At times, the San Mateo-Foster City School District is unable to fill Classified and Certificated staff positions and seeks support through outside agencies. During the 2020-2021 school year, the District needs assistance in filling Paraeducator and Certificated positions to provide academic and behavioral support services to students with disabilities. Trumpet Behavioral Services and The Eval Group have a proven history of providing support services to students with disabilities in the K-12 setting, and operating as part of the school team to best meet the needs of the students. |

As a district, San Mateo Foster City Schools are striving to become a zero waste district. Last school year, Baywood formed a Green Team with teachers, students, staff, and parents to help reduce waste on campus. In collaboration with the County of San Mateo Office of Sustainability, Rethink Waste, and Recology, the school set up systems and routines to begin sorting waste in common areas throughout the school, including the lunch courts, multi-purpose room, and snack areas. The school now has a team of over 70 committed students who lead the way in sorting waste at lunch and snack time. Baywood students, staff, and families are motivated to reduce their impact on the environment and to empower their students to become change makers in our society. That is why they want to focus their efforts on reducing waste in their classrooms during the 2020-2021 school year and beyond. As a result, Baywood will be using 4Rs Grants funding for reusable “Classroom Party Packs” to avoid producing waste after classroom celebrations throughout the year. The party packs include reusable plates, cups, and cutlery, as well as a storage bin for each classroom. Baywood will also be using 4Rs Grants funding to purchase and place composting bins in classrooms to defer items like napkins and paper towels from the landfill. |

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE AGREEMENT BETWEEN THE COUNTY OF SAN MATEO AND THE SAN MATEO FOSTER CITY SCHOOL DISTRICT TO RECEIVE A 4RS GRANT FOR BAYWOOD ELEMENTARY SCHOOL. |
If awarded, the grant amount would be $2,028. |

Per Board Policy 3312, the Board may, by a majority vote, delegate to the Superintendent or designee the authority to enter into contracts on behalf of the District. To be valid or to constitute an enforceable obligation against the District, all such contracts must be approved and/or ratified by the Board. Contracts are available for review upon request in the Business Services department. |

Board Policy 3314 states the following: It shall be the practice of the administration to present the Board of Trustees with copies of all warrant registers for information and review at each regularly scheduled meeting of the Board of Trustees. As Policies 3100 (budget) and 3110 (transfer of funds) provide criteria for Board authorization of all expenditures, both personnel and non-personnel items, prior to the actual payment of the obligation, warrants will be distributed to the vendors and employees after audit by the County Superintendent of Schools. Education Code Sections 42631-36 requires the Board of Trustees approve all expenditures made by the District.

During the October 22, 2020 Board Meeting, the Trustees approved the submission of the Reopening Plan to the San Mateo County Office of Education and San Mateo Public Health. They also approved a staggered return in the Hybrid Model on January 19, 2021 starting with our youngest students and Special Day Class students first. The Reopening Plan has been submitted and the District is waiting to see if there is further information needed. This required Reopening Plan meets the needs of SMCOE and SMPH, however, it is not an implementation plan. There are many details that need to be finalized and shared with our staff and families. Much of this work started in the summer and was continually updated as we received new information. At this Board meeting, District staff will share a timeline of events and preliminary logistics for the return to in person learning for our students.

Local Assignment Options are provisions within the Education Code and Title 5 Regulations that permit the Governing Board to authorize a fully credentialed educator to serve in an assignment outside of the authorized credential area when a fully credentialed teacher is unavailable for a teaching position. Requests for Local Assignment Options must be presented for approval to the Governing Board of a public school district. These actions allow teachers to work beyond the scope of their credentials based on additional units, work experience and/or observations completed by a subject matter specialist. The following educators have met the specified criteria to teach outside of their assigned credential and fulfill their assignments for the 2020-2021 school year in the San Mateo-Foster City School District.
