Quick Summary / Abstract:

Members of the public may address the Board on items not on the agenda. The Board will allow comments by members of the public on an agenda item during consideration of the item. Speakers will be allowed up to three (3) minutes. The Board shall limit the total time for public input on each item to 15 minutes. With Board consent, the Board President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  It is requested that persons wishing to speak please come forward to the podium and begin by stating their full name. Please be advised that the Brown Act prohibits discussion or action on non-agenda items, and imposes limitations on board members’ responses to public comments. (Government Code section 54954.2(a).) Complaints against specific District employees should be resolved through the District’s Personnel Complaint Procedure. The right to address the Board does not exempt the speaker from any potential liability for defamation. The proceedings of the Board are public record.

15.1. Consider Approval to Enter Into a Contract With American Modular Systems (AMS) for three (3) DSA Approved Classroom Buildings at Collegeville Elementary.

Rationale:

Public Contract Code Section 20118 permits the District to “piggyback” on any lawfully procured public agency bid. District Board Policy BP 3311 provides that, when in the best interest of the District, the District may piggyback onto the contract of another public agency or corporation to lease or purchase equipment or supplies to the extent authorized by law.  

On May 19, 2016, the Santa Rita Union School District in Salinas, California (“Santa Rita USD”), awarded a contract to American Modular Systems for “Facility Supply Services Contract." The Facility Supply Services Contract has been extended by agreement between Santa Rita USD and American Modular Systems (AMS) through April 30, 2019. The Facility Supply Services Contract contains a clause allowing other public entities to “piggyback” on the terms and conditions of the Facility Supply Services Contract pursuant to Public Contract Code section 20118.  

The District is proposing to purchase three (3) modular classroom buildings at Collegeville Elementary School. The District has determined that by utilizing the Santa Rita USD Facility Supply Services Contract, the District will receive the lowest procurement price for the 3 additional classrooms in the form of Modular Buildings offered under the Facility Supply Services Contract. 

The cost for the three (3) base buildings, concrete foundation with vent/access wells and 2" slurry seal rodent barrier is 425,420.00.  




 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Approve Entering Into a Contract with American Modular Systems (AMS) for the three (3) DSA Approved Classroom Buildings at Collegeville Elementary.

Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Approve Entering Into a Contract with American Modular Systems (AMS) for two (2) DSA Approved Classroom Buildings and one (1) restroom building at Escalon Charter Academy.
