Quick Summary / Abstract:

Members of the public may address the Board on items not on the agenda. The Board will allow comments by members of the public on an agenda item during consideration of the item. Speakers will be allowed up to three (3) minutes. The Board shall limit the total time for public input on each item to 15 minutes. With Board consent, the Board President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  It is requested that persons wishing to speak please come forward to the podium and begin by stating their full name. Please be advised that the Brown Act prohibits discussion or action on non-agenda items, and imposes limitations on board members’ responses to public comments. (Government Code section 54954.2(a).) Complaints against specific District employees should be resolved through the District’s Personnel Complaint Procedure. The right to address the Board does not exempt the speaker from any potential liability for defamation. The proceedings of the Board are public record.

Education Code sections 42632 and 42633 authorizes the Board of Education to delegate its authority to sign orders drawn on district funds by officers or employees of the district. This motion also approve the updated San Joaquin County Auditor-Controller Authorized Signature Form.

17.4. Consider Approval of Resolution 21-22-20 Regarding the Education Protection Act

Within the provisions of the voter approved Proposition 30 on November 6, 2012, Chief Business Officials are required before June 30th of each year to estimate the total amount of additional revenues, less refunds that will be derived from the incremental increases in tax rates made pursuant to Article XIII, Section 36(f) that will be available for transfer into the Education Protection Account during the next fiscal year. 
 
Recommended Motion:

17.5. Consider Approval of the Escalon Unified School District Title III Plan as Reauthorized by the Every Student Succeeds Act (ESSA)

Rationale:

Title III of the Elementary and Secondary Education Act (ESEA), as reauthorized under Every Student Succeeds Act (ESSA), aims to ensure that English learners (EL's) and immigrant students attain English proficiency and develop high levels of academic achievement in English.  Title III will also assist all English learners meet the same challenging State academic standards that all children are expected to meet. 

As part of the LCAP Federal Addendum Title III documentation was submitted and approved by the California Department of Education (CDE).  Local Education Agencies (LEA's) are advised to update Title III plans as appropriate and necessary to continue meeting the needs of ELs and immigrant students.

 
Recommended Motion:

The Administration Recommends the Escalon Unified School District Board of Trustees Approve the 2022-2023 Title III Plan of the Elementary and Secondary Education Act (ESEA) Reauthorized Under Every Student Succeeds Act (ESSA) as written.

17.6. Consider Approval of New Piano and Guitar Music Curriculum for Escalon High School

Rationale:

The Escalon High School Music Department has developed a new course which has been approved by the University of California A-G Course Management Portal as an A-G course.  As part of this process, the Escalon High School Music Department reviewed several textbooks.  The Department considered content, scope and sequence and the appropriateness of the text.  The Escalon High School Music Department is recommending the EUSD School Board consider adopting, "Alfred's Basic Adult All-In-One Course, Level 1 Piano and Guitar Curriculum.”

 

 
Recommended Motion:
The Administration recommends the Escalon Unified School District Board of Trustees Adopt the New Piano and Guitar Music Curriculum for EHS.  
17.7. Consider Approval of New AP Math Curriculum for Escalon High School

Rationale:

The Escalon High School Math Department has been reviewing textbooks to update instructional materials for the Advanced Placement Statistics course. As part of the process, the Escalon High School Math Department reviewed various textbooks.  The Department considered content, scope and sequence and the appropriateness of the text.  The Escalon High School Math Department is recommending the EUSD School Board consider adopting “The Practice of Statistics, 6th Edition,” by Starnes and Tabor.

 
Recommended Motion:

The Administration recommends the Escalon Unified School District Board of Trustees Adopt the New AP Math Curriculum for EHS.  

17.8. Consider Approval of Short-Term Assignments
Rationale:

As per Education Code #45101 (a), which amends E.C. 45103 regarding District short-term employee assignments, the Board of Trustees at a regularly scheduled meeting must specify the service required to be performed by an employee and certify the ending date of such service.

17.9. Consider Approval of the 2022-2023 EHS Ag Incentive Grant Application For Funding

The Agricultural Career Technical Education Incentive Grant provides local educational agencies (LEAs) with funds to improve the quality of their agricultural career technical education programs. The goal is to maintain a high-quality, comprehensive agricultural career technical program in California's public school system to ensure a constant source of employable, trained, and skilled individuals
 
Financial Impact:
If approved, the EHS Ag Program will receive $15,592 to be used for program enrichment and travel expenses.

18. INFORMATION
18.1. Present for Review the Universal Pre-Kindergarten Planning and Implementation Grant Program for Escalon Unified School District and Escalon Charter Academy

Rationale:

The 2021–22 State Budget package established the UPK Planning and Implementation Grant Program as a state early learning initiative with the goal of expanding access to prekindergarten programs at local educational agencies (LEAs).  Under state law, the plan must be developed for consideration by the LEA’s governing board or body at a public meeting on or before June 30, 2022, after which the LEA must provide data, as specified by the State Superintendent of Public Instruction, to the CDE.   LEAs will have until June 30, 2025, to use the funds.
