5.1.1. Williams Quarterly Report
Rationale:

The Williams Case resulted in a new Education Code designed to address complaints or deficiencies at schools related to instructional materials, emergency or urgent facility conditions that pose a threat to the health and safety of pupils or staff, and teacher vacancy or misassignment.

The Williams Settlement Education Code 35186 requires that a quarterly report be made to the Board of any complains related to the Williams Case.  There have been no complaints filed for the first quarter of the 2019 - 2020 school year.

 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES ACCEPT THE QUARTERLY REPORT ON WILLIAMS UNIFORM COMPLAINTS.

5.2. BUSINESS/FINANCE
5.2.1. Contracts & Consultants $45,000 and Under
Rationale:

Per Board Policy 3312, the Board may, by a majority vote, delegate to the Superintendent or designee the authority to enter into contracts on behalf of the District.  To be valid or to constitute an enforceable obligation against the District, all such contracts must be approved and/or ratified by the Board.  Contracts are available for review upon request in the Business Services department.

 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE LIST OF CONTRACTS AND CONSULTANTS OF $45,000 and UNDER.

5.2.2. Listing of Payments to Meet District Expenditures
Rationale:

Board Policy 3314 states the following: It shall be the practice of the administration to present the Board of Trustees with copies of all warrant registers for information and review at each regularly scheduled meeting of the Board of Trustees. As Policies 3100 (budget) and 3110 (transfer of funds) provide criteria for Board authorization of all expenditures, both personnel and non-personnel items, prior to the actual payment of the obligation, warrants will be distributed to the vendors and employees after audit by the County Superintendent of Schools.

Education Code Sections 42631-36 requires the Board of Trustees approve all expenditures made by the District.


 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE ATTACHED DISTRICT EXPENDITURES.

Financial Impact:
Funds have been provided for the goods and services paid by these warrants through the budgetary process. There is no impact on the various funds of the District beyond what has been budgeted.

Rationale:
The Human Resources Department has received and processed all necessary documents for personnel actions.

5.3.2. Resignations, Releases, and/or Retirees
Rationale:
The Superintendent has been granted authority by the Board to accept the resignation, release and/or retirement requests from District employment. The Human Resources Department has received and processed all necessary documents for personnel actions according to the California Education Code.
 
Recommended Motion:
IT IS RECOMMENDED THE BOARD OF TRUSTEES ACCEPT INFORMATION REGARDING RESIGNATIONS, RELEASES AND/OR RETIREES. 
Financial Impact:

6. SUPERINTENDENT SERVICES/BOARD
6.1. Board Consideration of the Montessori Program Structure (v)
Rationale:

The Board of Trustees requested an update on the state of the recommendation by the Montessori Task Force to create two K-8 Montessori sites in the San Mateo – Foster City School District.   For this update, the Trustees had specifically requested input from the staff, families, and community as to whether the K-8 structure at both sites will meet the needs of our students.

Nima Tahai, Principal of Parkside Montessori; Dr. Rosemary Wood, Principal of North Shoreview Montessori; David Chambliss, Assistant Superintendent of Education Services; Sarah Notch, Facilitator from the San Mateo County Office of Education and Dr. Joan Rosas, Superintendent met with staff and parents at both sites and with the North Shoreview neighborhood.   A final meeting with the Parkside neighborhood is planned in the next couple of weeks. 

The team will share the interests of the staff, parents and the North Shoreview neighborhood, and make a recommendation to the Board of Trustees regarding the K-8 structure, 5th grade priority in the Middle Years Program and needs that have been surfaced by both sites for planning for growth.  The interests of the North Shoreview neighborhood for entrance priority will also be shared and a recommendation presented.


 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES RECEIVE A SUMMARY OF THE INFORMATION GATHERED FROM THE STAFF AND FAMILIES OF BOTH SCHOOL SITES, INPUT FROM THE NORTH SHOREVIEW NEIGHBORHOOD AND STAFF RECOMMENDATIONS FOR PROGRAM GROWTH IN ORDER TO PROVIDE DIRECTION AND SUPPORT FOR NEXT STEPS.

6.2. Changing the Date of the Regularly Scheduled November Board Meeting (v)
Rationale:

The next regularly scheduled Board meeting is scheduled for November 7, 2019.  A Trustee has requested that the date be changed to November 14, 2019 in order to have all Trustees in attendance. 

 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES CHANGE THE REGULARLY SCHEDULED BOARD MEETING FROM NOVEMBER 7, 2019 TO NOVEMBER 14, 2019.

7. EDUCATION/STUDENT SERVICES
7.1. School Plans for Student Achievement (SPSA) (v)
Rationale:

California guidelines require that the Board review and approve School Plans for Student Achievement (SPSA).

 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES RECEIVE INFORMATION AND APPROVE THE SCHOOL PLANS FOR STUDENT ACHIEVEMENT (SPSA) FOR AUDUBON AND BREWER ISLAND ELEMENTARY SCHOOLS.

7.2. LCAP Local Plan Indicators
Rationale:

School districts are required to measure and report their progress on state priorities not related to state collected data through the California Dashboard.  The local indicators are: Basic Services, Implementation of State Academic Standards, Parent Engagement, and School Climate. Local educational agencies will annually measure progress, report results at a regularly scheduled board meeting, and publicly report the results through the California School Dashboard.



 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES RECEIVE INFORMATION REGARDING THE LCAP LOCAL PLAN INDICATORS.

7.3. Special Education Program Update
Rationale:

The Board presentation will highlight aspects of the San Mateo- Foster City School District Special Education program for the 2019-2020 school year.



 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES RECEIVE INFORMATION REGARDING THE SPECIAL EDUCATION PROGRAM WITHIN THE SAN MATEO-FOSTER CITY SCHOOL DISTRICT.

8. BUSINESS/FINANCE
8.1. Annual Developer Fee Report
Rationale:

Government Code Sections 66001 and 66006 require the District to provide an annual report within 180 days of the end of the fiscal year and to make certain findings in conjunction with any portion of fees remaining unexpended for a period of five years. Based on a review of Fund 25, Capital Facilities Fund, there are no unexpended funds that would have been received five or more years ago.

The revenue and expenditures for the Developer fees and interest earned on the collected fees in Fund 25 will be presented.

In accordance with Section 66006 of the Government Code, the information in this report has been available for public review for a period fifteen (15) days prior to Board review.



 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES RECEIVE INFORMATION ON THE DEVELOPER FEE REPORT FOR 2018-2019.
