6.1.1. Institute for Multi-Sensory Education Virtual Comprehensive Orton Gillingham Training Contract
Rationale:
The District will contract with the Institute for Multi-Sensory Education to provide summer virtual comprehensive training for up to 50 certificated teachers and staff in the Orton Gillingham approach to teaching foundational literacy skills.
 
Recommended Motion:
IT IS RECOMENDED THAT THE BOARD OF TRUSTEES APPROVE THE CONTRACT WITH THE INSTITUTE OF MULTI-SENSORY EDUCATION TO PROVIDE SUMMER LITERACY TRAINING.
Financial Impact:
$50,000 AB86 ELO funds.

6.2. BUSINESS/FINANCE
6.2.1. Resolution No. 41/20-21 Authorizing the Delegation of Authority to Accept Certain Bids and Proposals and to Award Contracts for the District’s Bond Program for Summer 2021
Rationale:
For the effective and timely management of the District's bond program, the District is seeking approval of the Resolution as the Board of Trustees will not meet for seven weeks over the summer.  All contracts entered into will be brought to the Board for ratification at the August 12, 2021 meeting.
 
Recommended Motion:
IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE RESOLUTION NUMBER 41/20-21.

7. SUPERINTENDENT SERVICES/BOARD
7.1. Public Hearing for a Proposal to Apply for Waiver of the Election Requirement in Transitioning to By-Trustee Area Election System
Rationale:

On June 10, 2021, the Governing Board adopted a Resolution Stating Intent of Board of Trustees to Transition From At-Large to a By-Trustee Area Election System. The San Mateo-Foster City School District is in the process of transitioning to a by-trustee area voting system for its 2022 Governing Board Elections.  As required by the California Department of Education, staff recommends that the Governing Board convene a public hearing to obtain public response to a proposal to apply for a waiver of the election requirement (set forth in Cal. Education Code Section 5020, as well as portions of 5019, 5021, and 5030) from the California Department of Education.

 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES CONVENE A PUBLIC HEARING TO OBTAIN PUBLIC RESPONSE TO A PROPOSAL TO APPLY FOR A WAIVER OF THE ELECTION REQUIREMENT (SET FORTH IN CAL. EDUCATION CODE SECTION 5020, AS WELL AS PORTIONS OF 5019, 5021, AND 5030) FROM THE CALIFORNIA DEPARTMENT OF EDUCATION.

Rationale:
The San Mateo-Foster City School District is in the process of transitioning to a by-trustee area voting system for its 2022 Governing Board Elections.  After public hearing, the Governing Board will take action to determine whether to seek a waiver of the election requirement (set forth in Cal. Education Code Section 5020, as well as portions of 5019, 5021, and 5030) from the California Department of Education.
 
Recommended Motion:

IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE AND DIRECT THE SUPERINTENDENT, OR DESIGNEE, TO FILE A WAIVER APPLICATION FOR THE ELECTION REQUIREMENT SET FORTH IN CAL. EDUCATION CODE SECTION 5020, AS WELL AS PORTIONS OF 5019, 5021, AND 5030 FROM THE CALIFORNIA DEPARTMENT OF EDUCATION.
