The Board of Education is asked to adopt Resolution No.61 that designates March 21, 2018, as the International Day of the Elimination of Racial Discrimination.



Rationale:

The Elk Grove Unified School District believes that equity is a fundamental component of student success and equity is when all staff focus on promoting practices to close persistent gaps of opportunity, access, achievement, expectations and resources where equality and nondiscrimination are:

  • Integrated into the mindset, work and lives of every student, teacher and staff member.
  • Recognized as core institutional values and informs thinking, policies and practices throughout our schools.
  • Inherently intertwined with academic excellence and the goal of developing leaders for a globally inclusive society.

With this belief, the Elk Grove Unified District will ensure that decisions, policies and practices are supportive of students’ learning, growth, and development fostering the ultimate goal of all students becoming college, career and life ready, understanding that every day, each and every one of us can stand up against racial prejudice and intolerant attitudes and in the lead-up to the 70th anniversary of the Universal Declaration of Human Rights in December 2018, that the Board of Education of the Elk Grove Unified School District support and recognize March 21, 2018, as the International Day of the Elimination of Racial Discrimination and that we encourage schools, students, parent and the community to join us in fighting racism and standing up for human rights!

C.VI.3. Proposed New Position - Speech Language Pathology Assistant

Recommended Motion:

The Board is asked to approve the proposed new job description for Speech Language Pathology Assistant.


Rationale:

Based on a severe shortage of Speech Language Pathologists, the district is currently out of compliance with the SELPA wide average. The legal mandate is that the SELPA maintain a district wide average of no more than 55 students per Speech Language Pathologist.  Current caseloads are well beyond the mandate.  Currently, the district is spending approximately 3.5 million on None Public Agency Speech Language Pathologists. The Speech Language Pathology Assistant, under the direction of the Speech Language Pathologist, can provide direct support to students and their Individual Education Plan goals, thus providing more time for Speech Language Pathologists to meet the legal requirements of their positions.

C.VI.4. Proposed New Position - Registered Behavior Technician

The Board is asked to approve the job description for Registered Behavior Technician (RBT).




Rationale:

Based on the behavioral needs of students on IEPs, we are requesting the adoption of the job description of a Registered Behavior Technician (RBT).  This position will assist in meeting the IEP behavioral goals and/or Behavior Intervention Plan (BIP).  The position will provide direct services and supports for behavior intervention under the supervision of a Board Certified Behavior Analyst. This position will also support the district wide efforts to create a safer classroom environment for staff and students.  

 
Financial Impact:

The financial impact will be off set through the recoupment of Non Public Agency (NPA) RBTs, BCBA and other vendorized support providers.

The Board is asked to ratify contracts that have been signed by authorized district staff in accordance with Board Policy 3312-Contracts.
Rationale:

Under current Board Policy 3312 “contracts under the bid limits can be approved by the Designated Personnel, subject to Board ratification.”  Staff recommends that the Board ratify the contracts on the attached sheet, which are under the bid limit of $90,200 and have been approved by authorized district staff.

Rationale:

Education Code 42632 requires that all payments from the funds of a school district shall be made by written order of the governing board of the district.

It is also required that district orders (warrants) must be numbered and include the following per Education Code 42634:

  • The amount of payment to be made
  • An itemized bill showing separate items and the price of each item (this information is retained in Fiscal Services)
  • The rate of salary and the period of service of any employee of the district for whom an order is issued for payment of salary or wages (this information is retained in the Payroll office)

Rationale:

Pursuant to Education Code Section §39521, the Board of Education is asked to authorize Johnnie E. Terry Jr., Director of Purchasing & Warehouse to surplus and/or dispose of these items.

All computers have been deemed uneconomical to repair by the Technology Services Department. Per Technology Services, all sensitive data and/or licenses have been removed from hard drives prior to being picked up from the department/site.

To date, we have had no interest from local non-profits requesting computers that could be refurbished and redistributed to students of need. Since most usable parts are removed prior to disposal, these items are of little use.

Records of these items are in the Purchasing & Warehouse Department should you need to review them.

C.VI.13. Improvements to Elk Grove Adult and Community Education Building - Change Order No. 1

Rationale:

On November 7, 2017, the Board of Education awarded a contract to American River Construction, Inc., for the Improvements to Elk Grove Adult and Community Education Building project.  Change Order No. 1 consists of three (3) items.  The complete change order with backup is on file in the Facilities and Planning Department for review.

Attachment 2 provides detailed information on distribution of change order requests between Contractor and District.  Change Order No. 1 changes the contract amount of $106,000.00 by $8,205.00 to $114,205.00.

Rationale:

On November 7, 2017, the Board of Education awarded a contract to American River Construction, Inc., for the Improvements to Elk Grove Adult and Community Education Building project. The work has been completed and is recommended for acceptance by the Architect.

The Administration will file the Notice of Completion with the County Recorder within the statutory ten-day period.

C.VI.15. Robert J. McGarvey Elementary School - Change Order No. 6

Rationale:

On April 19, 2016, the Board of Education awarded a contract to D. L. Falk construction, Inc., for the Robert J. McGarvey Elementary School (Anatolia II) project.  Change Order No. 6 consists of twenty-one (21) items.  The complete change order with backup is on file in the Facilities and Planning Department for review.

This project consists of removal of existing roof and installation of new TPA single-ply system in Administration, Classrooms 2, 3, 9 thru 12, and Kitchen/Classroom Wing, located at 8850 Southside Avenue, Elk Grove, CA 95624.

The Administration received and opened eight (8) bids for the Roofing 2018 at Jessie Baker School project on February 8, 2018, at 2:30 p.m.  See Attachment A for a tabulation of bids.  MCM Roofing Company, Inc., submitted the lowest base bid.

The Administration recommends the award of contract to MCM Roofing Company, Inc., for the total bid of $285,940.00.

The Administration received and opened seven (7) bids for the Roofing 2018 at Herman Leimbach Elementary School project on February 9, 2018, at 2:00 p.m.  See Attachment A for a tabulation of bids.  Rua & Son Mechanical, Inc., submitted the lowest base bid.

The Administration recommends the award of contract to Rua & Son Mechanical, Inc., for the total bid of $235,665.00.

The Administration received and opened eight (8) bids for the Roofing 2018 at Anna Kirchgater Elementary School project on February 9, 2018, at 2:30 p.m.  See Attachment A for a tabulation of bids.  California Single Ply, Inc., submitted the lowest base bid.

The Administration recommends the award of contract to California Single Ply, Inc., for the total bid of $197,000.00.

The Administration received and opened nine (9) bids for the Roofing 2018 at Franklin High School project on February 8, 2018, at 1:30 p.m.  See Attachment A for a tabulation of bids.  MCM Roofing Company, Inc., submitted the lowest base bid.

The Administration recommends the award of contract to MCM Roofing Company, Inc., for the total bid of $119,260.00.

The Administration received and opened nine (9) bids for the Roofing 2018 at Franklin Elementary School project on February 8, 2018, at 2:00 p.m.  See Attachment A for a tabulation of bids.  Madsen Roofing & Waterproofing, Inc., submitted the lowest base bid.

The Administration recommends the award of contract to Madsen Roofing & Waterproofing, Inc., for the total bid of $172,959.00.

The Administration received and opened nine (9) bids for the Roofing 2018 at Foulks Ranch Elementary School project on February 7, 2018, at 1:30 p.m.  See Attachment A for a tabulation of bids.  Commercial Waterproofers, Inc., submitted the lowest base bid.

The Administration recommends the award of contract to Commercial Waterproofers, Inc., for the total bid of $657,401.00.

Rationale:

This project consists of the overlay of the existing low scope roof areas with new TPA single-ply system in Administration, Kindergarten, Library, Multi-purpose buildings, C, D, E, H, Restroom and 11/12 Wings, located at 8900 Old Creek Drive, Elk Grove, CA 95758.

The Administration received and opened eight (8) bids for the Roofing 2018 at John Ehrhardt Elementary School project on February 7, 2018, at 2:30 p.m.  See Attachment A for a tabulation of bids.  California Single Ply, Inc., submitted the lowest base bid.

The Administration recommends the award of contract to California Single Ply, Inc., for the total bid of $619,000.00.

C.VI.26. Sponsorship of the Beginning Teacher Support and Assessment Induction Program

The Board of Education is asked to approve the continued sponsorship of the EGUSD Beginning Teacher Support and Assessment (BTSA) Induction Program.


Rationale:

Per new requirements outlined by the California Commission on Teacher Credentialing, the Governing Board is asked to approve the sponsorship of the EGUSD BTSA program every four years, starting with the 2017/2018 school year.

The California Beginning Teacher Support and Assessment (BTSA) program was established through SB 1422 (Bergeson, 1992). This legislation was prompted by research findings of programs that were designed to support and retain teachers in the profession conducted by the California New Teacher Project (CNTP).  With the introduction of the two-tier credentialing system pursuant to SB 2042 (Alpert/Mazzoni, Ch.548, Statutes of 1998), the BTSA programs across California evolved to offer an induction component focused on the application and enhancement of skills and knowledge acquired in preliminary credential programs.  

In 2003, EGUSD expanded the district’s BTSA Induction Program to meet the SB 2042 Standards of Quality and Effectiveness for Professional Teacher Induction Programs and became a commission-approved BTSA Induction Program. The current Induction Program aligns with the standards adopted by the Commission and the Superintendent of Public Instruction (Education Code 44279.2 (c) (1)) and provides a delivery system that aligns with Education Code (EC) 44279.1 (b).

General Education and Education Specialist Preliminary Credential holders are required to complete a two-year induction program, which is a job-embedded system of mentoring, support, and professional learning.  Participating teachers who complete the two-year induction program meet the requirements for a Professional Clear Teaching Credential.

For the 2017-2018 school year and pursuant to Education Code 44951, the Board of Education is asked to adopt the Resolution attached to release and reassign the administrator in the District as itemized in Exhibit A and that the Superintendent or his designee be directed to send appropriate notices to the certificated administrator listed in Exhibit A of the Governing Board’s decision to release them from their present assignment for the 2017-2018 school year, effective June 29, 2018, and reassign them to another position for the 2018-2019 school year in accordance with Education Code section 44951.
