Quick Summary / Abstract:

Members of the public may address the Board on items not on the agenda. The Board will allow comments by members of the public on an agenda item during consideration of the item. Speakers will be allowed up to three (3) minutes. The Board shall limit the total time for public input on each item to 15 minutes. With Board consent, the Board President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  It is requested that persons wishing to speak please come forward to the podium and begin by stating their full name. Please be advised that the Brown Act prohibits discussion or action on non-agenda items, and imposes limitations on board members’ responses to public comments. (Government Code section 54954.2(a).) Complaints against specific District employees should be resolved through the District’s Personnel Complaint Procedure. The right to address the Board does not exempt the speaker from any potential liability for defamation. The proceedings of the Board are public record.

14.1. Consider Approval of Entering into a Contract with Summit Plumbing for the Food Science Classroom at EHS.

Rationale:
In preparation for the upcoming food science classroom, Escalon Unified has asked Summit Plumbing to provide services for installing a floor drain to allow for proper cleaning of the floors for the cost of $25,400.
 
Recommended Motion:
The Administration Recommends the Escalon Unified School District Board of Trustees Approve Entering Into a Contract with Summit Plumbing  for the Food Science Classroom at EHS.

14.2. Consider Entering into a Contract with Centerline Acoustics for the Food Science Classroom at EHS

Rationale:
As part of the preparation for the new food science classroom we are replacing and lowering the ceiling level in the room and installing insulation to help keep the room at an appropriate temperature.  Centerline Acoustics was the lowest contractor at the price of  $15,035.

14.3. Consider Approval of Entering into a Contract with Oakdale Refrigeration to Furnish and Install a Walk-in Freezer at Van Allen Elementary.

Rationale:
The school district has been working on finding a contractor to furnish and install a walk in freezer at Van Allen Elementary School and Oakdale Refrigeration was the lowest price at $34,000.00.
 
Recommended Motion:
The Administration Recommends the Escalon Unified School District Board of Trustees Approve Entering into a Contract with Oakdale Refrigeration to Furnish and Install a Walk-in Freezer at Van Allen Elementary School.

14.4. Consider Approval of a Contract with TPH Architects to Provide Architectural Services for Restroom Renovations at El Portal Middle School

Rationale:
The district has asked TPH Architects to design, develop a scope of work and estimate of cost for renovating a set of restrooms at El Portal Middle School.  Prior to beginning the design phase the district must enter into a contract with TPH Architects.  TPH will provide these services for the fixed fee of $65,700.00.

Rationale:
The salary schedule has been updated to include the substitute rates for the 2022-2023 school year. 
 
Recommended Motion:
The Administration Recommends the Escalon Unified School District Board of Trustees Approve the 2022-2023 Substitute Salary Schedule as presented.

14.7. Consider Approval of the Declaration of Need for Fully Qualified Educators

The Declaration of Need is a required filing with the State of California on Teacher Credentialing when an individual is teaching in an area without the appropriate credential but is in in the process of either completing the coursework or passage of examinations to acquire the appropriate credential. 
 
Recommended Motion:
The Administration Recommends the Escalon Unified School District Board of Trustees Approve the Declaration of Need for Fully Qualified Educators.
