewed annually to assure legal compliance by California School Board Association's Gamut Online policy maintenance service. 

The bylaw revision presented for first reading here shows highlighted change that keeps the bylaw compliant with current law. The Exhibit, which constitutes the District's Conflict of Interest Policy, is revised to add the District's Fiscal Manager as a position requiring annual Conflict of Interest Reporting. Reporting is accomplished by means of filing a Form 700 with the Clerk of the Santa Barbara County Board of Supervisors.

5.E. Approval of Amended SBCSELPA Joint Exercise of Powers Agreement
Quick Summary / Abstract:

This is a routine annual process which amends the Santa Barbara County Special Education Local Plan Area (SBCSELPA) Joint Exercise of Powers Agreement.

Two minor amendments are included this year:
   1. Addition of Adelante Charter School as a party to the agreement
   2. Alignment of Board membership term expirations to the fiscal year.

Recommended Motion:

It is recommended that the Board approve the amended SBCSELPA Joint Exercise of Powers Agreement.

5.F. Ratification of School Bus Lease between Vista Del Mar Union School District and Guadalupe Union School DistrictWas edited within 72 hours of the Meeting
Quick Summary / Abstract:

The District was presented with an opportunity to lease our smallest school bus to Guadalupe Union School District for the 2018-19 School Year due to their unexpected need to transport homeless students from an area significantly removed from the normal bus routes. Because of the urgency of the need, Superintendent Banning conferred with the Board President and legal counsel to arrange a legally compliant contract at a prevailing cost per month and signed the agreement prior to this formal Board approval.


Recommended Motion:

It is recommended that the Board ratify a School Bus Lease between Vista Del Mar Union School District and Guadalupe Union School District.

Financial Impact:

Expected income of up to $30,000.00

6.B. Discussion Regarding Interest from GCL New Energy to Lease a Portion of District Property Adjacent to the Old Vista Del Mar School
Quick Summary / Abstract:
GCL New Energy is developing energy storage projects in the Goleta area and we've identified several sites that look attractive for the co-location of an energy storage facility for the benefit of SCE and the surrounding community.  By the way, an energy storage facility requires a relatively small footprint.
