6.1.1. Agreement for Legal Services with AALRR
Rationale:

The District may require legal services through Atkinson, Andelson, Loya, Ruud, & Romo (AALRR).

 
Recommended Motion:
IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE AGREEMENT FOR LEGAL SERVICES WITH ATKINSON, ANDELSON, LOYA, RUUD, & ROMO, FOR THE 2021-2022 YEAR

6.2. EDUCATION SERVICES
6.2.1. Purchase of Digital Application for Elementary School Zearn Math Curriculum.
Rationale:
The District will implement EngageNY through Zearn for its elementary school curriculum in 2021-22. To support that implementation, the District proposes to purchase the digital application for Zearn, to complement the hard-copy curriculum materials (LCAP Goal 1, Action 5).
 
Recommended Motion:
IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE PURCHASE OF THE DIGITAL APPLICATION FOR ZEARN.

6.2.2. Agreement with Music For Minors - Instrumental Elementary Music Program
Rationale:

The San Mateo-Foster City School District has obtained the services of the Music for Minors Professional Educator Program to provide music education (instrumental and choral) to 5th grade students.  This year the  Music for Minors Program is offered to 5th grade students and 6th grade students at Parkside.

 
Recommended Motion:
IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES RATIFY THE AGREEMENT BETWEEN THE SAN MATEO-FOSTER CITY SCHOOL DISTRICT AND MUSIC FOR MINORS TO PROVIDE INSTRUMENTAL ELEMENTARY MUSIC.

6.2.3. Agreement with Music for Minors - TK-4th Grade Elementary Music Programs
Rationale:

The San Mateo-Foster City School District has obtained the services of Music for Minors, Inc. (MFM) to provide music education to TK-4th grade students.  The Music for Minors Program is offered at all District elementary schools except Meadow Heights, which provides a different music program.

 
Recommended Motion:
IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES RATIFY THE AGREEMENT BETWEEN THE SAN MATEO-FOSTER CITY SCHOOL DISTRICT AND MUSIC FOR MINORS, INC. TO PROVIDE TK-4TH GRADE ELEMENTARY MUSIC.

6.2.4. Purchase of Supplementary Digital Application for Illustrative Math Through Demos - Middle School Illustrative Math curriculum
Rationale:
The District will implement Illustrative Math for its middle school curriculum in 2021-22. To support that implementation, the District proposes to purchase a supplementary digital application for Illustrative Math, through Desmos (LCAP Goal 1, Action 4).
 
Recommended Motion:
IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE PURCHASE OF THE SUPPLEMENTARY DIGITAL APPLICATION FOR ILLUSTRATIVE MATH, THROUGH DESMOS.
Financial Impact:
$55,680 Lottery funds.

6.2.5. Purchase of Textbooks through Study Edge-Math Nation - Middle School Illustrative Math Curriculum
Rationale:
The District will implement Illustrative Math for its middle school curriculum in 2021-22. To support that implementation, the District proposes to purchase textbooks through Math Nation. (LCAP Goal 1, Action 4).
 
Recommended Motion:
IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE PURCHASE OF MATH NATION INSTRUCTIONAL MATERIALS.

6.2.6. Purchase of Illuminate Education Assessment Software System - Multi-Year (3) Agreement.
Rationale:
The District will implement interim assessments in 2021-22 that will need to be hosted on a digital assessment platform. To support that implementation, the District proposes to purchase the Illuminate Education Assessment Software System (LCAP Goal 2, Action 26).
 
Recommended Motion:
IT IS RECOMMENDED THAT THE BOARD OF TRUSTEE APPROVE THE PURCHASE OF THE ILLUMINATE EDUCATION ASSESSMENT SOFTWARE SYSTEM.
Financial Impact:
$258,298.20  LCFF Base (0612) funds.

6.2.7. Agreement with Playworks Program - Lead Elementary School
Rationale:
Playworks at Lead will provide coaches on campus to help students stay active and build valuable social and emotional life skills through safe and structured play every day. Students who are engaged during recess are more likely to participate in class, which means improved attendance and academic achievement. 
 
Recommended Motion:
IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES RATIFY THE SAN MATEO-FOSTER CITY SCHOOL DISTRICT AND  PLAYWORKS AGREEMENT FOR LEAD ELEMENTARY SCHOOL.

6.3. BUSINESS/FINANCE
6.3.1. George Hall Elementary Portable Relocate Project #19-143 - Cumiskey Construction Corporation
Rationale:

The George Hall Multi Purpose Building Project was selected as a Phase II Measure X Construction Project, and was approved for a budget adjustment on June 24th, 2021.  

In keeping with District policy and applicable law, this contract was advertised for bid but received no bids. As a result of receiving no bids and as required due to critical timelines for the work, staff negotiated this contract with Cumiskey Construction Corporation. in accordance with Public Contract Code Section 22038(c). This contract with Cumiskey Construction Corporation reflects a competitive best-value including costs, staffing and schedule for the George Hall Portables Relocate Project.

Resolution No. 41/20-21, was approved by the Board on June 28th, 2021, which delegates authority to the Superintendent, Director of Facilities and Construction and the Chief Business Official, to accept bids and/or proposals, and to accept and award contracts for the Bond Program limited to the subject matters set forth in Public Contract Code section 20111 et seq., and subject to ratification by motion of the Board at a subsequent Board meeting.

The District recommends ratifying the contract in the amount of $672,327.00 to Cumiskey Construction Corporation for the George Hall Portables Relocate Project Project #19-143.

 
Recommended Motion:
IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES RATIFY THE CONTRACT WITH  CUMISKEY CONSTRUCTION CORPORATION FOR THE GEORGE HALL PORTABLES RELOCATION PROJECT AT THE GEORGE HALL ELEMENTARY SCHOOL CAMPUS.

6.3.2. Purchase of Water Bottle Filling Stations - Keller Supply Company
Rationale:

The District Wide Water Bottle Filling Project was selected as a Measure T Construction Project as part of the Facilities Master Plan for the New Decade in January 2021.  

The amount of this contract exceeds the $45,000 dollar value that the Superintendent may approve under his delegation per Board Policy.  PCC Section 20111(a) threshold for material only purchase is $96,700, as of January 1, 2021. The District solicited quotes from multiple suppliers for the parts required to add bottle fillers to our existing drinking fountains and for locations of new fixtures.
