I. Board President Announcements

President Seymour made the following announcements:
• Tonight’s Board of Education meeting is being recorded and live streamed via a link on the District website.

• PVPUSD is currently enrolling new students for the 2020-21 school year. For details about new student enrollment at all grade levels, please visit the District website @ pvpusd.net.

• All currently enrolled PVPUSD students entering 9th grade in fall 2020 must select their high school of attendance on the Aeries Parent Portal during the month of February. Students may choose to attend either Palos Verdes High School or Palos Verdes Peninsula High School.

• The District, Peninsula Education Foundation and the Palos Verdes Peninsula Council of PTAs will be hosting a parent wellness symposium focusing on student health, wellness and connectedness on Saturday March 21, 2020, from 8:30 to Noon, at Palos Verdes High School. Additional information will be shared with parents and posted on the District website.

• For public health updates related to the Coronavirus, parents can continue to check the District website for Los Angeles County Public Health Communications.

• All schools and the District office will be closed on Monday, February 17, 2020, in observance of Presidents’ Day.

Background Information 

Mr. Terry Kamibayashi began working for the Palos Verdes Peninsula Unified School District since January 9, 2016 as the Director, Maintenance and Operations.  Since that time his hard work and dedication to the students, staff and community has been exemplary.  Mr. Kamibayashi is resigning effective February 14, 2020 to accept a position with Santa Monica College.  This agenda item is intended to give the Board of Education the opportunity to thank Mr. Kamibayashi for his service.

Board Members Brach and Reid met on September 24, 2019 to review staff recommendations and provide input on revisions to the PVPUSD Board Policies and Administrative Regulations Manual.  Additional discussion and review has been requested regarding Board Policy 5116, School Attendance Boundaries.

At the January 22, 2029 Board of Education meeting, Board members reviewed the policy and provided direction to staff regarding revisions related to enrollment procedure language.

Revised Board Policy 5116 is presented for Board of Education approval. A copy of the proposed changes is included as Exhibit A.

Rationale:

Background Information

For the past several years, the Peninsula Education Foundation (PEF) has run a successful K-12 summer school program for the Palos Verdes community.  PEF seeks input from District staff on providing a program that is beneficial and advantageous for all students, kindergarten through grade 12.  The contract for Summer 2020 has been reviewed by District Administrators in Business Services, Technology, and Educational Services.

Current Considerations

The District administration is requesting Board approval of the 2020 Summer School Contract, submitted by the Peninsula Education Foundation.  The following is a list of dates and campuses that will be used:

Background Information:

At its meeting of March 14, 2013, the Board accepted the Consultant Services Agreement with Atlas Consulting (Atlas) for a District-wide roof asset management survey.  Roofing work overseen by a District consultant included:

•    At its meeting of April 3, 2014, the Board awarded Bid No. DM001-04.10-14 for the re-roofing and repair projects at Miraleste, Lunada Bay and Vista Grande Elementary schools and Miraleste Intermediate School. 

•    On May 21, 2015, the Board awarded Bid No. DM005-05.21.15 for the re-roofing and repair projects at Cornerstone, Lunada Bay, Mira Catalina, Point Vicente, Silver Spur, Soleado and Vista Grande Elementary schools; Miraleste and Palos Verdes Intermediate and Palos Verdes Peninsula High schools. 

•    On July 13, 2016 the Board awarded Bid No. DM006-07.13.16 for re-roofing and repairs at Cornerstone, Lunada Bay, Mira Catalina Elementary schools and Miraleste Early Learning Academy; Palos Verdes Intermediate and Ridgecrest Intermediate schools; and Palos Verdes Peninsula High and the Maintenance & Operations Center. 

•    On June 21, 2017  the Board awarded Bid No. DM010-06-21-2017 for re-roofing and repair work at Dapplegray Elementary School, Miraleste Early Learning Academy, Point Vicente Elementary School, Silver Spur Elementary School, Miraleste Intermediate School, Cornerstone Elementary School, Palos Verdes High School, Palos Verdes Peninsula High School, Ridgecrest Intermediate School, Valmonte Elementary/Early Learning Academy, and the Maintenance & Operations Center.

•    On June 12, 2019 the Board awarded Bid No. DM014_06.12.19 for re-roofing and repair work at Valmonte Early Learning Academy, Dapplegray Elementary, Lunada Bay Elementary, Miraleste Intermediate, Ridgecrest Intermediate, Palos Verdes High School, Palos Verdes Peninsula High School, Rancho Del Mar High School and Malaga Cove District Offices.

Current Considerations:

On January 8, 2020, the Board authorized staff to solicit proposal for Roofing Consultant Services. Notices calling for proposals for professional services were sent to The Daily Breeze and Southern California Chapter of the International Institute of Building Enclosure Consultants (formerly known as Roof Consultants Institute). A total of four (4) responses were received for consideration. As part of this award, District staff would like direction from the Board to identify the funding level of roof work anticipated for Summer 2020 so that we can bid to resolve existing issues and perform preventative maintenance.

District staff recommends award of Phase I to BEAM Professionals for an amount not to exceed $15,000* for site investigations, destructive testing and surveys, defined as roof inspections and "Scope of Work" evaluation.

District staff recommends award of Phase II to BEAM Professionals for an amount not to exceed $33,750* for construction documents and bidding.

District staff recommends award of Phase III to BEAM Professionals for an amount not to exceed $18,750* for construction quality assurance and project close-out.

District staff recommends award of Phase IV to BEAM Professionals for an amount not to exceed $7,500* for maintenance and operation education.

Other items included in the aforementioned pricing are infrared Thermographic moisture survey of roof assembly, core sampling/cross-sections analysis of the existing roof mat, insulation and deck assembly.

*Fee is a not to exceed price based on approximately $900,000 roofing construction cost, and will be scaled back if the construction cost is lower.

Rationale:
Background
State and federal statutes require that appropriate educational programs, as well as support services (Designated Instructional Services [DIS]), be provided for all students identified as requiring special education.  Under existing law, the need and eligibility for these programs and services is based upon specific assessment and is established by the Individual Education Plan (IEP) team.  In a small number of cases when the needs of a student are so unique that they cannot be met in the public school setting or by public school providers, it is necessary to establish an individual services contract with a nonpublic school or agency in order to provide the program established by the IEP team.

Rationale:

Background Information

Pursuant to Administrative Regulation 6153 (School-Sponsored Trips), schools are required to obtain prior Board approval for school-sponsored overnight trips as well as those for out-of-state.  In addition, governing Boards of school districts may enter into contracts in order to provide programs and classes in outdoor science education for pupils under the provisions set forth in Education Code Section 8763.  The District’s Associate Superintendent of Business Services reviewed and approved the content of this contract.

 

Current Considerations

Staff is requesting Board approval of the Pali Institute contract for Ridgecrest Intermediate School to participate in the Pali Institute’s Outdoor Education program in Running Springs, CA for the 2020-2021 school year.  The Pali program is a 3 day, residential experience for eighth grade students.  Approval of this contract will hold the dates for the school.

Rationale:

Background Information

Special Olympics Southern California (SOSC) is a philanthropic organization comprised of volunteer activities. Their program, the Special Olympics Unified Champion School, encourages inclusion, participation, and leadership in schools and students by introducing sports to special education students with practices and competitions.   SOSC offers grants to schools who have demonstrated plans for the school year which engage students in Unified Champion School.

On January 24, 2020, Palos Verdes Peninsula High School (PVPHS) was awarded $750

  • to directly support the PVPHS Unified Champion School Work Plan,

Current Considerations

Palos Verdes Peninsula High School administration is requesting authorization for the Yearbook staff (approximately 4-7 students) to participate in the Herff Jones Publishing Yearbook Conference in Kansas City, Missouri.  Yearbook editors would have an opportunity to observe the production of yearbooks and work hands on at the production plant as well as meet other editors from around the country while being introduced to new technologies and career opportunities in the publication industry.  The yearbook staff is scheduled to depart via commercial airline on Sunday, May 17, 2020, and return via commercial airline on Wednesday, May 20, 2020.

The necessary permissions and consent needed from each participating student, chaperone, and staff person will be processed through the District’s online field trip approval system prior to departure.

Rationale:

Background Information

E-Rate is the commonly used name for the Schools and Libraries Program of the Universal Service Fund, which is administered by the Universal Service Administration Company (USAC) under the direction of the Federal Communications Commission. The program provides discounts to assist schools and libraries in the United States to obtain affordable telecommunications services and Internet access. Funding levels are based on the number of students that participate in the National School Lunch Program.

Part of the process for applying for discounts is to allow vendors to submit bids for requested services.  The PVPUSD will be seeking bids for various telecommunications equipment, software, and other related electronic equipment and apparatus and services throughout the District.

The E-Rate program requires the use of weighted evaluation criteria that demonstrates how the most "cost-effective" bid is selected while complying with state and local procurement laws.  Price must be a primary factor, but need not be the only factor.

Current Considerations

In last year's 2019-20 application, the District bid multi-year services for discounts on telecommunications services and Internet access.  COX Communications was selected for telecommunications services and Frontier Communications for Internet access. For 2020-21, the District will be applying to receive discounts on these same services utilizing the multi-year pricing approved last year.
