Under Government Code 54954.3, members of the public have the right to address the Board on any matter within the Board’s jurisdiction. However the Board may not take action on any non-agenda item. Individual speakers will be allowed three minutes to address the Board. Twenty minutes have been allocated for this portion of the agenda. Additional time is allowed at the end of the meeting if there was not enough time to speak during public comments.

The Board is asked to review and file the 2015-16 Audit Report for the Martinez Unified School District. The Audit Report was prepared by the accountancy firm of Christy White Associates. Christy White will present highlights from the audit report. In the auditor’s opinion, the financial statements referred to present fairly, in all material respects, the respective financial position of the governmental activities of Martinez Unified School District, as of June 30, 2016, and the respective changes in financial position thereof for the year then ended in accordance with accounting principles generally accepted in the United States of America.

The lower field at Alhambra High School is beyond warranty and its useful life span. Staff is recommending the Board consider replacement of the field. If the Board considers taking action on this item at the following Board Meeting, the new field replacement can begin the day after graduation and be completed in time for the fall season which starts in August. Cost of the field replacement will be approximately $1,000,000.

Staff will present an update on Capital Facilities Fund (Fund 25) based on the Capital Facilities Fund presentations that were given at the August 22, 2016 and September 26, 2016 Board Meetings. This information will be the basis for a discussion about current and future projects that could be funded from Fund 25.

At the February 8, 2016 Board Meeting, the Board approved the Vicente/Briones School Lease-Leaseback contracts with JL Modular. Effective January 1, 2017, the Legislature has amended the current skilled and trained workforce provisions with SB 693. The Education Code currently has an escalating timeline to implement labor requirements for lease-leaseback projects. SB 693 consolidates skilled and trained workforce requirements for various public agencies in the Public Contract Code, commencing with section 2600. SB 963 will provide a grace period of an additional year for contractors to incorporate the escalating percentage of skilled and trained workforce into its projects with public agencies. These statutory amendments have been incorporated into the Amendment of Facilities Lease. This is for information only. Staff recommends the Board approve Amendment 1 to the Facilities Lease for the Vicente/Briones project based on the statutory amendments in SB 693 effective January 1, 2017 at a following Board Meeting

With the completion of the Vicente/Briones school construction project and student relocation to the new campus, Martinez Adult Education will occupy the brick and mortar buildings that were previously occupied by Vicente and Briones. This will mean that aging portables 15, 16, 17, 19, 20, 21, 22, Tech Shed, Tech 1/2, Tech 3, Restroom, and Storage Shed as identified on the site map and currently being used by Martinez Adult Education can be surplused due to their deteriorating condition and lack of need. Staff recommends the surplus of noted portable buildings currently housed at Martinez Adult Education upon relocation to the new Vicente Briones campus. The budget for the disconnection and removal is between $55,000 and $130,000 depending on whether the buildings are removed or they have to be demolished.

Included as part of the Alhambra High School Building K project is the replacement of the ramp plaza between the PAB and Building J. The idea of changing the ramp plaza area into an outdoor learning environment was brought forward in a facilities subcommittee meeting last spring when the project was being bid. The design by the architect was not completed so no budget number was determined for the cost at that time. The cost to modify the terraced areas into an outdoor learning has been determined to be approximately $60,000. If the district is interested in moving forward with this addition, staff would need a recommendation to increase the AHS Building K budget.
