Consulting agreements, contracts, invoices and purchase orders have been processed in accordance with the rules and regulations of the Board of Trustees and applicable legal requirements of the State of California. This agenda item presents for Board approval the attached list of consulting agreements, contracts, invoices and purchase orders.   Agreements,  contracts, invoices and purchase orders $25,000 and less do not need Board approval, but are listed in order to provide disclosure to the Board.

Financial Impact:

The consulting agreements, contracts, invoices and purchase orders included in this item have previously been authorized as part of the District’s budget approval process. The consulting agreements, contracts, invoices and purchase orders that need board approval total $156,046.92.

J.3. Approval for Field Trip for San Mateo High School to Attend Fall 2017 APES Oregon Earth & Eclipse Field Trip

Recommended Motion:

Approve the request for 21 students from San Mateo High School to attend the Fall 2017 APES Oregon Earth & Eclipse Field Trip for students of A.P. Environmental Science from Sunday, August 20, 2017 to Tuesday, August 22, 2017. Chaperoned by Miguel Appleman, and 2-3 parents/guardians of the class members to be announced. Transportation will be by District Vans as available, lodging will be in tents on lawn of Oak Apple Farm in Roseburg, Oregon. No student will be denied participation due to a lack of funds.  


Quick Summary / Abstract:

Permission is requested for 21 students from San Mateo High School’s A.P. Environmental Science Class to attend Fall 2017 APES Oregon Earth & Eclipse Field Trips to Roseburg, Oregon on Sunday, August 20, 2017 to Tuesday, August 22, 2017. Chaperoned by Miguel Appleman and 2-3 parents/guardians of the class members to be announced. Cost of the trip estimates to be $20.00 per student for meals and ground transportation. Donations by attendees and parents, scholarship help is available. No student will be denied participation due to a lack of funds. 


Financial Impact:

Approximate cost is $20 per student, all meals, lodging, transportation, is covered in the cost. Total for group is $420.00. Costs will be covered by donations by attendees, parents, and scholarship help. 


J.4. Approval of Student Transfers to the Adult School

Approve the transfer of eight (8) students to the Adult School per Board Policy 6200, Authorization to Transfer.






Quick Summary / Abstract:

Board Policy 6200, Authorization to Transfer, allows students, ages 16-18, enrolled in a continuation school or a comprehensive high school and not making satisfactory progress toward a high school diploma, to be transferred to the Adult School program.  Written permission from the student’s parent or guardian is required as well as a review and approval by a hearing panel that includes representatives from a comprehensive high school, a continuation school program, the Adult Education program, the Administrative Services Department and the student’s school Assistant Principal.  All student transfers under this policy must be approved by the Board of Trustees.  Board approval is required for eight (8) students to transfer to the Adult School based upon Board Policy 6200.

Recommendation that the board choose an option for the start time of district schools during the 2017-2018 school year and that the board consider staff recommendations related to this topic as outlined in the attached draft staff presentation materials.







Quick Summary / Abstract:
A district annual goal for the 2016-2017 school year was to consider a later start time for schools beginning in the 2017-2018 school year.  At the November 17 and December 14 , 2016 board meetings the board discussed various later start time ideas and proposals.  At the December 15th meeting, the board directed staff to survey parents, staff and students about their views on a later start.  

Tonight the board will discuss various options related for the 2017-2018 school year and consider recommendations related to this topic and associated topics.  Attached to this agenda item are the draft presentation materials and the results of the student, staff and family surveys.  The goal of tonight's agenda item is to have the board provide district staff and schools direction on bell schedules at schools for the 2017-2018 school year.

On March 2nd, two proposals were received. The bids have been reviewed by the construction manager for validity and reasonableness and have determined Guerra Construction Group to be the lowest responsive and responsible bidder, meeting plans and specifications.

Approve the Resolution Authorizing Notice of Elimination of Classified School Services for the 2017-2018 School Year (10.5 FTE), as contained in the attachment.



Quick Summary / Abstract:

The District requests the Board of Trustees approve the resolution authorizing Notice of Elimination for 10.5 FTE of Classified School Services for the 2017-2018 school year.  This constitutes 14 current positions in the District.  The resolution is needed due to the closing of the Deaf and Hard of Hearing program and the reduction of Project Search.  Interpreter Assistant (3.07 FTE) and Interpreters for the Deaf (1.74 FTE) positions are affected.  The resolution is also needed for the elimination of vacant positions due to overstaffing throughout the District.  Instructional Aide I (4.76 FTE) and Para-Educator Full Inclusion-Project Search (.93 FTE) are affected.
