8.1. Tentative Agreement with SMETA on Memorandum of Understanding for Elementary Hybrid In-Person Learning (v)
Rationale:

On February 17, 2021, the San Mateo-Foster City School District (SMFCSD) and the San Mateo Elementary Teachers Association (SMETA) reached a tentative agreement on a Memorandum of Understanding (MOU) for Elementary Hybrid In-Person Learning that is an addendum to the Full Time Distance Learning MOU. This agreement is non-precedent setting and all components of the current Collective Bargaining Agreement between SMETA and the District not addressed by the terms of this agreement shall remain in full effect.

Highlights of the MOU (see attachment) are summarized below and include:

  • Health and Safety
    • Training
    • PPE
    • Face coverings, handwashing/sanitizing, physical distancing
    • Cleaning
    • Air Ventilation and Filtration
  • Health Screenings including wellness question, temperature check and hand sanitizer
  • Contact Tracing and Infection Reporting
  • Teaching and Learning in the Hybrid Model
  • Assignments
    • Special Education Staff
    • Teachers on Special Assignment (TOSA)
    • Substitutes
  • Evaluations
  • Salary
  • Leaves
  • This MOU shall expire in full without precedent on June 30, 2021, unless extended by mutual written agreement.

 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE PROPOSED MEMORANDUM OF UNDERSTANDING FOR ELEMENTARY HYBRID IN-PERSON LEARNING WITH SMETA  AS NEGOTIATED.

Financial Impact:
The agreement has a financial impact on SMFCSD of approximately $263,520.00.
