Chair Daniels called the Policy Subcommittee Meeting to order at 1:14pm.

Approval of Agenda
Motion to approve agenda as amended:
Alper/Daniels and unanimously 2-0.

Approval of Minutes for January 6 and January 30, 2017
Alper/Daniels and unanimously 2-0.

AR 1312.2: Complaints Concerning BUSD’s Policies, Practices, Procedures or Employees
Alper explained that the goal is to clarify the timeline and deadlines. Participants discussed language.

Alper will come back with a revised version reflective of participants’ input.

Enrollment, Inter-District Transfers and Related Policies

Admissions Manager Francisco Martinez explained some of the changes up to date with respect to admission and enrollment. 

Participants discussed BP/AR 5117.1 and the criteria whereby inter district transfers are prioritized, granted, extended or revoked.

Approval of Agenda

Alper pulled the discussion item with respect to the interviewing of students by District representative

ACTION

Protection from Government Registry

Alper explained this policy goes along with the policy for the protection of undocumented students. It clearly lays out that we will not provide any information relative to students’ religion. 

Participants reviewed and discussed language.

The Superintendent will check with student services and nutrition services to confirm that none of their procedures involve any requests for students to record their religion.

Participants discussed the various ways in which individual student’s religion is recorded.

Enrollment/Interdistrict Transfers

Chair Daniels said that BP/AR 5117 addresses inter-district attendance and enrollment. The goal is to establish the criteria whereby inter-district transfers are prioritized, granted, extended or revoked.

Participants reviewed and discussed language.

This policy will come back for further review and discussion.

Three people commented on the complaint process.

DISCUSSION
Complaints AR 

Alper explained that the goal is to clarify the complaint processes for bullying, Uniform and Williams complaints. He suggested giving Dana Clark some time to come back with recommendations. 

ACTION
Inter district transfers
Daniels presented a revised draft of BP 5117.

The intention of the BP is to lay out the basis on which inter district transfers are granted, prioritized, extended or revoked. 

Participants discussed the language. This item will come back for discussion at a later meeting.

SGC

Motion to amend the exhibit, to add table as amended, and to present to the Board for information or approval at the March 22 Board meeting:

Daniels/Alpers and unanimously approved 2-0.
