The Williams Case resulted in a new Education Code designed to address complaints or deficiencies at schools related to instructional materials, emergency or urgent facility conditions that pose a threat to the health and safety of pupils or staff, and teacher vacancy or misassignment. The Williams Settlement Education Code 35186 requires that a quarterly report be made to the Board of any complains related to the Williams Case. There have been no complaints filed for the first quarter of the 2019 - 2020 school year. |

Per Board Policy 3312, the Board may, by a majority vote, delegate to the Superintendent or designee the authority to enter into contracts on behalf of the District. To be valid or to constitute an enforceable obligation against the District, all such contracts must be approved and/or ratified by the Board. Board Policy 3314 states the following: It shall be the practice of the administration to present the Board of Trustees with copies of all warrant registers for information and review at each regularly scheduled meeting of the Board of Trustees. As Policies 3100 (budget) and 3110 (transfer of funds) provide criteria for Board authorization of all expenditures, both personnel and non-personnel items, prior to the actual payment of the obligation, warrants will be distributed to the vendors and employees after audit by the County Superintendent of Schools. Education Code Sections 42631-36 requires the Board of Trustees approve all expenditures made by the District.

The Board of Trustees requested an update on the state of the recommendation by the Montessori Task Force to create two K-8 Montessori sites in the San Mateo – Foster City School District. For this update, the Trustees had specifically requested input from the staff, families, and community as to whether the K-8 structure at both sites will meet the needs of our students. Nima Tahai, Principal of Parkside Montessori; Dr. Rosemary Wood, Principal of North Shoreview Montessori; David Chambliss, Assistant Superintendent of Education Services; Sarah Notch, Facilitator from the San Mateo County Office of Education and Dr. Joan Rosas, Superintendent met with staff and parents at both sites and with the North Shoreview neighborhood. A final meeting with the Parkside neighborhood is planned in the next couple of weeks. The team will share the interests of the staff, parents and the North Shoreview neighborhood, and make a recommendation to the Board of Trustees regarding the K-8 structure, 5th grade priority in the Middle Years Program and needs that have been surfaced by both sites for planning for growth. The interests of the North Shoreview neighborhood for entrance priority will also be shared and a recommendation presented.

The local indicators are: Basic Services, Implementation of State Academic Standards, Parent Engagement, and School Climate. Local educational agencies will annually measure progress, report results at a regularly scheduled board meeting, and publicly report the results through the California School Dashboard.

Government Code Sections 66001 and 66006 require the District to provide an annual report within 180 days of the end of the fiscal year and to make certain findings in conjunction with any portion of fees remaining unexpended for a period of five years. Based on a review of Fund 25, Capital Facilities Fund, there are no unexpended funds that would have been received five or more years ago. The revenue and expenditures for the Developer fees and interest earned on the collected fees in Fund 25 will be presented. In accordance with Section 66006 of the Government Code, the information in this report has been available for public review for a period fifteen (15) days prior to Board review.
