On February 8, 2018, the Board of Trustees approved the Notice of Completion for Bayside STEM/STEAM Academy Classrooms Conversion Project. Since then the Cal Pacific Construction, Inc., made a substantial effort to complete items listed on a Punch List. Pursuant to the contract awarded by the Board of Trustees on June 30, 2016, the Cal Pacific Construction Inc., has furnished all material, labor and work for the completion related to Bayside STEM/STEAM Academy Classrooms Conversion Project # 15-87. With the approval of the Board of Trustees, the attached Notice of Completion will be filed with the San Mateo County Recorder's Office as required by law.

In December of 2017, the Administration, through public contract code, solicited bids for the replacement of the heating ventilation and air conditioning (HVAC) units for Bowditch Middle School. The units have surpassed their lifetime, have become inefficient, and over the years have deteriorated due to the proximity to the bay. The District has decided to replace these units with more efficient units including corrosion coating to protect from sea air. The expected lifetime of these units is roughly 20 years. Bids were solicited for the purchase and installation of these units as per public contract code. The Administration recommends awarding the contract for the base bid amount of $1,724,000.00 with Environmental Systems Inc.

On August 8, 2014, the Board of Trustees approved District-wide Play Structure and Matting replacements in the elementary schools as a part of the Facilities Master Plan and Measure L funding. Playcraft Systems of Krauss Craft, Inc., was approved as a manufacturer for purchasing Districtwide play structures through the California Multiple Award Schedule (CMAS) program. At that time Highlands Elementary School was not part of the replacement plan. On February 8, 2018 the Board of Trustees approved the Administration's decision to replace three play structures and matting and provide an ADA compliant path of travel as a part of Measure L funding at Highlands Elementary School. The Administration negotiated with Playcraft Systems of Krauss Craft, Inc., to purchase and deliver three (3) play structures to the Highlands Elementary School using the CMAS contract pricing. Purchasing the play structures using CMAS contract pricing directly from the manufacturer offers the District savings for discounted cost of the equipment, as well as savings by eliminating, during installation, contractor's overhead and profit mark-ups. The contract amount for purchasing and delivering three (3) play structures to the Highlands Elementary School site is $96,233.32 of which $7,945.87 is San Mateo county tax.

Board Policy 3314 states the following: It shall be the practice of the administration to present the Board of Trustees with copies of all warrant registers for information and review at each regularly scheduled meeting of the Board of Trustees. As Policies 3100 (budget) and 3110 (transfer of funds) provide criteria for Board authorization of all expenditures, both personnel and non-personnel items, prior to the actual payment of the obligation, warrants will be distributed to the vendors and employees after audit by the County Superintendent of Schools. Education Code Sections 42631-36 requires the Board of Trustees approve all expenditures made by the District.

The Board of Trustees, along with recommendations from the Superintendent's Fiscal Advisory Committee, supported working with a polling consultant to test the community's support for a parcel tax measure. Determining the community's level of support for a local parcel tax and programs they are willing to support will guide the District in how to best pursue options for a potential parcel tax measure. The research firm will collect data to share with the Board of Trustees. The agreement for services provides for a feasibility survey regarding a potential parcel tax in 2018.

The District's budget development process begins in January when the Governor's State Budget proposal is announced. Staff then prepare the budget development calendar with key timelines including LCAP revisions, staffing timelines, and other activities. The draft version of the Budget Development Calendar was presented at the February 8, 2018 Board meeting. The proposed calendar adheres to procedural and legal timelines. The calendar may be revised and updated during the budget development process in response to factors that might impact the process.

For the second year in a row, the District has been awarded a prestigious STARTALK Grant through a competitive process. The grant will provide a 2018 STARTALK Chinese DNA and Genetics Summer Academy, a three-week Mandarin immersion program which integrates Science and Technology into daily lessons that facilitate student learning. The instructional program, entitled, "Exploring the Wonders of DNA and Genetics", will be a program created in partnership with the instructional staff at College Park Elementary School, a genetics professor at Stanford University, and the local community. The program will offer eighty K-5 students a fun and innovative Chinese immersion experience.

District teachers provide sexual health education to all students in 5th and 7th grade classes. The District provides parent education on both the 5th grade health curriculum, Puberty Talk, and the 7th grade health curriculum, Teen Talk by hosting Parent Information Nights. In addition, the District hosts interactive workshops with Health Connected, the curriculum's publisher, to help parents learn how to talk with their children about this subject.

The San Mateo-Foster City School District is planning a total of eight projects to be funded by Measure X. Six of those projects are planned within the city limits of the City of San Mateo. Since school districts are established by the State as State entities, the improvement and addition of school facilities requires approval of a variety of State agencies depending on the nature of the project. For example, the State’s Division of State Architect is charged by law with reviewing, approving and monitoring all public school facilities projects and the California Department of Education is given the responsibility by law for approving all new sites to be acquired for new school projects and for reviewing and approving the educational specifications for all new schools as well as existing schools in which school facilities will increase the existing facilities by a defined percentage. Because of these State approval and oversight responsibilities for public school facilities, the Legislature enacted and the Governor signed legislation many years ago which enables school districts to exempt themselves by a two-thirds vote of the trustees of the school district from local jurisdictions’ planning, review and approval processes (California Government Code Section 53094) when the new and modernized facilities will be for the benefit of education and used for educational purposes. It is important to note that the school districts whose Boards of Trustees vote to exempt their respective school districts from local planning review processes still need to obtain permits such as for Grading and Encroachment into the Public Right of Way where necessary for the specific project. The City and District Board liaisons, Councilman Eric Rodriguez and Trustee Shara Watkins, met recently along with staff from both the City and School District to discuss the State's processes for review, approval and monitoring of public school construction projects and the specifics of the exemption action. Resolution No. 10/17-18 which is attached would, if adopted by a two-thirds vote of the Board of Trustees, provide an exemption from the City of San Mateo’s zoning and other ordinances for the following projects committed to the voters with the passage of Measure X in 2015:
Phase I: New Gym, Locker Rooms and Classroom Wing at Abbott Middle School New Gym, Locker Rooms and Classroom Wings at Borel Middle School New Gym at Bayside Middle School Phase II: New Multipurpose Room and Classrooms at George Hall Elementary School New Multipurpose Room and Classrooms at Sunnybrae Elementary School New Elementary School on the vacant lot adjoining the College Park Elementary School Campus Pursuant to State law, if the Resolution is approved, the Superintendent will provide the City of San Mateo with the Resolution and notification of its adoption within 10 days of Board action.

On January 29, 2018, the California School Employees Association (CSEA) Chapter 411 and the San Mateo-Foster City School District (SMFCSD) reached a Tentative Agreement on a successor agreement to the 2014-2017 collective bargaining agreement (CBA). This agreement also serves as a tentative agreement for the 2017-2018 school year. Assembly Bill (AB) 1200 requires local education agencies to publicly disclose costs related to provisions of all collective bargaining agreements prior to entering into a written agreement. Attached for information to the Board are copies of the disclosure forms for employees in the CSEA unit which summarize the financial implications of the major provisions of the agreement.

Disclosure - Collective Bargaining CSEA

On January 29, 2018, the California School Employees Association (CSEA) Chapter 411 and the San Mateo-Foster City School district (SMFCSD) reached a Tentative Agreement on a successor agreement to the 2014-2017 collective bargaining agreement (CBA). This agreement also serves as a tentative agreement for 2017-2018 school year.
The modifications are summarized as follows and includes:
• Article 6 – Hours and Overtime Annex and Pre-school paraeducators and teachers who work 6 continuous hours shall be provided a paid on-duty lunch period
• Article 18 – Holidays No floating holidays may be taken during the first 6 months of employment
• Article 19 – Classification, Reclassification and Abolition of Positions Changes related to definition, process and timeline for reclassifications as well as the reclassification request form
• Article 21- Pay and Allowances 5% increase to salary schedule retroactive to July 1, 2016 3% increase to salary schedule retroactive to July 1, 2017
• Article 23 – Health and Welfare Benefits • Increase to District contribution for benefits from $750 to $850 per month or $9,000 to $10,200 per year for employees working at least 30 hours per week. Amount prorated for employees who work at least 20 hours and less than 30 hours per week.
