Lomita Park School is identified as a Title I school, meaning a significant percentage of students qualify as low economic status (53% of the student population.) Lomita Park is the only school that qualifies for the state's After School Education and Safety Program (ASES). The ASES Program has many requirements and mandates that must be followed in order to provide the necessary services for the most needy students relative to after school programs. The ASES Program consists of services beginning from the time of dismissal until 6:00 pm. The Program requirements include a maximum of 20 students to 1 adult ratio as well as structured time and program for homework completion, physical activity, and enriching lessons/activities for students. A snack time is also included each afternoon. To meet the required components of the program and better serve the needs of the students who qualify for the ASES Program services, the school needs assistance in the managing, staffing and implementation of the overall program. The Mid-Peninsula Boys and Girls Club provide services in ASES Programs in various school districts. Lomita Park School seeks to partner with the Boys and Girls Club to assist in the management and implementation of the overall grant.

Before these negotiations may commence, State law (Government Code section 3547) requires the District and Association to “sunshine” initial proposals at a public meeting and to afford the public the opportunity to be informed about and to express itself on those proposals. State law also requires the Board to adopt its initial proposal. This initial proposal was shared with the Governing Board at its regularly scheduled meeting on October 4, 2016. It is recommended that the Board of Trustees adopt the CSEA 2016-2017 Initial Proposal to the Millbrae School District as required by state law.
