Quick Summary / Abstract:

Members of the public may address the Board on items not on the agenda. The Board will allow comments by members of the public on an agenda item during consideration of the item. Speakers will be allowed up to three (3) minutes. The Board shall limit the total time for public input on each item to 15 minutes. With Board consent, the Board President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  It is requested that persons wishing to speak please come forward to the podium and begin by stating their full name. Please be advised that the Brown Act prohibits discussion or action on non-agenda items, and imposes limitations on board members’ responses to public comments. (Government Code section 54954.2(a).) Complaints against specific District employees should be resolved through the District’s Personnel Complaint Procedure. The right to address the Board does not exempt the speaker from any potential liability for defamation. The proceedings of the Board are public record.

14.2. Consider Approval of Resolution Number 18-19-18, Determination of CEQA Exemption for the Collegeville Elementary School Modernization Project

Rationale:

The Collegeville Elementary Modernization Project is categorically exempt from CEQA, consistent with the CEQA Guidelines, section 15314 which provides that minor additions to existing schools are exempt as long as the addition does not increase student capacity by more than 25% or ten classrooms, whichever is less. This Project proposes the addition of two classrooms and one non-classroom and does not increase student capacity by more than 25%.

14.3. Consider Approval an MOU between the Escalon Unified School District and the Escalon Unified Teachers Association.
Rationale:

EUTA leadership worked with the district to make changes to Article IV and Appendix A.

Article IV 

The change allows teachers to submit District Form 213, the form used to request units be counted toward salary advancement, after university coursework has begun with the caveat that the units may or may not be counted toward salary schedule advancement depending on the applicability of the units with the employee’s job assignment and/or educational goals.

Appendix A 

  1. Teachers will be granted year-for-year experience on the appropriate salary schedule following verification of prior experience. This is a change from the cap of 12 years. In addition, Teachers hired before this provision that did not receive all of their years of experience when hired will receive an extra year of experience on the salary schedule each year until they have caught up to their full years of experience.
  2. The Bilingual/BCLAD stipend of 0.5% changes to a BCLAD teacher stipend.
  3. An additional stipend of $1,800  is added for BCLAD Teachers teaching in the Dual Immersion Program in lieu of the existing BCLAD teacher stipend. 
  4. An additional stipend of $1,800 is added for teachers teaching an elementary combination class 








 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Approve the MOU between the Escalon Unified School District and The Escalon Unified Teachers Association. 


14.4. Consider Approval of Collegeville and Farmington Elementary Overnight Trip to Asilomar.

Quick Summary / Abstract:


Rationale:

Each year our fourth grade students participate in a trip to the Monterey area. It's designed to give the students a view of sea life along the Pacific Coast and to visit historical sites important in California's history and directly tied to our State Standards. This trip has so much to see and do, that students, teachers, and chaperones stay overnight at the state conference grounds at Asilomar. The dates for Collegeville and Farmington students at go this year are April 1 and 2. 
 


 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Approve the Collegeville and Farmington Elementary Overnight Field Trip to Asilomar.

15.1. Escalon Unified School District Sunshine Proposal for Negotiations with EUTA for 2019-2020.
Rationale:

Pursuant Government Code 3547 (Public Employment Relations Act), the EUSD sunshine proposal for negotiations with EUTA shall be presented at a public meeting of the Board of Education.

 

Since the current contract agreement is effective through June 30, 2019, the District proposes to open the following:
