Members of the audience are welcome to address the Board at this time during the meeting regarding items NOT listed on this agenda. The Trustees may ask questions for clarity but cannot take action on those matters until such matters are appropriately placed on a future agenda, according to law.

The Governing Board may prohibit members of the public, who speak during the time permitted on the agenda for public expression, from commenting on matters that are not within the subject matter jurisdiction of the governing body. The Governing Board retains the discretion to adopt regulations at its meetings, which may limit the time for public discussion of items within its subject matter jurisdiction. Recommended Motion:

J.3. APPROVAL FOR AGREEMENT FOR SALE OF ZAYANTE SANDHILL HABITAT CONSERVATION CREDITS
Recommended Motion:

It is recommended the Board approve the Agreement for sale of Zayante Sandhill Habitat Conservation Credits

Rationale:

Scotts Valley Unified is required by the US Fish and Wildlife Service to purchase 64,456 sq ft of mitigation credits for the June beetle.  These credits will be purchased from the local mitigation bank, the Zayante Sandhills Conservation Bank.

The District is entering into a contract with the  Zayante Sandhills Conservation Bank to purchase the 64,456 sq ft for $450,740.80.  The contract also gives the District the option to purchase an additional 22,664 sq ft over the next 18 months if needed.

This agreement conveys our intent to purchase mitigation credits which is required by USFW prior to project initiation.  USFW approval and signatures will occur after payment and at permit issuance.  




 
Financial Impact:

Scotts Valley Unified is required by the US Fish and Wildlife Service to purchase 64,456 sq ft of mitigation credits for the June beetle.  These will be purchased from the local mitigation bank, the Zayante Sandhills Conservation Bank.

The District is receiving a rate reduction from the Zayante Sandhills Conservation Bank by purchasing the mitigation credits now, instead of March 2017.  The cost savings to the District will be $123,755.

The total cost of the purchase is $450,740.80.  These funds are available in Fund 21.

L. EDUCATIONAL SERVICES
L.1. CALIFORNIA SCIENCE AND TEST RESULTS AND LOCAL ASSESSMENTS
Recommended Motion:

It is recommended that the Board of Trustees receive information regarding the California Standards Test (CST) in Science annual results for the 2016 administration. Furthermore, they will received information regarding local assessments.


Rationale:

The CSTs (California Standards Tests) for Science in grades five, eight, and ten are administered only to students in California public schools. All questions are multiple-choice. These tests were developed specifically to assess students' knowledge of the California content standards for science. The 2016 CSTs were required for students who were enrolled in grades five, eight, and ten at the time of testing.

Because the state only tests once a year in key areas (Math, Reading and Science), it is necessary to collect ongoing assessment data throughout the year.

None.

Quick Summary / Abstract:

2016 was the last year that the CST will be administered.  The Next Generation Science Standards (NGSS) were adopted in 2013, with the framework receiving board approval November, 2016.  New assessments will be begin in 2017-18.

Local Assessments will be determined and administered in key areas beginning this fall. Ongoing assessments allow teachers, students and parents specific information regarding ongoing skills and standards.

As per Board Policy 4117.2 the Board authorizes the Superintendent or designee to accept the written resignation of an employee and to set its effective date.

Rationale:

As per Board Policy 4211 the Superintendent or designee shall determine the personnel needs of the district and make recommendations to the Board of Trustees for employment.

As per the agreement between Scotts Valley Education Association and the District, "an applicant for a paid or unpaid Maternity Leave of Absence shall submit to the District Personnel Office a written statement from her physician indicating the last day the employee is able to work and the expected date of return to duty."

M.6. Sale and Disposal of Books, Equipment, and Supplies
Recommended Motion:
It is recommended that the Board of Trustees approve the sale and disposal of textbooks per BP3270(a).

Rationale:

Because of new adoptions and Common Core State Standards, there are numerous books that are in need of disposal.

They have been offered as donations, and some are being sold to resale outlets.


 
Financial Impact:

Possibility of increase of $257.

M.7. Approve Master Contract between Coryell Autism Center and Scotts Valley Unified School District
Recommended Motion:
Approve Master Contract between Coryell Autism Center and Scotts Valley Unified School District
Rationale:
This master contract is for the purpose of providing special education and/or related services to individuals with disabilities in a California Department of Education certified non public school.  Student placement in this non public school is pursuant to student's individualized educational plan.
 
Financial Impact:
This contract is entered into using daily rates for each student based on the services provided for the specified term.  The costs associated with this Contract for this fiscal year is estimated to be approximately $100,000.
