Quick Summary / Abstract:

Members of the public may address the Board on items not on the agenda. The Board will allow comments by members of the public on an agenda item during consideration of the item. Speakers will be allowed up to three (3) minutes. The Board shall limit the total time for public input on each item to 15 minutes. With Board consent, the Board President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  It is requested that persons wishing to speak please come forward to the podium and begin by stating their full name. Please be advised that the Brown Act prohibits discussion or action on non-agenda items, and imposes limitations on board members’ responses to public comments. (Government Code section 54954.2(a).) Complaints against specific District employees should be resolved through the District’s Personnel Complaint Procedure. The right to address the Board does not exempt the speaker from any potential liability for defamation. The proceedings of the Board are public record.

14.1. Consider Approval of Resolution 19-20-08 to Continue Joint Powers Authority Membership - School Project for Utility Rate Reduction (SPURR)

Rationale:

Any district who would like to be a member of the JPA - SPURR, must have a board resolution approving the membership.  This membership allows the district to contract through the JPA - SPURR for rate reductions in natural gas, electricity, telecommunications, network infrastructure, water and sewage, and waste hauling.  The district's original resolution only names natural gas and electricity.  Although SPURR has and will continue to recognize past resolutions, the district would like to amend Resolution 90-14 to include all utilities covered under the SPURR membership.

 
Recommended Motion:

Administration recommends the Escalon Unified School District Board of Trustees approve Resolution 19-20-08 - To Continue Joint Powers Authority Membership - School Project for Utility Rate Reduction (SPURR).

14.2. Consider Approval of the 2019-20 Unrepresented Public Disclosure

Rationale:

LEAs are required by Government Code Section 3547.5 to publicly disclose the provisions of all collective bargaining agreements before they enter into a written agreement. This provision ensures that the public is aware of the costs associated with a tentative collective bargaining agreement before it becomes binding on the school district or county office of education.



 
Recommended Motion:

Administration recommends the Escalon Unified School District Board of Trustees approve the State mandated "Public Disclosure Statement" of the costs of the 2019-20 agreement reached between Escalon Unified School District and Unrepresented Groups (including certificated management, nurse, classified management and classified confidential).

14.3. Consider Approval of a Salary Increase for the Unrepresented Employee Groups (Confidential, Classified Management and Certificated Management)Was edited within 72 hours of the Meeting
Rationale:

With the approval of the EUTA contract for the 2019-2020 school year which included a salary increase equal to 4.5% retroactively effective July 1, 2019, the salary schedules for the Confidential, Classified Management and Certificated Management are being brought forward for a 4.5% increase retroactively effective July 1, 2019. 

The attached salary schedules for the Confidential, Classified Management and Certificated Management show a 4.5% salary increase that will be retroactively effective July 1, 2019.



 
Recommended Motion:
The Administration Recommends the Escalon Unified School District Board of Trustees Approve the Proposed Salary Increase for the Unrepresented Employee Groups.

14.4. Consider Approval for Collegeville and Farmington Elementary 5th Grade Students to Attend an Overnight Field Trip to the U.S.S. Hornet in Alameda, CA
Rationale:

Destination: U.S.S. Hornet Sea, Air and Space Museum docked in Alameda

Dates: January 7 - 8, 2020

Sleeping accommodations (bunks) provided, dinner and breakfast served

Students will eat lunch at Collegeville on the 7th, have dinner on board the Hornet that evening, be served breakfast on the 8th and return to school by lunchtime on the 8th.

Financial Impact:

The cost is $65 per student, which will be paid for by the Collegeville Parent Teacher Club.

14.5. Consider Approval for District Coaches to Attend an Out of State Conference
Rationale:

Jackie Villines and Suzette Berhorst, District Instructional Coaches would like to attend the GLAD Tier IV    re-certification training in Seattle, Washington.  The conference lines up with the District goal to meet the needs of second language learners.
