Background All LCUSD job descriptions require Governing Board approval. A 2017-18 Superintendent’s Goal was to reorganize district and site-level administrative positions. The reorganization requires updated job descriptions for both Cabinet and Director level positions. Current Considerations The Assistant Superintendent of Human Resources position was left unfilled during the 2017-18 school year. Additionally, the Chief Director of Assessment, Research, and CalPADs has announced her retirement. As such, duties from these positions have been reassigned to Cabinet level positions in Educational Services and and Business and Administrative Services departments. Because of these additional duties, the Superintendent is recommending that the Governing Board approve the two Cabinet-level job descriptions as Associate Superintendent positions. Anais Wenn and Mark Evans will fill the Associate Superintendent positions, respectively. Additionally, due to the reorganization, an updated job description for Executive Director of Pupil Programs and Services requires Governing Board approval. This position will continue to be filled by James Cartnal. Financial Implications The salaries for the Associate Superintendents shall remain at the level of the current Assistant Superintendent salary schedule. The promotion is in title only. There are no additional financial implications associated with the updating of the Executive Director of Pupil Programs and Services job description.

Background One of the 2017-18 Superintendent goals was to reorganize district-level administrative positions, making adjustments and restructuring as necessary in order to maximize efficiencies and ensure services to stakeholders. Included in the goal is that all district and site-level administrative positions are filled. Current Considerations The reorganization flow-chart is once again attached to this agenda item for Governing Board review. Additionally, there is a need to appoint a Principal to Paradise Canyon Elementary School. Finally, given the increased administrative responsibilities/projects at La Canada High School, there is a Governing Board interest to increase Assistant Principal assignments at LCHS by a 1.0 FTE for the 2018-19 school year and beyond pending annual Board review. There will be no net increase to district-wide administrative FTE in 2018-19 given the reorganization. Financial Implications With the reorganization, savings have been incurred as a result of less senior administrators filling assignments and administrative positions being filled at the director versus Cabinet level. However, costs are incurred with the appointment of a third Assistant Principal at LCHS. The net financial implication for the 2018-19 school year is an increased cost in overall administrative salaries of approximately $30,000. Additional efforts to reduce the projected financial implications through savings will be pursued by Cabinet.

Background With the passage of Measure LCF, the $149 million general obligation bond, it is mandatory the Governing Board appoint a Citizens’ Oversight Committee to oversee the spending of the bond funds. Current Considerations Applications for the Citizens’ Oversight Committee have been received and reviewed. Attached are the proposed members. Financial Implications There is no financial cost to the District in appointing this committee. The monitoring of the construction costs funded by the bond monies may be of financial benefit to the District.

The Governing Board is requested to engage in discussion surrounding presentations related to the passage of Bond Measure LCF. Presentations will include cash flow, priority setting, and district staff. Information and Governing Board direction from this study session will be used by the district administrators to begin the implementation of the Facilities Master Plan, establish the bond oversight committee, determine first issuance timelines, and identify sequencing of initial projects.
