Quick Summary / Abstract:

Members of the public may address the Board on items not on the agenda. The Board will allow comments by members of the public on an agenda item during consideration of the item. Speakers will be allowed up to three (3) minutes. The Board shall limit the total time for public input on each item to 15 minutes. With Board consent, the Board President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  It is requested that persons wishing to speak please come forward to the podium and begin by stating their full name. Please be advised that the Brown Act prohibits discussion or action on non-agenda items, and imposes limitations on board members’ responses to public comments. (Government Code section 54954.2(a).) Complaints against specific District employees should be resolved through the District’s Personnel Complaint Procedure. The right to address the Board does not exempt the speaker from any potential liability for defamation. The proceedings of the Board are public record.

Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Approval of Resolution 19-20-09 Authorizing the October and November 2019 Transfer of Funds.

15.2. Consider Approval of a Positive Certification for the 2019-20 First Interim Report

Rationale:

Districts shall submit two interim reports to the governing board during each fiscal year. The District's First Interim Report shall cover the financial and budgetary status of the district for the period ending October 31.  School districts shall certify in writing (within 45 days after the close of the period being reported) whether or not the district is able to meet its financial obligations for the remainder of the fiscal year and, based on current forecasts, for the subsequent fiscal year [E.C. 42131].

(A) Positive certification shall be assigned to any school district that, based upon current projections, will meet its financial obligations for the current fiscal year and subsequent two fiscal years.

(B) Qualified certification will be assigned to any district that may not meet its financial obligations for the current fiscal year or two subsequent fiscal years.

(C) Negative certification will be assigned to any district that will be unable to meet its financial obligations for the remainder of the fiscal year or the subsequent fiscal year

The Escalon Unified School District 2019-20 First Interim Report is being presented and the administration is asking approval for a positive certification of said report.



 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Approve the 2019-20 First Interim Report as a Positive Certification, certifying that the Escalon Unified School District can meet its fiscal obligations through the remainder of the fiscal year.

15.3. Consider Approval of a Negotiated Memorandum of Understanding Between Escalon Unified Teachers Association (EUTA) and Escalon Unified School District (EUSD).
Rationale:

Presented is the Memorandum of Understanding (MOU) as negotiated between the Escalon Unified Teachers Association  and the Escalon Unified School District .

Negotiated MOU components:

  1. Addition of a CTE Salary Schedule
  2. Addition of an Arts Alive stipend in the amount of $1,500
  3. Addition of a "Standards Based Evaluation of Counseling Performance"instrument that shall be used as the document to evaluate the performance of Counselors.

 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees approve the negotiated Memorandum Of Understanding between Escalon Unified Teachers Association and Escalon Unified School District.

15.4. Consider Approval of Citizens' Oversight Committee Member
Rationale:

Currently, there are four vacant positions on the Citizens' Bond Oversight Committee: one at-large member, one member of a bona fide taxpayer organization, one member active in a senior citizens' organization and one member active in a business organization. 

The district received an application for the Oversight Committee position of member of a senior citizens' organization from Mr. David Willis. David has been a resident of Escalon for 31 years and is a member of Association of Mature American Citizens (AMAC). 



 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees approval of David Willis as a member the Escalon Unified School District Citizens’ Bond Oversight Committee
