Administrative Regulation 1312.4 requires that the Quarterly Report on Williams Uniform Complaints be presented to the Board. There were no Williams Uniform Complaints received from the period of October 2016 through December 2016. The report is completed, presented to the Board, and forwarded to the County Office of Education.

I.5. APPROVE OVERNIGHT FIELD TRIP

Quick Summary / Abstract:
Seven students from Flamson auditioned for the Regional Honor Choir and will be representing Paso Robles and Flamson at Salinas High School. Students leave 1/19/17, Thursday, and return 1/21/17, Saturday. They will travel by two District vans and stay at Salinas Residence Inn. There will be 7 students (6 female and 1 male) attending, along with 2 female chaperones (PRJUSD teachers) and 1 male chaperone (accompanist, cleared). Chaperone ratios and clearances have been verified. Cost of total trip is $1022 paid for by the site. The region covers Santa Cruz to Nipomo and is truly an honor for Flamson.

J.1. APPROVAL AND ADOPTION OF RESOLUTION NO. 17-12 DECLARING THE RESULTS OF, AND CERTIFYING ALL PROCEEDINGS IN, THE NOVEMBER 8, 2016 GENERAL OBLIGATION BOND ELECTION

The attached Resolution No. 17-12 accomplishes the following three different purposes: 1. Declares the election results and authorizes the Superintendent to deliver the executed Resolution and Exhibit A to the County Superintendent of Schools and the Clerk of the County Board of Supervisors. 2. Authorizes the Superintendent to sign and date the Certification of Proceedings found behind Exhibit B of the Resolution, and deliver the completed Certification of Proceedings to the County Superintendent of Schools and the Clerk of the County Board of Supervisors. 3. Authorizes the Superintendent to sign the Section 15111 Report, which is located behind Exhibit C of the Resolution, and deliver the executed Report to the County Superintendent of Schools. The “second” step will be to select who will serve on the Citizen Oversight Committee (COC) for Measure M-16. When selecting the members for the COC, it is necessary to follow the protocol of advertising for COC members, having interested members complete an application, and having the Board pass a resolution establishing the COC and appointing the members. The Board has 60 days from its January 17 Board meeting to establish the Measure M-16 COC. The “third” step will be to adopt a resolution for the Debt Issuance and Management Policy.

J.2. APPROVAL OF 2015-16 ANNUAL AUDIT REPORT

Education Code 41020.3 requires that each governing board will review an annual audit at a regularly scheduled public meeting. The annual audit provides inspection of all district funds and recommendations are offered to school districts to assist them in complying with Generally Accepted Accounting Principles. The 2015-16 Annual Audit report was prepared and submitted by the independent certified public accounting firm of Vavrinek, Trine, Day & Co., LLP.

J.3. APPROVAL OF NEW HIGH SCHOOL COURSES

Quick Summary / Abstract:
The following courses have been designed in alignment with our District Goals and Guiding Principles and will enhance our students' abilities to have success in college, career, and community. Advanced Placement European History (10th grade course), Advanced Placement Music Theory (capstone course for VAPA students), Advanced Placement Spanish Literature and Culture (10th-12th grade, taken after successful completion of AP Spanish), Advanced Leadership (10th-12th grade for students who take a more active role within student leadership and government- already has A-G approval), Special Education third year math course: Personal Finance (non A-G course, but diploma track). Extension Courses: Field Studies Collaborative: 5, one unit courses which expand and extend student learning through field studies and research throughout California. These courses would be supervised by our educational staff and are in partnership with outside educational/community institutions: National Park Service and Nature Conservancy, Cal Poly State University, San Luis Obispo County, and UC Natural Reserve System.
Rationale:
Approval of this item will increase opportunities for our students in Advanced Placement courses, advanced A-G electives, math application, and community readiness for special education students and enhance our extension and partnerships for field studies for our students.
