6.1. Board Resolution No. 22/18-19 - Alternate Pre-Qualification Process for all Projects Above One Million Dollars Utilizing the Quality Bidders Service for Solicitation and the Pre-Qualification Process of Contractors and Subcontractors. (v)
Rationale:

On January 10, 2019, the Board of Trustees approved Resolution No. 21/18-19, and ratified Resolution No. 20/18-19, allowing the District to utilize the pre-qualification process for contractors and subcontractors in order to bid multi-million-dollar projects for the District.  

For both the Abbott and Borel gym and classroom projects, the District has pre-qualified contractors, however, upon conducting the pre-bid conference and pre-bid walk, there were only a few contractors that were interested in bidding.  Similarly, for the new elementary school in Foster City, to date, the District has only received a few requests for the pre-qualification packet.  District staff are concerned that that there may only be a few contractors interested in the District's larger projects.  To help the District overcome the lackluster interest in its current and future projects, the District would like to utilize Quality Bidders.   

Used by many Districts throughout the state, Quality Bidders is a third party service to help attract contractors to their facility's projects.  Contractors are able to pre-qualify online by answering the Quality Bidders questionnaire.  Quality Bidders will review the questionnaire/pre-qualification packets and make recommendations to District.  They have a large database of contractors and subcontractors, both within and outside of the District's geographic region where information on the District's projects can be forwarded.  

Resolution 22/18-19 will apply to all construction projects over $1 million dollars.


 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE RESOLUTION NO. 22/18-19 ALLOWING THE DISTRICT TO UTILIZE AN ALTERNATE METHOD OF PRE-QUALIFYING CONTRACTORS AND SUBCONTRACTORS THROUGH THE QUALITY BIDDERS.  



Financial Impact:

Measure L and X:  $13,000.00 For the first year ($2,500 one time set up fee and $10,500 yearly subscription).  Additional cost of $85/hr for review of each pre-qualification packet reviewed.

Rationale:

The Board of Trustees will discuss Governance Policies and Practices and align the Vision and Mission statements with the Equity definition adopted by the District. 

 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES ENGAGE IN THE DISCUSSION OF GOVERNANCE POLICIES AND PRACTICES AND ALIGN THE VISION AND MISSION STATEMENTS WITH THE EQUITY DEFINITION ADOPTED BY THE DISTRICT.
