Members of the audience are welcome to address the Board at this time during the meeting regarding items NOT listed on this agenda. The Trustees may ask questions for clarity but cannot take action on those matters until such matters are appropriately placed on a future agenda, according to law.

The Governing Board may prohibit members of the public, who speak during the time permitted on the agenda for public expression, from commenting on matters that are not within the subject matter jurisdiction of the governing body. The Governing Board retains the discretion to adopt regulations at its meetings, which may limit the time for public discussion of items within its subject matter jurisdiction. Open Public Discussion at the beginning of the meeting is limited to 15 minutes. For the record, please state your name at the beginning of your statement.


J. EDUCATIONAL SERVICES
J.1. Presentation of the International Baccalaureate Diploma Program at Scotts Valley High School
Recommended Motion:

It is recommended that the Board of Trustees accept information on the International Baccalaureate Program at Scotts Valley High School


Rationale:

The International Baccalaureate program is a demanding pre-university course of study designed for highly motivated secondary school students aged 16 to 19. The program has earned a reputation for rigorous assessment, giving IB diploma holders access to the world’s leading universities. The program’s grading system is criterion-referenced: each student’s performance is measured against well-defined levels of achievement consistent from one examination session to the next. The program has been in place at Scotts Valley High School since the school’s inception.

Quick Summary / Abstract:

David Crawford, IB coordinator at Scotts Valley High School, will present the status of the IB program, including IB exam results from 2016, the outcome of the most recent Five-Year Review, and goals for the 2016-17 academic year.

J.2. SVUSD Local Control Accountability Plan Stakeholder Engagement
Recommended Motion:

It is recommended that the Board of Trustees provide input to the Local Control Accountability Plan (LCAP) for 2017-18.


Rationale:

The Local Control and Accountability Plan (LCAP) provides an opportunity for districts to share their stories of how, what, and why programs and services are selected and provided to support positive student outcomes across a broad spectrum of areas.

Through the LCFF, districts are required to provide a Local Control Accountability Plan (LCAP) that is written from stakeholder feedback.  Stakeholders include parents, students, staff, board and community members.

LCFF also emphasizes equity and provides funding for English Learners, Low Income Students, and Foster Youth referred to as supplemental and concentration grants.  Scotts Valley Unified School District does not meet the minimum percentage requirement to receive concentration grant funds.  

The LCAP must include annual goals in each of the eight areas of state priority.  These areas include:

  • Student Achievement
  • Student Engagement
  • Other Student Outcomes
  • School Climate
  • Parental Involvement
  • Basic Services
  • Implementation of Common Core State Standards (CCSS)
  • Course Access

Specific measures as to how the District identifies success in each of the eight areas with associated data are to be included in the LCAP. The plan must include both District-wide goals and goals for each numerically significant student subgroup in the District

The student subgroups to be addressed in the SVUSD LCAP include:

  • Race/Ethnic Subgroups
  • English Learners
  • Socio-Economically Disadvantaged Students
  • Students with Disabilities
  • Foster Youth

Quick Summary / Abstract:

Board Members will be given an update on current goals, actions, services and metrics for 2016-17.  They will receive a summary of stakeholder feedback collected over the course of the year, and will be given an opportunity to provide feedback and give input.  The information collected will be consolidated into new and continued goals and action steps for the 2017-18 LCAP.  The LCAP, including a public hearing, will be presented at subsequent board meetings in June.

K.1. Accept for First Reading Updates to BP 5117 and AR 5117 Interdistrict Attendance
Recommended Motion:

It is recommended that the Board of Trustees accept for the first reading, updates to BP and AR 5117 Interdistrict Attendance.

Quick Summary / Abstract:

Board policy 5117 and related administrative regulation are updated to clarify processes and procedures associated with interdistrict attendance.

Attachment A is SVUSD’s current policy and administrative regulation, which were last updated 2012.

Attachment B is SVUSD’s proposed/recommended BP and AR as updated.

The Education Code provides a number of options under which a student may attend school in a district other than the district where he/she resides. Under an "interdistrict attendance permit" or "reciprocal agreement" pursuant to Education Code 46600-46611, a student may attend school in a different district when both the district of residence and the district of proposed attendance agree. 

A.  Updates to SVUSD’s board policy regarding interdistrict attendance reflect current practice, including striking language pertaining to interdistrict attendance pursuant to the ”school district of choice program”, as such program does not apply to SVUSD.

B.  Updates to SVUSD’s administrative regulation regarding interdistrict attendance reflect, clarify, and detail practice for implementation of the governing board policy, and include the following:

1.  Bases for denial, including, but not limited to the following:

a.  Capacity limits in grade or program (in order to reserve places for residents);

b.  Priority order of consideration of pending applications (when capacity is at limit);

              c.  Unsatisfactory attendance, academic performance, or behavior.

2.  Bases for revocation/termination, including, but not limited to the following:

a.  Unsatisfactory attendance, academic performance, or behavior; 

b.  Welfare of student and/or other students.

  3.  Application Procedures and Timelines.

K.2. Adopt Resolution 17-020 in Support of Day of the Teacher, May 9, 2017Was edited within 72 hours of the Meeting
Recommended Motion:

It is recommended that the Board adopt Resolution 17-020 in Support of Day of the Teacher, May 9, 2017.

Rationale:

Day of the Teacher is a day for honoring teachers and recognizing the lasting contributions they make to many lives. In May of 2009, a bill was introduced in Congress that created a National Day of theTeacher recognition on the Tuesday of the first full week of May. 

On California’s Day of the Teacher, thousands of communities take time to honor their local educators and acknowledge the crucial role teachers play in making sure every student receives a quality education.

L.1. Facility Use Fees Schedule Review
Recommended Motion:

It is recommended that the Board receive information on Facility Use Fees Schedule.




Rationale:

The facilities use fee schedule was last reviewed and approved in September 2013.

A review of the facilities fee schedules with comparable school districts in Santa Cruz County has been completed.   Based on these comparisons, our Board Policy, and the State Civic Center Act, it is time to review, potentially restructure, and update the district's fee schedule. 

This presentation will review and explain the facilities use fee schedule process and the proposed changes. 










 
Financial Impact:

The financial impact, should the Board give direction to bring back the recommended fee schedule changes for approval, will be determined by rental activity.

M. PERSONNEL
M.1. Approve Resolution 17-019 Final Action to Reduce Particular Kinds of Services
Recommended Motion:

It is recommended that the Board of Trustees approve Board Resolution 17- 019, which directs the Superintendent to release the certificated employee (s).





Rationale:

The Board of Trustees took action on February 14, 2017, to adopt Resolution No. 17-015 authorizing the Superintendent to initiate and pursue procedures necessary to provide notice to the affected employees whose positions would be reduced or discontinued based on a reduction and discontinuance of particular kinds of services.  Notices were delivered to the affected employees on or before March 15, 2017.

Affected employees either did timely request a hearing, failed to timely request a hearing and/or waived their rights to a hearing through the layoff agreement.

 After considering the certificated staff requirements and in order to meet notification deadlines for certificated personnel, the Board must act to direct the Superintendent or designee to notify employees who are to receive a final notice of layoff on or before May 15, 2017.  The Superintendent or designee will follow applicable Education Codes and Board Policies in issuing appropriate notices to specific personnel. 


 
Financial Impact:

The elimination of the Independent Studies program will be an approximate savings of $50,000 for the district.  Collapsing a special education class at Vine Hill and consolidating with Brook Knoll, will be a cost savings of approximately $65,000.


Quick Summary / Abstract:

The Superintendent will recommend to the Board that they take action on the proposed resolution to notify the certificated employee(s) listed on Attachment C that their services in this assignment will not be required by the District for the 2017-18 school year.

M.2. Approve the Board Resolution 17-021, which Directs the Superintendent to Release Temporary Certificated Employees
Recommended Motion:
It is recommended that the Board of Trustees approve the Board Resolution #17-021, which directs the Superintendent to release the temporary certificated employees, in accordance with the Education Code Section 44954.




Rationale:

This resolution recommends releasing temporary certificated employees, in accordance with the Education Code Section 44954, effective June 30, 2017.

Pursuant to the Education Code, temporary employees have reemployment rights in certain circumstances when they work more than 75% of the school year.

In 1993, the Education Code was amended to allow governing boards of school districts to release temporary certificated employees at the pleasure of the Board, even when the temporary employees have worked for more than 75% of the school year.  Temporary employees may be released and served notice to that effect at any time before the end of their temporary contract.  The release process does not require a hearing and the District is not required to show cause.

N.3. Accept for Information the Quarterly Williams Uniform Complaint Form for the First Quarter of 2017
Recommended Motion:

It is recommended that the Board of Trustees accept for information the quarterly uniform complaint report under the Williams legislation.

Rationale:

Under legislation enacted as a result of the Williams lawsuit settlement, all school districts are required to produce quarterly reports concerning complaints filed related to the issues pertinent to the Williams lawsuit. EC35186 requires each district to address issues regarding sufficiency of instructional materials, urgent threats to health and safety regarding facility conditions, and teacher vacancy and misassignments. EC35I86(d) requires each district to prepare a quarterly report summarizing data on the nature and resolution of complaints and report that information to the local district governing board and the County Superintendent of Schools.

The attached report for the quarter ending March 31, 2017 reflects that the district has no Williams-related complaints to report.

Recommended Motion:

It is recommended that the Board approve and adopt BP/AR 3270 Sale and Disposal of Books, Equipment and Supplies; and AR 3440 Inventories.  The first reading was an Action Item on the March 14, 2017 meeting agenda.

N.6. Certificated Personnel Action Report
Recommended Motion:

It is recommended that the Board of Trustees approve the Certificated Action Report.



Rationale:
As per the agreement between Scotts Valley Education Association and the District, "an applicant for a paid or unpaid Maternity Leave of Absence shall submit to the District Personnel Office a written statement from her physician indicating the last day the employee is able to work and the expected date of return to duty."

As per Article 16.1, employees are eligible for pre-retirement/retirement programs, if they meet certain criteria.

As per the agreement between Scotts Valley Education Association and the District, leaves may be approved at the discretion of the Board of Trustees.

As per Board Policy 4211 the Superintendent or designee shall determine the personnel needs of the district and make recommendations to the Board of Trustees for employment.
