5.1.1. Internet & Phone Connectivity for Beach Park Elementary - IT Management Corporation
Rationale:
In conjunction with Beach Park Elementary School construction, to provide internet, and VoIP phone connectivity, wireless access points, switches and electrical accessories, the Administration recommends IT Management Corporation for this expenditure of $114,147.28.
 
Recommended Motion:
IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE PURCHASE OF INTERNET AND PHONE CONNECTIVITY FOR BEACH PARK ELEMENTARY FROM IT MANAGEMENT CORPORATION.
Financial Impact:

6. HUMAN RESOURCES
6.1. Tentative Agreement with SMETA on Side Letter for Elementary Expansion to 5 Days In-Person Instruction (v)
Rationale:

On April 22, 2021 the San Mateo-Foster City School District (SMFCSD) and the San Mateo Elementary Teachers Association (SMETA) reached a tentative agreement on a side letter for Elementary Expansion to 5 Days In-Person Instruction. This agreement is non-precedent setting and all components of the current Collective Bargaining Agreement between SMETA and the District not addressed by the terms of this agreement shall remain in full effect.

Highlights of the MOU (see attachment) are summarized below and include:

  • Health and Safety
    • Physical distancing between students from a minimum of 6 feet to 3 feet
  • Teaching and Learning in the Hybrid and Full Return In-Person Model
  • Assignment to Full Return In-Person Learning
    • Daily stipend of $20 per day for classroom teachers returning in person
  • Work Hours/Conditions
    • 4 hours of in-person instruction per day
    • $350 one time stipend
    • Up to 4 hours on a timecard for unit members returning in person for preparation
    • 2 asynchronous days for FTDL teachers returning in person to prepare week prior to return
    • Cost free learning hub/childcare from May 3 through June 15
 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE PROPOSED SIDE LETTER FOR ELEMENTARY EXPANSION TO 5 DAYS IN-PERSON INSTRUCTION WITH SMETA AS NEGOTIATED.

Financial Impact:
The agreement has a financial impact on SMFCSD of approximately $180,000.

6.2. Tentative Agreement with SMETA on Side Letter for Middle School Hybrid and Full Return In-Person Learning (v)
Rationale:

On April 22, 2021 the San Mateo-Foster City School District (SMFCSD) and the San Mateo Elementary Teachers Association (SMETA) reached a tentative agreement on a side letter for Middle School Hybrid and Full Return In-Person Learning. This agreement is non-precedent setting and all components of the current Collective Bargaining Agreement between SMETA and the District not addressed by the terms of this agreement shall remain in full effect.

Highlights of the side letter (see attachment) are summarized below and include:

  • Health and Safety
    • Physical distancing between students from a minimum of 6 feet to 3 feet
  • Teaching and Learning in the Hybrid and Full Return In-Person Model
  • Work Hours/Conditions
    • Middle schools will move to the next phase after one week on April 19, April 26, May 3 and May 10
    • Asynchronous day on Wednesday prior to start of Phase 4
    • $350 one time stipend
    • $10 per student per period per day for each student over 90 contacts and no more than 100 contacts
    • No class period may exceed 18 students
    • Counselors limited to 24 in-person student contacts per day
    • Cost free learning hub/childcare from May 3 through June 15
 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE PROPOSED SIDE LETTER FOR MIDDLE SCHOOL HYBRID AND FULL RETURN IN-PERSON LEARNING WITH SMETA AS NEGOTIATED.

Financial Impact:
The agreement has a financial impact on SMFCSD of approximately $90,000.
