The Board is asked to approve the proposed new job description for Speech Language Pathology Assistant.
|
Based on a severe shortage of Speech Language Pathologists, the district is currently out of compliance with the SELPA wide average. The legal mandate is that the SELPA maintain a district wide average of no more than 55 students per Speech Language Pathologist. Current caseloads are well beyond the mandate. Currently, the district is spending approximately 3.5 million on None Public Agency Speech Language Pathologists. The Speech Language Pathology Assistant, under the direction of the Speech Language Pathologist, can provide direct support to students and their Individual Education Plan goals, thus providing more time for Speech Language Pathologists to meet the legal requirements of their positions.

Based on the behavioral needs of students on IEPs, we are requesting the adoption of the job description of a Registered Behavior Technician (RBT). This position will assist in meeting the IEP behavioral goals and/or Behavior Intervention Plan (BIP). The position will provide direct services and supports for behavior intervention under the supervision of a Board Certified Behavior Analyst. This position will also support the district wide efforts to create a safer classroom environment for staff and students. |

All computers have been deemed uneconomical to repair by the Technology Services Department. Per Technology Services, all sensitive data and/or licenses have been removed from hard drives prior to being picked up from the department/site. To date, we have had no interest from local non-profits requesting computers that could be refurbished and redistributed to students of need. Since most usable parts are removed prior to disposal, these items are of little use. Records of these items are in the Purchasing & Warehouse Department should you need to review them. The Board of Education is asked to approve the continued sponsorship of the EGUSD Beginning Teacher Support and Assessment (BTSA) Induction Program.
|
Per new requirements outlined by the California Commission on Teacher Credentialing, the Governing Board is asked to approve the sponsorship of the EGUSD BTSA program every four years, starting with the 2017/2018 school year. The California Beginning Teacher Support and Assessment (BTSA) program was established through SB 1422 (Bergeson, 1992). This legislation was prompted by research findings of programs that were designed to support and retain teachers in the profession conducted by the California New Teacher Project (CNTP). With the introduction of the two-tier credentialing system pursuant to SB 2042 (Alpert/Mazzoni, Ch.548, Statutes of 1998), the BTSA programs across California evolved to offer an induction component focused on the application and enhancement of skills and knowledge acquired in preliminary credential programs.
In 2003, EGUSD expanded the district’s BTSA Induction Program to meet the SB 2042 Standards of Quality and Effectiveness for Professional Teacher Induction Programs and became a commission-approved BTSA Induction Program. The current Induction Program aligns with the standards adopted by the Commission and the Superintendent of Public Instruction (Education Code 44279.2 (c) (1)) and provides a delivery system that aligns with Education Code (EC) 44279.1 (b).
General Education and Education Specialist Preliminary Credential holders are required to complete a two-year induction program, which is a job-embedded system of mentoring, support, and professional learning. Participating teachers who complete the two-year induction program meet the requirements for a Professional Clear Teaching Credential.

The Board of Education is requested to review and approve the new Board Policy (BP) 0415 - Educational Equity.

The Board will discuss the specific content of BP 0415-Educational Equity and work to finalize it for approval. Establishing this board policy will ensure all students, regardless of disability, ethnicity, gender, gender expression, gender identity, immigration status, language, nationality, parental status, race, religion, sexual orientation, socioeconomic status, or association with a person or group with one or more of these actual or perceived characteristics, will have access to equitable resources and opportunities to participate fully in the educational process.

The Board is requested to adopt Resolution No. 59, 2017-18, authorizing the Governing Board to release and non-reemploy Long-Term Substitute and Temporary certificated staff.

The District has employed Long-Term Substitute and Temporary staff during the 2017-18 school year. The Board is asked to release these employees pursuant to Education Code Section 44954. It is anticipated that some of the staff may be rehired for the 2018-19 school year when staffing figures are finalized.

The Board is requested to Adopt Resolution No. 60, 2017-2018, authorizing the Governing Board to release and reassign the administrators in the District as itemized in Exhibit A.

For the 2017-2018 school year and pursuant to Education Code 44951, the Board of Education is asked to adopt the Resolution attached to release and reassign the administrator in the District as itemized in Exhibit A and that the Superintendent or his designee be directed to send appropriate notices to the certificated administrator listed in Exhibit A of the Governing Board’s decision to release them from their present assignment for the 2017-2018 school year, effective June 29, 2018, and reassign them to another position for the 2018-2019 school year in accordance with Education Code section 44951.
