On April 23, 2015 the Board awarded a contract for the District-wide Classroom Furniture Replacement. In keeping with the District approved furniture, the District solicited bids for the Abbott Middle School New Classroom (48) furniture. In accepting the lowest proposal, the District received the best terms for school furniture products by piggy backing on the County of Los Angeles Contract No. MA-IS-1240298-6 and California Department of General Services CMAS Contract No.4-13-71-0017D. After careful consideration and analysis, the Administration has determined that entering into a piggy back furniture purchase agreement with Palace Business Solutions for Classroom 48 at Abbott Middle School is appropriate. |

On March 29, 2018, the Facilities Department published a Request for Qualifications (RFQ) for Inspector of Record (IOR) services as required by the Division of State Architect (DSA) for all approved DSA projects. No submittals for IOR services were received in response to the District's RFQ. As a result, the Facilities Department contacted several inspectors and conducted interviews. Consolidated Safety Services was chosen for the Bayside Gym Project. The DSA requires one full time Class 1 DSA inspector for the Bayside Gym Project. The inspector will be responsible for all aspects of construction inspections, special testing inspections, and all additional DSA required oversight on this project. The going rate for a Class 1 DSA Inspector in the Bay Area ranges from $105/hr to $110/hr. The fee for the full time inspector is based on 260 working days at a rate of $105/hr. for a total of $218,400.00.

On December 4, 2015, the Facilities Department published a Request for Qualifications (RFQ) for Special Testing and Inspections for the upcoming Measure X Projects. Four firms were selected: Construction Testing Services, Consolidated Engineering Labs, Smith Emery and Signet. The Facilities Department reached out to the pool of special inspectors to request a quote for special testing and inspections for the new elementary School in Foster City. Two vendors responded; Consolidated Engineering Laboratories and Construction Testing Services. Both consultants' pricing were very competitive and within twenty-thousand dollars of each other. As such, Consolidated Engineering Laboratories (CEL) submitted the lowest proposal to provide special materials testing and construction inspection services for the New Elementary School in Foster City project; located at 1050 Shell Boulevard in Foster City, California. CEL's proposal includes but is not limited to batch plant inspections; reinforcing steel, structural and miscellaneous steel; structural concrete; glu-lam beam inspections and geotechnical engineer of record. CEL's proposal was in the amount of $151,394.20.

The District proposes to award the bid proposal to Anaya Construction in the amount of $38,250 for the general construction of the interior restroom walls inside the portables. This work is part of the addition of restrooms inside of four portables at Parkside Montessori School that are being used by the Foster City Preschool.
This project has been requested by the Foster City Preschool. The District will be fully reimbursed for all the costs associated with this project. |

On August 23, 2018 the Board approved Resolution No. 05/18-19, amending the bylaws of the District's Independent Citizens' Bond Oversight Committee (CBOC). This effectively set the path for the dissolution of the Measure L CBOC and the members of that committee will be absorbed into the Measure X CBOC. The "new" Measure X CBOC will now have oversight over the reporting of the Measure L finances. Both members of this new Measure X CBOC will have two-year terms starting the day after Board approval. The committee members are: Ryan Nobrega - parent with a child enrolled in the District. Randy Raphael - Community Member Julie Scanlon - Community Member Eric Holm - Member of a Bonafide Tax Payer Group Wayne Pitcher - Senior Citizen Fred Baer - Senior Citizen The CBOC must have a minimum of seven members, of which certain community groups must be represented. Of the above, a member of the business community and an active member of the PTA with a child enrolled in the District are not represented. The District is actively seeking candidates to fill these positions by advertising in local newspapers and uploading the information to the District websites, at each school, and at the San Mateo County Office of Education. |

The 2017-2018 Unaudited Actuals Financial Report passed all state standards and criteria tests required for compliance with the State Account Code Structure and the California State Accounting Manual. The District books have been balanced with the San Mateo County Office of Education and County Treasurer ledgers. A draft of the 2017-2018 Unaudited Actuals was presented at the September 13, 2018 Board meeting and no changes were made to the draft report. Following approval of the Board, the Unaudited Actuals will be filed with the County Superintendent of Schools for audit and review.

Board Policy 3314 states the following: It shall be the practice of the administration to present the Board of Trustees with copies of all warrant registers for information and review at each regularly scheduled meeting of the Board of Trustees. As Policies 3100 (budget) and 3110 (transfer of funds) provide criteria for Board authorization of all expenditures, both personnel and non-personnel items, prior to the actual payment of the obligation, warrants will be distributed to the vendors and employees after audit by the County Superintendent of Schools. Education Code Sections 42631-36 requires the Board of Trustees approve all expenditures made by the District.

Williams vs. State of California and Education Code Section 60119 require school districts to annually hold a public hearing regarding the appropriation of instructional materials throughout the District. In particular, the Williams settlement requires that each student is in possession of a standards-based textbook in each of the four core academic areas of Language Arts, Math, Science and Social Science for use in the classroom and to take home. (This requirement does not equate to two copies.) All English Learners will have required English Language Development textbooks. Abbott MIddle School, The Bayside Academy, Borel Middle School, Bowditch Middle School, Audubon, Baywood, Beresford, Brewer Island, College Park, Fiesta Gardens International, Foster City, Highlands, George Hall, Laurel, LEAD, Meadow Heights, North Shoreview Montessori, Parkside Montessori, San Mateo Park and Sunnybrae Elementary Schools do have sufficient textbooks for all students in each of the content areas of Language Arts, Math, Science and Social Science. All English Learners do have required English Language Development textbooks.

Following the loss of $7,000,000 in parcel tax revenue, the recommendations of the Fiscal Advisory Committee, a budget study session with the Board of Trustees, and previous Board presentations, the District continues to review solutions to the ongoing deficit spending in the General Fund. Potential options for balancing the budget will be presented to the Board as part of the ongoing discussion to end the deficit spending. |
