Quick Summary / Abstract:

Members of the public may address the Board on items not on the agenda. The Board will allow comments by members of the public on an agenda item during consideration of the item. Speakers will be allowed up to three (3) minutes. The Board shall limit the total time for public input on each item to 15 minutes. With Board consent, the Board President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  It is requested that persons wishing to speak please come forward to the podium and begin by stating their full name. Please be advised that the Brown Act prohibits discussion or action on non-agenda items, and imposes limitations on board members’ responses to public comments. (Government Code section 54954.2(a).) Complaints against specific District employees should be resolved through the District’s Personnel Complaint Procedure. The right to address the Board does not exempt the speaker from any potential liability for defamation. The proceedings of the Board are public record.

14.1. Consider Approval for Escalon Unified School District to Participate in the 2021-2022 Categorical Funding Programs the the Consolidated Application Part I

With Board approval and certification by the Superintendent, this application entitles the district to receive Federal Categorical Funds through the Consolidated Application Part I process. 
 
Recommended Motion:
The Administration Recommends the Escalon Unified School District Board of Trustees approve the Consolidated Application Part I for the 2021-2022 school year, as presented. 
14.2. Consider Approval of the NASPO ValuePoint Contract # MNWNC-108 (State Addendum # 7-15-70-34-003) for Purchase of Computer Equipment, Peripherals, and Related Services.

Rationale:

NASPO ValuePoint leverages the leadership and expertise of all states with the purchasing power of their public entities, and delivers the best value, and a reliable, competitively sourced contracts. The NASPO ValuePoint Contract # MNWNC-108 (State Addendum # 7-15-70-34-003) for Purchase of Computer Equipment, Peripherals, and Related Services applies specifically to Dell products and services will allow the district to buy Dell Chromebooks at a discounted rate.  The board has previously approved this same contract in January 2018.  The contract has been extended annually and currently expires July 31, 2021.  Additionally, as this is a state approved procurement contract, the district will not have to utilize the competitive bidding process should the total purchase price exceed statutory expenditure limits.

 
Recommended Motion:
The Administration Recommends the Escalon Unified School District Board of Trustees Approve the NASPO ValuePoint Contract # MNWNC-108 (State Addendum # 7-15-70-34-003) for Purchase of Computer Equipment, Peripherals, and Related Services.

14.3. Consider Approval of the Omnia Partners - IT Solutions Contract # 2018011-02 for Information Technology Solutions and Services with Shi International Corp.

OMNIA Partners is the largest and most trusted cooperative purchasing organization for public sector procurement. They have brought together the nation’s two leading cooperative purchasing organizations – National IPA and U.S. Communities – under one roof to form OMNIA Partners, Public Sector. The collective buying power of these unified purchasing cooperatives delivers superior value and savings for public agencies nationwide.  Omnia Partners' cooperative contracts are competitively solicited and publicly awarded by a government entity serving as the lead agency. Awards are made utilizing this best practice ensuring maximum value with complete transparency of the process.  This contract applies specifically to Chrome OS Management Console Google Licenses, which will allow the district to purchase these licenses at a discounted rate.  Additionally, as this is an approved procurement contract for K-12 districts, so the district will not have to utilize the competitive bidding process should the total purchase price exceed statutory expenditure limits.

14.4. Consider Approval of Entering into an Agreement with Stanislaus County Office of Education for Medi-Cal Administrative Claiming

Rationale:
The district has been part of the Region 6 Local Educational Consortium (LEC) for many years.  The Stanislaus County Office of Education (SCOE) represents and leads Region 6 LEC.  The LEC in accordance with California Welfare and Institutions Code SEction 14132.47 (q) (1), is the agency responsible for coordination of School-based Medi-Cal Administrative Activities (SMAA) Program for the California County Superintendents Educational Services Association LEC Region 6.  The LEC has agreed to act as the administrative agency for matters on behalf of the LEAs claiming reimbursement of federal monies for SMAA services.   Escalon USD is located within the LEC Region 6 and regularly makes claims under Medi-Cal.  This agreement allows the LEC to continue to act as the administrative agency for the district's Medi-Cal claims and invoices DHCS for reimbursement.  
 
Recommended Motion:
The Administration Recommends the Escalon Unified School District Board of Trustees Approve the Medi-Cal Administrative Claiming Agreement with Stanislaus County Office of Education.

14.5. Consider Approval of Title III Plan as Reauthorized by the Every Student Succeeds Act (ESSA)

Rationale:
Title III of the Elementary and Secondary Education Act (ESEA), as reauthorized under the Every Student Succeeds Act (ESSA), aims to ensure that English learners (EL's) and immigrant students attain English proficiency and develop high levels of academic achievement in English.  Title III will also assist all English learners meet the same challenging State academic standards that all children are expected to meet. 

As part of the LCAP Federal Addendum Title III documentation was submitted and approved by the California Department of Education (CDE).  Local Education Agencies (LEA's) are advised to update Title III plans as appropriate and necessary in order to continue meeting the needs of ELs and immigrant students.
 
Recommended Motion:
The Administration Recommends the Escalon Unified School District Board of Trustees Approve the 2021-2022 Title III Plan of the Elementary and Secondary Education Act (ESEA) Reautorized Under the Every Student Succeeds Act (ESSA)
