Quick Summary / Abstract:

Members of the public may address the Board on items not on the agenda. The Board will allow comments by members of the public on an agenda item during consideration of the item. Speakers will be allowed up to three (3) minutes. The Board shall limit the total time for public input on each item to 15 minutes. With Board consent, the Board President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  It is requested that persons wishing to speak please come forward to the podium and begin by stating their full name. Please be advised that the Brown Act prohibits discussion or action on non-agenda items, and imposes limitations on board members’ responses to public comments. (Government Code section 54954.2(a).) Complaints against specific District employees should be resolved through the District’s Personnel Complaint Procedure. The right to address the Board does not exempt the speaker from any potential liability for defamation. The proceedings of the Board are public record.

The District must establish a revised Gann Limit for the 2020-2021 fiscal year and a projected Gann Limit for the 2021-2022 fiscal year in accordance with the provisions of Article XIII-B and applicable statutory law.

15.5. Consider for Approval of the 2020-21 Unaudited Actuals Financial Report

Rationale:
California Education Code 42100(a) states the governing board of each school district shall approve on or before September 15, in a format prescribed by the Superintendent of Public Instruction, an annual statement of all receipts and expenditures of the district for the preceding fiscal year (also known as the Unaudited Actuals) and shall file the statement, along with the statement received pursuant to subdivision (b), with the county superintendent of schools. On or before October 15, the county superintendent of schools shall verify the mathematical accuracy of the statements and shall transmit a copy to the Superintendent of Public Instruction.
 
Recommended Motion:

15.6. Consider Approval of the 2021-2024 Amended Local Control Accountability Plan (LCAP) for EUSD and ECA
Rationale:

Annually, districts must develop a Local Control and Accountability Plan (LCAP).  The LCAP provides details of goals, actions, and expenditures to support identified student outcomes an overall performance.  The 2021-2024 LCAP three-year plan, includes an Annual Update(s) to the 2019-20 LCAP year, Annual Update to the 2020-21 Learning Continuity Attendance Plan(s) and the LCFF Budget Overview for Parents.

15.7. Consider Approval of the Agreement for Services and Software for CVRA Trustee Boundary Review with Davis Demographics

Rationale:

The Escalon Unified School District is divided into trustee areas and one governing board member is elected by only the registered voters in that particular trustee area.  The District is required to do an analysis of our trustee areas after each census.

As per Education Code #45101 (a), which amends E.C. 45103 regarding District short-term employee assignments, the Board of Trustees at a regularly scheduled meeting must specify the service required to be performed by an employee and certify the ending date of such service.

15.9. Consider Approval of Superintendent Contract Between EUSD and Ricardo Chavez
Rationale:
The Board of Trustees must approve Superintendent contracts in open session. The employment contract being brought before the board for their action is a contract between the Escalon Unified School District and Ricardo Chavez who will assume the duties of Superintendent commencing on July 1, 2022
 
Recommended Motion:
The Administration Recommends the Escalon Unified School District Board of Trustees Approve the Superintendent Employment Contract for Ricardo Chavez Commencing on July 1, 2022.

15.10. Consider Approval of an Amendment to the Substitute Salary Schedule for the 2021-2022 School Year.
Rationale:

Due to a shortage of substitute teachers and the district being unable to secure the number of subs needed on a daily basis, the administration is proposing the following amendment to the Substitute Salary Schedule:

 

Certificated Substitute Rates for 2021-2022 only

Short Term - 1-30 days  Increase the rate from $125 per day to $200 per day

Long Term - Over 30 days  Increase the rate from $160 per day to $200 per day
