Board Policy 3314 states the following: It shall be the practice of the administration to present the Board of Trustees with copies of all warrant registers for information and review at each regularly scheduled meeting of the Board of Trustees. As Policies 3100 (budget) and 3110 (transfer of funds) provide criteria for Board authorization of all expenditures, both personnel and non-personnel items, prior to the actual payment of the obligation, warrants will be distributed to the vendors and employees after audit by the County Superintendent of Schools. Education Code Sections 42631-36 requires the Board of Trustees approve all expenditures made by the District.

Funds have been provided for the goods and services paid by these warrants through the budgetary process. There is no impact on the various funds of the District beyond what has been budgeted. |

On April 20, 2017, the Board of Trustees approved the contract for Anza Engineering Corp. regarding the North Shoreview Montessori School Shade Structure project, as part of the District-wide Shade Structure Project, in the amount of $136,700. The District, in working with Anza Engineering Corp., encountered unforeseen conditions, necessary field changes, as well as corrections. The cost of Change Order No. 1 to the original contract is $12,790.00 (9.36% of the original contract). The new contract amount will be $149,490, which is within the District-wide Shade Structure Project budget.

The San Mateo - Foster City School District must address a structural deficit in the budget through reductions and revenue enhancements. The District has already enacted both reductions and enhancements to address a shortfall of $4 million for the 2017-2018 school year. During the 2017-2018 school year, steps must be taken to address an additional $9 million budget deficit for the 2018-2019 year. Due to the pressing concern to address this deficit, the Superintendent, with the support of the Chief Business Official, is forming a Superintendent's Fiscal Committee, establishing the charge of the Committee and developing a time line of necessary steps. Membership on the Superintendent's Fiscal Committee, the charge of the Committee and the time line of steps will be shared with the Board of Trustees for their consideration.

Williams vs. State of California and Education Code Section 60119 require school districts to annually hold a public hearing regarding the appropriation of instructional materials throughout the District. In particular, the Williams settlement requires that each student is in possession of a standards-based textbook in each of the four core academic areas of Language Arts, Math, Science and Social Science for use in the classroom and to take home. (This requirement does not equate to two copies.) All English Learners will have required English Language Development textbooks. Abbott MIddle School, The Bayside Academy, Borel Middle School, Bowditch Middle School, Audubon, Baywood, Beresford, Brewer Island, College Park, Fiesta Gardens International, Foster City, Highlands, George Hall, Laurel, Lead, Meadow Heights, North Shoreview Montessori, Parkside Montessori, San Mateo Park and Sunnybrae Elementary Schools do have sufficient textbooks for all students in each of the content areas of Language Arts, Math, Science and Social Science. All English Learners do have required English Language Development textbooks.

Each year a projection of student enrollment is made based on the report the District receives from Enrollment Projection Consultants to determine staffing, facilities and for inclusion in the Board assumptions for budgetary purposes. Actual enrollment is counted on Information Day, the first Wednesday in October. |
