Background LCUSD Assistant Superintendent of Human Resources Dr. Jeff Davis has accepted the position of Assistant Superintendent, Certificated Human Resources with the Ventura Unified School District. For the 2017-18 school year the Governing Board and Superintendent have determined not to fill the vacant position of Assistant Superintendent of Human Resources, allowing time to review and restructure District level administrative positions. During the 2017-18 school year, Superintendent Sinnette will largely assume the Human Resources duties, with Chief Business and Operations Officer Mr. Mark Evans serving as the lead negotiator for LCUSD with its bargaining units, the La Canada Teachers’ Association and the California School Employees Association Chapter 122. Additionally, there are other job description duties which will be assigned to other Cabinet/District Office administrators (see attachment for full delineation). Current Considerations It is important for the 2017-18 school year that LCUSD staff experience no break in the services provided by the Human Resources Department. It is also a priority that the CMSA support staff in the Human Resources Department feel supported during the period in which the Assistant Superintendent of Human Resources position goes unfilled. Financial Implications There will be 10 months of savings in terms of salary and benefits incurred by the district while the position is vacant. As estimated total compensation savings is approximately $150,000.

Background All LCUSD job descriptions require Governing Board approval. Typically, a job description is brought to the Governing Board for approval after a bargaining unit has tentatively agreed upon it with the District bargaining team. However, the attached job description is for a Cabinet-level administrative position, namely the Assistant Superintendent of Business and Administrative Services, and is brought forth by the Superintendent. Current Considerations The Assistant Superintendent of Human Resources position will be left unfilled for the remainder of the 2017-18 school year. Several of the duties of this job description will be transferred permanently to the current Chief Business and Operations Officer (CBOO) position. Because of the expanded scope of the CBOO position, the current job description requires modification and the title of Assistant Superintendent of Business and Administrative Services is more appropriately aligned to it. Financial Implications There will be no additional financial implications as the Assistant Superintendent of Business and Administrative Services will be linked to the Salary Schedule for Cabinet Positions 2017-18, which is the schedule for all Cabinet-level positions.

Background As previously discussed, the Assistant Superintendent of Human Resources position will be left unfilled for the remainder of the 2017-18 school year. Several of the duties of this job description will be transferred permanently to the current Chief Business and Operations Officer (CBOO) position. Because of the expanded scope of the CBOO position, the current job description requires modification and the title of Assistant Superintendent of Business and Administrative Services is more appropriately assigned to it. Current Considerations Mr. Mark Evans currently serves as the Chief Business and Operations Officer, a Cabinet-level position. His duties within the district will be expanded and as such better align to the job description and title of Assistant Superintendent of Business and Administrative Services, which is also a Cabinet-level position. Financial Implications There are no financial implications for this action item as it is a title change to Assistant Superintendent of Business and Administrative Services given the expanded scope of the Chief Business and Operations Officer duties. Both positions are tied to the same salary schedule and current step placement.
