Quick Summary / Abstract:

Members of the public may address the Board on items not on the agenda. The Board will allow comments by members of the public on an agenda item during consideration of the item. Speakers will be allowed up to three (3) minutes. The Board shall limit the total time for public input on each item to 15 minutes. With Board consent, the Board President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  It is requested that persons wishing to speak please come forward to the podium and begin by stating their full name. Please be advised that the Brown Act prohibits discussion or action on non-agenda items, and imposes limitations on board members’ responses to public comments. (Government Code section 54954.2(a).) Complaints against specific District employees should be resolved through the District’s Personnel Complaint Procedure. The right to address the Board does not exempt the speaker from any potential liability for defamation. The proceedings of the Board are public record.

Rationale:

Transfer of Funds for the months of October and November 2018.

 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Approval of the October and November 2018 Transfer of Funds.

15.2. Consider Approval of a Positive Certification for the 2018-19 First Interim Report
Rationale:

Districts shall submit two interim reports to the governing board during each fiscal year.  The District's First Interim Report shall cover the financial and budgetary status of the district for the period ending October 31.  School districts shall certify in writing (within 45 days after the close of the period being reported) whether or not the district is able to meet its financial obligations for the remainder of the fiscal year and, based on current forecasts, for the subsequent fiscal year [E.C. 42131].

(A) Positive certification shall be assigned to any school district that, based upon current projections, will meet its financial obligations for the current fiscal year and subsequent two fiscal years.

(B) Qualified certification will be assigned to any district that may not meet its financial obligations for the current fiscal year or two subsequent fiscal years.

(C) Negative certification will be assigned to any district that will be unable to meet its financial obligations for the remainder of the fiscal year or the subsequent fiscal year

The Escalon Unified School District 2018-19 First Interim Report is being presented and the administration is asking approval for a positive certification of said report. 




 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Approve the 2018-19 First Interim Report as a Positive Certification, certifying that the Escalon Unified School District can meet its fiscal obligations through the remainder of the fiscal year.

15.3. Consider Approval of the Notice of Completion for Sinclair General Engineering, Inc. for the Site Work Project at El Portal Middle School.

Rationale:

The Site Work Project (Quad) at El Portal has been completed in accordance with the plans and specifications. Following board approval, the Notice of Completion will be filed with the County Recorder.

15.6. Consider Approval of Short-term Assignment

Rationale:

As per Education Code #45101 (a), which amended E. C. 45103 regarding District short-term employee assignments, the Board of Trustees at a regularly scheduled meeting must specify the service required to be performed by an employee and certify the ending date of such service. 

 

Short-term Assignment Child Care Provider for Adult English Classes, Dent Elementary 

Up to two positions; Up to 3 hours daily; two days per week

Funding: General Fund

Effective: January 7, 2019 - May 31, 2019

 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Approve the Short-term Assignment as presented.


15.7. Consider Nominating Kate Powell to the California School Board Association's Delegate Assembly.
Rationale:

CSBA member school boards may nominate consenting members to become delegates to the CSBA Delegate Assembly.  Kate Powell has consented to run for delegate for our geographical region for the 2019 election.  If elected, Kate will serve as CSBA delegate for Region 8-A (San Joaquin County) from April 1, 2019 through March 31, 2021.

 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Nominate Kate Powell as a candidate for the CSBA Delegate Assembly.

Rationale:
