Quick Summary / Abstract:

Members of the public may address the Board on items not on the agenda. The Board will allow comments by members of the public on an agenda item during consideration of the item. Speakers will be allowed up to three (3) minutes. The Board shall limit the total time for public input on each item to 15 minutes. With Board consent, the Board President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  It is requested that persons wishing to speak please come forward to the podium and begin by stating their full name. Please be advised that the Brown Act prohibits discussion or action on non-agenda items, and imposes limitations on board members’ responses to public comments. (Government Code section 54954.2(a).) Complaints against specific District employees should be resolved through the District’s Personnel Complaint Procedure. The right to address the Board does not exempt the speaker from any potential liability for defamation. The proceedings of the Board are public record.

15.1. Consider Approval of Van Allen Elementary Overnight Field Trip to Asilomar

Rationale:

Each year our fourth grade students participate in a trip to the Monterey area. It's designed to give the students a view of sea life along the Pacific Coast and to visit historical sites important in California's history. This is a long trip with so much to see and do, that students, teachers, and chaperones stay overnight at the state conference grounds at Asilomar. The dates for the trip this year are Wednesday and Thursday, May 8th & 9th, 2019.



 
Recommended Motion:
The Administration Recommends the Escalon Unified School District Board of Trustees Approve the Van Allen Elementary Overnight Field Trip to Asilomar.
15.2. Consider Approval of a Memorandum of Understanding (MOU) between EUTA and EUSD

Rationale:

The proposed MOU between EUTA and EUSD will allow EUTA members who plan on retiring at the end of the current school year to submit an irrevocable letter of retirement by February 26, 2019 in order to receive a one-time bonus of $1000. 

Should the board approve the MOU, this will be the fourth year that the district has offered this incentive. This allows the district to begin filling positions replacing retiring teachers earlier in the hiring season. 

 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Approve the MOU between EUTA and EUSD.

15.3. Consider Approval of Low Performing Student Block Grant Budget
Rationale:

Escalon Unified School District and Escalon Charter Academy both received a Low Performing Students Block Grant.  The  Block Grant is a state education funding initiative with the goal of providing grant funds to local school districts serving pupils identified as low-performing on state English language arts or mathematics assessments that should be used to increase student performance.

Grant Funds shall be used for evidence-based services that directly support pupil academic achievement, including, but not limited to professional development activities for certificated staff, instructional materials, or additional supports for pupils.

As a condition of receiving the funds, school districts shall report to the Superintendent of Public Instruction by March 1, 2019, regarding the adopted plan to use the funds, and by November 1, 2021, regarding the implementation of the plan, the strategies used and whether those strategies increased the academic performance of the identified pupils. Attached is the EUSD and Escalon Charter Academy proposed budget for the use of the block grant funds. 





 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Approve the proposed budget for the Low Performing Students Block Grant.

15.4. Consider Approval of Gift Declarations to Farmington Elementary

Rationale:

Farmington Elementary School received a donation from the Farmington Methodist Church in the amount of $1000 and a donation of $2500 from the Escalon Educational Foundation on behalf of Dave and Sally Mantooth.

The Administration Recommends the Escalon Unified School District Board of Trustees Approve Gift Declaration to Farmington Elementary.

Collegeville Elementary School received donations from Sorona Silva in the amount of $1100 and the Escalon Educational Foundation in the amount of $1300. $1600 of this is targeted for our school art program and $800 is for the school wide education breakout kits.
