The Board is being asked to approve the proposal for CEQA Consulting services with Grassetti Environmental Consulting for the Burlingame High School HVAC System and Roof Replacement Project. The project involves the removal of existing large rooftop units and replacing them with smaller units and replacement of the existing roofing material within the mechanical wells. The project requires determination of CEQA compliance. Grassetti Environmental Consulting is the District’s approved CEQA consultant for Measure L capital facilities projects. On August 2, 2021, a proposal was submitted by Grassetti Environmental Consulting to determine whether the project qualifies for exemption and if so, to prepare the standard documents for posting at the County. The proposal was evaluated by administration and Greystone West, the District’s construction manager. |
The fee for CEQA consulting services is to be a lump sum amount not to exceed $960. The CEQA Consulting services fee is built into the project budget. There is no overall change to the project budget. |

SMUHSD Path of Travel Lighting Project

Approve proposed Rodan Builders, Inc. proposed Change Order No. 7 in the amount of ($115,750.00) for the GMP lease-leaseback contract. |
The current budget for the Alternative Education High School project (Project) is $24,711,726. Rodan Builders Inc. proposed Change Order No. 7 is in the amount of ($115,750.00) and is based on the District’s final reconciliation of the project budget, which identified a credit that was not applied. Greystone West Company, the District’s construction management firm, has reviewed and evaluated the proposed change order and recommends approval. Attached are Greystone West Company’s letter of recommendation for the proposed change order request and Change Order No. 7.

Change Orders for the project are funded by Fund 21. If the board of Trustees approves Rodan Builders Inc. Change Order No. 7 in the amount of ($115,750.00), the contract budget will be decreased from $11,267,296 to $11,151,546. |

Adopt the Resolution 21-22-01 Closing Fund 95, Fiduciary Fund |
Fund 95, Fiduciary Fund, was originally established for the purpose of housing the Associated Student Body (ASB) funds. The California Department of Education established Fund 08 for ASB funds as they have been determined to be governmental rather than fiduciary. The last material activity occurred in 2019-2020. It is recommended that Fund 95 be closed, given the determination that ASB funds should now be accounted for as governmental funds. Any residual balances will be transferred to the General Fund. |

Written permission from the student's parent or guardian is required as well as a review and approval by a hearing panel that includes representatives from a comprehensive high school, a continuation school program, the Adult Education program, the Student Services Department and the student's school Assistant Principal. All student transfers under this policy must be approved by the Board of Trustees. Board approval is required for two (2) students to transfer to the Adult School based upon Board Policy 6200. |

We are seeking approval for our annual ConApp submission. The Consolidated Application (ConApp) is used by the California Department of Education (CDE) to distribute categorical funds from various state and federal programs to county offices, school districts, and direct-funded charter schools throughout California. Annually, in May, each local educational agency (LEA) submits the spring release of the application to document participation in these programs and provide assurances that the district will comply with the legal requirements of each program. This year, because of COVID-19, the application submission period was moved to August. Program entitlements are determined by formulas contained in the laws that created the programs. We have applied for Title I, II, and III and IV funding.

For decades, Hillsdale High School has included Child Development Education as an elective program for its students. However, last year the Child Development teacher resigned and this fact, combined with the pandemic, meant the program took a hiatus.
This fall the program is back on campus with instruction being given by professors from Canada College. Staff will provide an update to the Board and seek Board authorization to make changes in the program to strengthen the pathway for students to postsecondary training in early childhood education as well as job and career opportunities.

Staff recommends approval of Resolution #21-22-02, Resolution Authorizing The Issuance Of San Mateo Union High School District(San Mateo County, California) 2021 General Obligation Refunding Bonds. |
An Election was held in the San Mateo Union High School District (the “District”) on November 2, 2010 for the issuance and sale of general obligation bonds of the District for various purposes in the maximum principal amount of $186,000,000 (“Measure O”). Pursuant to Measure O, the District previously issued $56,000,000 of its Election of 2010 General Obligation Bonds, Series 2015A (collectively, the “Prior Bonds”). The District now desires to refinance certain of the outstanding Prior Bonds (so refinanced, the “Refunded Bonds”), thereby generating savings for District taxpayers, through the issuance of general obligation refunding bonds (the “Refunding Bonds”) pursuant to Government Code Section 53550 et seq. All benefits from the refunding will be delivered to the property owners in the District. The final maturity of the Refunding Bonds will not be later than the final maturity date of the Refunded Bonds. (a) Bond Resolution. This Resolution authorizes the issuance of the Refunding Bonds, in one or more series of federally tax-exempt or taxable bonds. The Resolution specifies the basic terms, parameters and forms of the Refunding Bonds, and approves the forms of the Purchase Contract, Continuing Disclosure Certificate, Escrow Agreement and Preliminary Official Statement described below. In particular, Section 1 of the Resolution establishes the maximum aggregate principal amount of the Refunding Bonds to be issued ($60,000,000). Section 4 of the Resolution states the maximum underwriting discount (0.280%) with respect to the Refunding Bonds and authorizes the Refunding Bonds to be sold at a negotiated sale to Stifel, Nicolaus & Company, Incorporated (the “Underwriter”). The Resolution authorizes the issuance of current interest bonds only; capital appreciation bonds are not authorized. (b) Form of Purchase Contract. Pursuant to the Purchase Contract, the Underwriter will agree to buy the Refunding Bonds from the District. All of the conditions of closing the transaction are set forth in this document, including the documentation to be provided at the closing by various parties. Upon the pricing of the Refunding Bonds, the final execution copy of the Purchase Contract will be prepared following this form. (c) Form of Preliminary Official Statement. The Preliminary Official Statement (“POS”) is the offering document describing the Refunding Bonds which will be distributed to prospective purchasers of the Refunding Bonds. The POS discloses information with respect to among other things (i) the proposed uses of proceeds of the Refunding Bonds, (ii) the terms of the Refunding Bonds (interest rate, redemption terms, etc.), (iii) the bond insurance policy for the Refunding Bonds, if any, (iv) the security for repayment of the Refunding Bonds (the ad valorem property tax levy), (v) information with respect to the District’s tax base (upon which such ad valorem property taxes may be levied), (vi) District financial and operating data, (vii) continuing disclosure with respect to the Refunding Bonds and the District, and (viii) absence of litigation and other miscellaneous matters expected to be of interest to prospective purchasers of the Refunding Bonds. Following the pricing of the Refunding Bonds, a final Official Statement for the Refunding Bonds will be prepared, substantially in the form of the POS. (d) Form of the Continuing Disclosure Certificate. The form of the Continuing Disclosure Certificate can be found in APPENDIX C to the POS. Attached is a memo that describes recommended steps from the group. Change the Board Bylaws and ASB Constitution so they are brought into accordance with each other and reflect our practices for selecting Student Board Members as well as their role on the Board.
