5.1.1. Food Safety and Sanitation System - PortionPac Contract 2020-2021
Rationale:
The District contracts with an outside vendor to deliver a complete food safety and sanitation system, including education, just-in-time delivery of detergents and kitchen sanitation supplies, and Hazard Analysis Critical Control Point (HACCP) procedure verification. This service covers the District’s Central Kitchen and all school site satellite kitchens. District administration recommends approval of the contract with Pacific Support Systems (PortionPac/SFSPac) to provide the complete food safety and sanitation system commencing on July 1, 2020, through June 30, 2021.
 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE CONTRACT WITH PACIFIC SUPPORT SYSTEMS (PORTIONPAC/SFSPAC) TO PROVIDE THE COMPLETE FOOD SAFETY AND SANITATION SYSTEM FOR THE 2020-21 SCHOOL YEAR

Rationale:

6. SUPERINTENDENT SERVICES/BOARD
6.1. San Mateo-Foster City School District Response to COVID-19: Fall Reopening Update
Rationale:

Staff will provide an update on the District response to COVID-19 related to the Fall Reopening.

 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES RECEIVE INFORMATION ON THE DISTRICT RESPONSE TO COVID-19:  FALL REOPENING.

6.2. Breast Cancer Prevention Program Presentation
Rationale:

District representatives and Trustee Shara Watkins met with members of the Breast Cancer Prevention Program on July 28, 2020.  The District provided copies of information sheets pertaining to products the District uses to clean and disinfect schools sites.  The Breast Cancer Prevention Program representatives were complimentary of the District's efforts to only use Green Seal certified products. Although companies that the District acquires products from  and the products used are compliant with current regulations for disclosure, the BCPP members contemplated that the District may be able to take additional steps to learn of what additional components are used in these chemicals  for the benefit of our students and staff.

The BCPP representatives will share information with the Board regarding their research and knowledge.

 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES RECEIVE INFORMATION FROM THE BREAST CANCER PREVENTION PROGRAM REPRESENTATIVES.

6.3. Resolution No. 02/20-21 to Address the Perpetuation of the School to Prison Pipeline and the Termination of the School Resource Officer Contract with the San Mateo Police Department (v) Was edited within 72 hours of the Meeting
Rationale:

District policies and practices should not perpetuate a school to prison pipeline.  To this end, the Board of Trustees is interested in a Resolution delineating actions to be taken to address student needs.  Additionally, at this time, Trustees have expressed an interest in terminating the School Resource Officer contract with the San Mateo Police Department for Abbott Middle School, Borel Middle School and Bayside Academy for the GREAT program and general support.  (The contract had been paused due to the Covid-19 pandemic and the District has not been charged for services since March 2020, as students have been in Distance Learning at home.)

 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE RESOLUTION NO. 02/20-21 TO ADDRESS THE PERPETUATION OF THE SCHOOL TO PRISON PIPELINE AND TO TERMINATE THE SCHOOL RESOURCE OFFICER CONTRACT WITH THE SAN MATEO POLICE DEPARTMENT.

6.4. Resolution No. 01/20-21 Authorizing a Bond Election for November 3, 2020 (v)Was edited within 72 hours of the Meeting
Rationale:

The agenda for the Board of Trustees meeting for July 30, 2020, included a Resolution which the Board had requested to move forward with placing a bond measure on the November 3, 2020 ballot.  The Board discussed the recommended Resolution and asked for the administration to make some revisions in the project list which is Exhibit B in the Resolution.  The administration has made revisions to the project list.  The revised list is attached to the same Resolution discussed by the Board on July 30.  The revisions include both reorganization of parts of the Exhibit and revisions in language contained in the Exhibit.

State law requires the Board of Trustees to order school district bond elections. The San Mateo County Registrar of Voters will conduct the election on behalf of the District, including publishing all required notices. The Resolution before the Board calls an election within the District for the purpose of approving general obligation bonds, requests that the San Mateo County Registrar of Voters conduct the election on behalf of the District, and authorizes the preparation of election materials, including ballot arguments and tax rate statement, to be included in the ballot pamphlet.

Key parts of the attached Resolution include:

  • A 75-word summary of the measure, as it will appear on the ballot, is included in the resolution as Exhibit A.
  • A description of the types of projects to be funded with the proceeds of the bonds, as required by State law and constitution, which is included as Exhibit B to the Resolution.
  • The authorization for the preparation and filing of a tax rate statement, which must be included in the ballot pamphlet and describes the anticipated rates of tax throughout the life of the bond issue.
  • The authority for the Board and/or individual members of the Board to prepare and provide a ballot argument in support of the bond measure.If the Board elects to provide a ballot argument, no more than five (5) persons may sign the ballot argument which may include community members as well as Board members.

Pursuant to State law and the Resolution, the election will be called under constitutional and statutory provisions that require fifty-five percent (55%) voter approval  and certain accountability requirements including annual independent financial and performance audits of how funds are spent and the formation of a Citizens’ Bond Oversight Committee. Following adoption, the Resolution (including the signed tax rate statement) must be delivered to the Registrar of Voters and the Board of Supervisors. State law requires that 2/3rd of a school board support the resolution calling an election requiring 55% voter approval. At least four (4) Board members must vote “Yes” in order to call the election.

 
Recommended Motion:

Rationale:

7.2. Parent Involvement Project (PIP)
Rationale:

The Parent Involvement Project (PIP) is a unique and highly successful program that addresses the achievement gap by uniting parents, schools and the community. The PIP program began in 1976 with one preschool class and has evolved overtime to five preschool classes. The PIP Program is an early intervention program for the district’s lowest income, at-risk preschool children and their parents. There are four essential components to the PIP program: classroom participation, parent education, home visits, and enrichment. In June of 2021, our private funding for the PIP program will conclude. The preschool department is looking at ways to continue a PIP (like) preschool program with limited funds.

 
Recommended Motion:

8. BUSINESS/FINANCE
8.1. Budget Revision
Rationale:

Education Code (EC) section 42127 requires the Governing Board of each school district to make any revisions in its adopted budget revenues and expenditures within 45 days after the Governor signs the annual Budget Act.

The Governor signed the 2020-21 State Budget Act on June 27, 2020.  Therefore, the 45-day period ends August 13, 2020.  The table below illustrate the changes to the General Fund revenues based on the enacted State budget.   The majority of the resources are for the Learning Mitigation Funds.  It is hard to keep track of the different COVID-19 resources.  Staff has summarized the sources, timelines, uses, amounts, and notes of each Coronavirus as an attachment for your reference (Attachment A).

 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES RECEIVE INFORMATION ON THE 45-DAY BUDGET REVISION.

9. HUMAN RESOURCES
9.1. Tentative Agreement with SMETA on Memorandum of Understanding for Full Time Distance Learning (v)Was edited within 72 hours of the Meeting
Rationale:

On July 21, 2020 the San Mateo-Foster City School District (SMFCSD) and the San Mateo Elementary Teachers' Association (SMETA) reached a Tentative Agreement on a Memorandum of Understanding (MOU) for Full Time Distance Learning. This agreement is non-precedent setting and all components of the current Collective Bargaining Agreement between SMETA and the District not addressed by the terms of this agreement shall remain in full effect.

Highlights of the MOU (see attachment) are summarized below and include:

  • The following priorities shall apply to unit members for FTDL remote work:
  • Unit members with an underlying health condition that makes them at high risk for COVID-19
  • Unit members who have an individual living in the unit member’s household who has an underlying health condition that makes them at high risk for COVID-19 infection.
  • The unit member is aged 65 or over.
  • The unit member is required to provide child care for children under the age of 12 who cannot return to school full time, or any age in the case of a child with exceptional needs who cannot return to school full-time.
  • If there is additional FTDL work available, the remaining assignments shall be filled in order of seniority.
  • Work hours for elementary school during distance learning will be 8:00 a.m. to 3:15 p.m. including a one hour lunch generally from 12:00-1:00 p.m.  Work hours for middle school will follow assigned bell schedule.
  • Full-time distance learning will include daily live engagement between the teacher and students for the purposes of instruction/interaction, progress monitoring and maintaining school connectedness. Live instruction/interaction shall be substantially equivalent to District in-person instruction/interaction in the hybrid model which is four hours per day.

    FTDL shall include the following activities:

    • Daily morning community meeting for all students
    • Provide students and families a weekly agenda/overview
    • New curriculum content
    • Curriculum review and practice
    • Timely feedback on student work assignments
    • Diagnostic assessment
    • Small group instruction
    • Whole group instruction
    • Social Emotional Learning lessons (SEL)
    • Daily closing activity/reflection for elementary
  • Unit members assigned to the FTDL Program will adhere to the District content aligned grade level standards which provides a substantially equivalent challenge to in-person instruction.

 

  • August 10 will be an optional non-instructional day for school site professional development. Additional optional district professional development for curriculum will also be offered during the week of August 3 -7.Unit members who attend during this week will receive $45 per hour. August 11-14 will serve as non-instructional days that unit members are required to report to work and will consist of 3 district and/or site based professional development days (August 11-13) and 1 staff work day (August 14) to prepare lessons and resources. The 2020-21 student calendar will be changed to start instruction August 17 and to change September 18, January 5, and March 12 to instructional days.
  • This MOU shall expire in full without precedent on June 30, 2021, unless extended by mutual written agreement.

Sue Wieser, Chief Negotiator for SMFCSD, will be present to respond to the MOU.

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE  MEMORANDUM OF UNDERSTANDING (MOU) FOR FULL TIME DISTANCE LEARNING BETWEEN THE SAN MATEO ELEMENTARY TEACHERS ASSOCIATION (SMETA) AND THE SAN MATEO - FOSTER CITY SCHOOL DISTRICT.
