1. NOTICE - COVID-19 PUBLIC HEALTH ORDER: MEETING TO BE HELD VIRTUALLY
Quick Summary / Abstract:
Pursuant to orders given by San Joaquin County Public Health Department and the State of California Public Health Department, all members of the Board of Education as well as the Superintendent and District Staff, will join the meeting via phone/video conference and no teleconference locations need be posted. The district will be using a webinar format (using Zoom) for the Board Members to participate remotely, and to allow for orderly public comment.  There will not be a physical location for this meeting.

Participants who would like to make comments can join the meeting from their computer, tablet or phone. We ask that participants to type their full name when joining the meeting, as prompted.  The board president, will announce the opportunity for public comment on non-agenda items  and for each agenda item. We ask that all participants who wish to make public comments for that item use the “Raise your Hand” functionality. The attendees will be called upon, their microphone unmuted, and then allowed to make their statement for up to three minutes. At the end of three minutes the attendee’s microphone will be muted and the next participant will be called upon.

Quick Summary / Abstract:

Members of the public may address the Board on items not on the agenda. The Board will allow comments by members of the public on an agenda item during consideration of the item. Speakers will be allowed up to three (3) minutes. The Board shall limit the total time for public input on each item to 15 minutes. With Board consent, the Board President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  It is requested that persons wishing to speak please come forward to the podium and begin by stating their full name. Please be advised that the Brown Act prohibits discussion or action on non-agenda items, and imposes limitations on board members’ responses to public comments. (Government Code section 54954.2(a).) Complaints against specific District employees should be resolved through the District’s Personnel Complaint Procedure. The right to address the Board does not exempt the speaker from any potential liability for defamation. The proceedings of the Board are public record.

16.2. Consider Approval of Resolution 20-21-13 for CEQA Exemption for the San Joaquin County Office of Education Headstart Portable Replacement at Dent Elementary

Rationale:
California Code of Regulations Title 14, Chapter 13 (State CEQA Guidelines 15314) exempt certain projects from CEQA evaluation, including; minor additions to existing schools within existing school grounds where the addition does not increase original student capacity by more than 25% or ten classrooms, whichever is less.  The addition of portable classrooms is included in this exemption and, CEQA Guidelines 15304 Class 4 exemptions which consist of minor alterations to land.

16.3. Consider Approval of Entering into a Contract with Wallace-Kuhl for Geotechnical Services

Rationale:
The Contract with Wallace Kuhl is for the Geotechnical Engineering and Geological Hazard Services for the parking lot extension, student drop off and bus drop off area for Collegeville Elementary School in the amount of $18,900.  Upon Board Approval Wallace Kuhl will do their boring and reports to provide the needed information to the civil engineers to finish their design for the project.

16.4. Consider Approval of Granting an Easement Deed to PG&E for the Infrastructure for the Electric School Buses

Rationale:
PG& E is requiring an Easement Deed being granted in order to complete their end of the power upgrade to the bus garage facility to power the charging stations needed for the Electric School Buses that we are getting through the grant from the California Energy Commision.
 
Recommended Motion:
The Administration is Recommending the Escalon Unified School District Board of Trustees Approve the Easement Deed to PG&E for the Electric School Bus Charging System.

16.5. Consider Approval for C.T. Brayton to provide construction services for a parking lot extension, student drop off area, a bus drop off area and possible playfield improvements for Collegeville Elementary School.

Rationale:
The district released an RFQ for contractors for an upcoming Collegeville Elementary School project.  RFQ proposals were accepted through December 11th.  A district committee comprised of the Superintendent, CBO, Director of MOT and a board member conducted interviews for the two companies who submitted proposals.  After scoring the proposals, C. T. Brayton and Sons received the highest score and was the unanimous committee choice as the contractor for the Collegeville project. 
 
Recommended Motion:
The Administration recommends the Escalon Unified School District Board of Trustees Approve the Selection of C.T. Brayton and Sons as the contractor for the Collegeville Elementary School project. 
16.6. Consider Approval of MOU with EUTA regarding Credit Recovery Classes
Rationale:
Due to the large number of failing grades due to distance learning, the district and EUTA have agreed to provide Credit Recovery classes after school during the spring 2021 semester. Students with failing grades will have the opportunity to retake classes after school in the effort to improve their grades and receive class credits.
 
Recommended Motion:
The Administration Recommends the Escalon Unified School District Board of Trustees Approve the MOU with EUTA to provide Credit Recovery classes during the 2021 spring semester.

16.7. Consider Approval of EUSD Reclassification Criteria for English Learners

Rationale:
Reclassification is the process whereby a student is reclassified from English learner status to fluent English proficient (RFEP) status.  Local Education Agencies (LEA's) determine when the student has met the four criteria listed in Education Code (EC) Section 313 (f).  Reclassification procedures utilize multiple criteria in determining whether to reclassify a pupil as proficient in English including, but not limited to: Assessment of language proficiency using an objective assessment instrument, including but not limited to, the English Language Development test that is developed or acquired pursuant to Section 60810;Teacher Evaluation; Parental Opinion and Consultation; Comparison of performance of the pupil in basic skills

16.8. Consider Approval of entering into a contract with San Joaquin County Schools Data Processing Center (SJCSDPC) for the District E-Rate High Speed Internet Access Services

Rationale:

The district went out to formal bid for Erate with an RFP for High Speed Internet Access Services.  We received one response from SJCSDPC with an annual cost of $60,710 for a 3 year contract.

 
Recommended Motion:
Administration Recommends Escalon Unified School District Board of Trustees approve the contract with SJCSDPC for High Speed Internet Access services.

16.9. Consider Approval of entering into a contract with AMS.net for the E-Rate District Network Equipment and Wireless Upgrades

Rationale:

The district went out to formal bid for E-rate with an RFP for Network Equipment and Wireless Upgrades.  We received three responses with costs that came in at $142,928.03 for AT&T, $165,117.40 for GigaKom and $177,301.78 for TechStrata. Pricing is the highest selection criteria when evaluating bids for E-rate.  Price and the proposer's experience with the district earned AMS.net the high score in the bidding evaluation. 

 
Recommended Motion:
Administration Recommends Escalon Unified School District Board of Trustees approve the contract with AMS.net for District Network Equipment and Wireless Upgrades.

16.10. Consider Approval of entering into a contract with AT&T for E-Rate Leased Lit Fiber Data Transport services for Farmington Elementary

Rationale:
The district went out to bid for E-rate with a Form 470 request for Leased Lit Fiber Data Transport services for Farmington Elementary.  The bid asked for a proposal for up to 10 Gbps of speed for new data transport fiber connections.  We received two responses with costs that came in at $46,992 from AT&T and $106,972 from Cytranet.  These costs do not include applicable federal, state or local taxes and fees.  The district is planning on upgrading to the 10 Gbps at Farmington which will bring all sites to this speed districtwide. Price and the proposer's experience with the district earned AT&T the high score in the bidding evaluation. 
 
Recommended Motion:
Administration Recommends Escalon Unified School District Board of Trustees approve the contract with AT&T for Leased Lit Fiber Data Transport services for Farmington Elementary.
