Per La Cañada Unified School District Governing Board Policy 4143.1 and Government Code Section 3547, a public presentation (“sunshining”) of any negotiation proposal between the District and the La Cañada Teachers’ Association is required. Attached is the La Canada Unified School District’s 2015-2016 proposal to the La Canada Teachers’ Association and to the public for review. The public has an opportunity to express itself on the proposal at a public hearing prior to starting the negotiations process.

12. FIRST READING ITEMS

Rationale:

Background

Assessment is an important component of the learning cycle.  While the new SBAC summative assessment results provide essential information about last year’s performance, more frequent formative assessments are also needed to guide current instruction. 

A 26-member District Assessment Team designed the common assessment practices for this school year. Teachers collaboratively created these common assessments and have entered the results into Illuminate, the district’s data management system.  They were administered for the first time by November 10, 2015 and analyzed in PLCs or grade level teams by November 17, 2015.  Students in elementary school took common assessments in English-Language Arts and math.  At 7-12 grade level, they were administered for each course. 

Current Considerations

Overall districtwide results of the first common assessments will be presented.  The percentage of K-6 grade students meeting or exceeding the standards in both English-Language Arts and math will be reviewed.  At 7-12 grade level, the four core content area results will be included.  Only these courses with more than one teacher will be represented in the presentation.

Financial Implications

The only financial implications are regular staff time to administer, report and analyze the common assessment results.

BACKGROUND

The state of California, acting on the regulations of Proposition 98, requires the governing boards of California school districts to prepare and issue an annual School Accountability Report Card (SARC) for each elementary and high school under their jurisdiction and to make them available to parents and/or guardians on a website.

CURRENT CONSIDERATION

Attached are copies of the current School Accountability Report Card for each of the four schools.  Please note that the information is substantially based on the 2014-2015 school year.

The SARCs contain required information regarding the condition and performance of each school.  Staffing information is also included.  The template used to prepare the documents was available through the district’s annual subscription to Document Tracking.

FINANCIAL IMPACT

There have been approximately 30 hours of staff time used in preparing these documents.  As a mandated program, costs could be reimbursed by the state, if funded.

Background

It is important to continually review and update the district’s board policies in order to stay on top of changing state requirements and/or district needs.

Current Considerations

As part of this continual review, the district has the following policy revision for the Board’s consideration:

         BP 5113.1    Chronic Absence and Truancy    

These policy revisions reflect current law and educational best practices and have been developed in consultation with Student Support Services, Inc.

Background 

Education Code Section 17620 provides for the collection and expenditure of fees based upon new residential and commercial/industrial construction. The district's justification for collection of these "Developer Fees" lies in its need for modernization, as well as some new construction and reconstruction due to growth and adjustment in program needs.

 Note:  The Governing Board, at its meeting on December (, 2014 adopted Resolution 7-14-15 which established Developer Fee assessments (based on guidelines of the State Allocation Board/SAB) at $3.36 per square foot for residential construction of more than 500 square feet and $0.54 per square foot for commercial/industrial construction.  These fees were effective February 8, 2015.

12.g. Presentation on Summer School Math Instruction, R72-15-16

Rationale:

 Background

The La Canada Flintridge Educational Foundation (LCFEF), has been providing summer school instruction to LCUSD students since 2011. Communication and collaboration between LCUSD and LCFEF is key to the success of this program.  Due to the implementation of Common Core State Standards (CCSS), LCHS 7-12 Math Department has been designing and implementing new math courses which are aligned with the CCSS and are unique to LCUSD.

Several meetings were held last year with LCFEF summer school administration to discuss these new courses and strategies to make sure they have a clear understanding of the changes, offer classes that are aligned with the new courses, and can provide students with a smooth transition from LCFEF summer school to LCHS.  Additionally, an agreement was made to share the new course outlines with LCFEF summer school administration to make sure students are exposed to the same content and strategies that would prepare them for the next math class in sequence. 

Current Considerations

LCUSD administration has met with LCFEF administration to communicate its plans for math instruction and share its progress toward the new math pathways.  More planning meetings will take place within the next few months to decide which classes LCFEF will offer during summer and the methods by which students will receive credit and transition to the next math class in sequence.

Background

The Williams legislature and the Valenzuela lawsuit settlement require a school district to use its uniform complaint process to help identify and resolve any deficiencies related to: instructional materials, teacher vacancy or misassignment, facilities and CAHSEE intensive instructional and services.

Current Considerations

Los Angeles County school districts are required to report on a quarterly basis to LACOE whether or not complaints have been received. The district received no Williams Uniform Complaints.
