The District provides services for individual Special Education students according to commitments made in the student's Individualized Education Plan (IEP). When appropriate services are not able to be provided through District programs, the District contracts with a Non-Public School (NPS) or Non-Public Agency (NPA) for those services. Listed contracts are for the 2019-2020 school year (see attachment). |

On March 21, 2019, the Board of Trustees approved the contract with State Roofing Systems, Inc., for the George Hall Elementary School Roof Replacement Project in amount of $618,622.00. The District, in working with State Roofing Systems, Inc.,encountered variety of unforeseen conditions. Therefore the District and the Consulting Engineer requested the necessary field changes, corrections, as well as credits for unused District's allowances, After all the additions and subtractions, the cost of Change Order No. 1 to the original contract resulted in a credit to the District in the amount of ($22,292.77) (-3.60% of the original contract). The new contract amount with State Roofing Systems, Inc., will be $596,329.23 which is less than the original contract amount.

Over the summer, there were reports of a natural gas smell at North Shoreview Montessori. Maintenance & Operations (M&O) contacted one of their regular vendors, Caccia Plumbing, to inspect several underground gas lines. An investigation revealed a leak (which was repaired), lines in need of repair and some lines that needed to be re-routed. This work was completed over the summer and was necessary in order to open North Shoreview Montessori. |

Board Policy 3314 states the following: It shall be the practice of the administration to present the Board of Trustees with copies of all warrant registers for information and review at each regularly scheduled meeting of the Board of Trustees. As Policies 3100 (budget) and 3110 (transfer of funds) provide criteria for Board authorization of all expenditures, both personnel and non-personnel items, prior to the actual payment of the obligation, warrants will be distributed to the vendors and employees after audit by the County Superintendent of Schools. Education Code Sections 42631-36 requires the Board of Trustees approve all expenditures made by the District.

The Board of Trustees has the authority under the provisions of Education Code Sections 39520, 39521, 39522, and 39523 to dispose of tangible surplus property if it no longer meets the needs of the District. Board Policy 3270 adopted June 5, 2014 describes the appropriate process for surplus and disposal of said property. The following property will be declared surplus to the needs of the District as it is inadvisable to repair and/or is obsolete: - The Children's Annex-- Disposal of obsolete equipment: seven computers and three monitors.

The administration is in the process of planning for the opening of a new school in Foster City. The most immediate planning is focused on the opening date for the school, anticipated enrollments, and boundaries for the school. Specific plans and recommendations for each of these areas will be provided by the administration for information and Board discussion. Those plans that require Board approval will be brought back as action items at a future Board meeting. |

The Borel Middle School New Gymnasium Building Project was selected as a Phase I Measure X Construction Project at the January 21, 2016 Board Meeting. The District, through Public Contract Code, solicited bids for the New Gymnasium Project at Borel Middle School. Four bids were received and opened on August 13: Rodan Builders, Sausal, Gonsalves & Stronck and Beals Martin. The apparent low bidder is Beals Martin and Associates, Inc. in the amount of $10,237,159.00, The District recommends awarding the contract to Beals Martin and Associates, Inc. for the New Gymnasium Project at Borel Middle School. If the District cannot enter into a contractual agreement with Beals Martin and Associates Inc., the District will enter into an agreement with the contractor that submits the next lowest responsive and responsible bid.
