A. MODIFIED MEETING PROCEDURES DURING COVID-19 (CORONAVIRUS) PANDEMIC:
Quick Summary / Abstract:
In an attempt to control the spread of Coronavirus (COVID-19) and to reduce and minimize the risk of infection, Governor Newsom issued Executive Orders N-25-20 (March 12, 2020), and N-29-20 (March 17, 2020), waiving certain Brown Act requirements around teleconferencing and public participation at Board meetings. Under the new Executive Orders, Board Members may participate in Board meetings, via teleconference, without geographical or posting restrictions; while, requiring the Board to make the public meeting accessible telephonically or otherwise electronically to all members of the public to observe and to address the Board. During the existence of these Executive Orders, the Board is not required to have a location for the public to be physically present to observe the Board meeting or to address the Board.

PVPUSD is doing its part to help in the efforts to reduce the spread of COVID-19 by encouraging members of the public to watch the Board of Trustees meetings live online. Information on how to view the live stream is available at: www.pvpusd.net.  Public comment may be submitted via several methods and there will be an opportunity to speak during the meeting.

O.1. Approve the Contract Renewal Between the Palos Verdes Peninsula Unified School District and Apex Learning Digital Curriculum Solutions - Online Course Program – August 2020 through June 2021
Rationale:
Background
Apex Learning provides APEX Virtual Learning School (ALVS) digital online educational programs and services that meet UC/CSU A-G requirements, as well as NCAA requirement. Apex Learning’s online courses can cover all core subjects with support of the vendor’s APEX teachers.

Current Considerations
District and school administrators are requesting that the Board approve the agreement between the District and Apex Learning Digital Curriculum Solutions for the 2020-21 school year.  The District will utilize the Apex Learning curriculum and staff to personalize instruction that meets the needs and learning of students, specifically Alternative Education and Continuation Programs, Independent Study programs, and Home/Hospital Instruction programs. The contract has been reviewed by the Assistant Superintendent, Educational Services and legal counsel for compliance with California student data privacy laws.

Background

Board Members (Crawford and Reid) reviewed staff recommendations  for revisions to  New Board Policies based on recommendations from the California School Boards Association (CSBA) prior to the first reading.

Board Policy 0470, COVID-19 Mitigation Plan, was presented for a first reading at the Regular Board of Education Meeting on July 22, 2020, and Board Members provided input on revisions to the policy.

Board Members (Crawford and Reid) reviewed input from Board Members along with District staff, Kelli Keller( Executive Director, Special Projects) and Kathy Barry (District Nurse) and have revised BP 0470, COVID-19 Mitigation Plan. (Exhibit A)

Employees listed as “Re-hires” are former employees who received a temporary release notice and are being re-hired due to openings resulting from adopted staffing ratios, projected enrollment or as temporary replacements for approved leave of absence requests and probationary employees moving from Prob. 1 to Prob. 2 status.

The contract percentage (if less than full-time) and contract status (temporary or probationary) is noted for each certificated employee.

Rationale:

Background Information

Project Lead the Way is the nation's leading provider of science, technology, engineering, and math (STEM) programs. Through world-class K-12 curriculum, high-quality teacher professional development, and outstanding partnerships, PLTW is designed to help students develop the skills needed to succeed in the global economy.

Since 2007-08, District secondary schools have offered specialized engineering courses through Project Lead The Way® (PLTW), with Board approval.  We are no longer offering PLTW to elementary students because the cost is prohibitive but we do integrate STEM into core science program through Next Generation Science Standards (NGSS).

This agreement shall be automatically renewed for additional contract years (July 1 – June 30) unless a party terminates the agreement.

School and District administrators are requesting that the Board approve the Membership Renewal between the District and PLTW in order to continue to provide software necessary for the engineering courses to District students for the 2020-21 school year.

Financial Impact:

Total cost for PLTW at three District schools is $9,550, which are paid by the Peninsula Education Foundation.  Costs include Engineering Participation fees for Miraleste @ $950; PVHS @ $3200; and PVPHS @ $3200 + $2200 for an additional Computer Science component.

Rationale:

Background

Renaissance Learning Education products have been used as supplemental learning resource in schools throughout the District.  Accelerated Reader is the product from Renaissance that schools are seeking approval for license renewal.

Accelerated Reader (AR) is designed to motivate students to read independently and comprehend what they have read by using differentiated reading practice goals for each student.  This Lexile-based independent reading program tracks students’ success on the books they read, either at school or at home.  School/classroom libraries using the AR program have been updated to clearly identify AR titles for students.


Current Considerations

Four elementary schools would like to continue using Accelerated Reader:  Dapplegray, Lunada Bay, Soleado and Pt. Vicente.  Vendor is registered with the Student Privacy Data Consortium for compliance with California student data privacy laws.

Financial Impact:
The attached quote will be revised based on enrollment and student participation numbers. The purchase will be paid for with school site funds. Vista Grande Elementary School is included on the quote but will not be participating in the licensing purchase.
