Quick Summary / Abstract:

Members of the public may address the Board on items not on the agenda. The Board will allow comments by members of the public on an agenda item during consideration of the item. Speakers will be allowed up to three (3) minutes. The Board shall limit the total time for public input on each item to 15 minutes. With Board consent, the Board President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  It is requested that persons wishing to speak please come forward to the podium and begin by stating their full name. Please be advised that the Brown Act prohibits discussion or action on non-agenda items, and imposes limitations on board members’ responses to public comments. (Government Code section 54954.2(a).) Complaints against specific District employees should be resolved through the District’s Personnel Complaint Procedure. The right to address the Board does not exempt the speaker from any potential liability for defamation. The proceedings of the Board are public record.

14.3. Consider Approval of Modified EUSD Reclassification Criteria for English Learners
Rationale:

Reclassification is the process whereby a student is reclassified from English learner status to fluent English proficient (RFEP) status.  Local Education Agencies (LEA's) determine when the student has met the four criteria listed in Education Code (EC) Section 313 (f).  Reclassification procedures utilize multiple criteria in determining whether to reclassify a pupil as proficient in English including, but not limited to: Assessment of language proficiency using an objective assessment instrument, including but not limited to, the English Language Development test that is developed or acquired pursuant to Section 60810; Teacher Evaluation; Parental Opinion and Consultation; Comparison of performance of the pupil in basic skills.

15.1. EUSD Educator Effectiveness Block Grant Plan 2021-2026

Rationale:

The Educator Effectiveness Block Grant program provides funds to school districts, and charter schools, to provide professional learning for teachers, administrators, paraprofessionals, and classified staff to promote educator equity, quality, and effectiveness.  Allocated funds may be spent during the 2021-22, 2022-23, 2023-24, 2024-25, and 2025-26 fiscal years.  School districts are required to develop and adopt a plan on or before December 30, 2021.  The plan must be explained in a public meeting before it’s adoption in a subsequent meeting.
