On September 3, 2020 there was a contract awarded to DSK Architects to do drawings to add a portable to Laurel Elementary School to add space for additional and specialized space. After District consideration, the Administration decided that there needed to be a second portable added to help ease the overcrowding at the school site. The District has asked that DSK Architects to produce drawings and submit to the Division of the State Architect for the second building. To implement the above services, DSK Architects submitted an additional service fee of $28,000.00. Their contract will be increased by (but not-to-exceed) $19,450.00, for a total of $47,450.00.

The San Mateo-Foster City School District is proposing to utilize a pool of qualified construction management firms to provide program and construction management services, on an as needed basis. A Request For Qualifications (RFQ) was distributed on August 18, 2021 to ten firms. Responses were due on September 8, 2021. Firms were evaluated on professional qualifications and experience, project approach, DSA experience, rates schedule, insurance certificates, and prior claims. Of the ten firms, five submitted responses that met the qualifications to join the pool. The pool selection will allow the District to assign projects as they become available, negotiate fees, and expedite project delivery. All projects under the standard agreement will be submitted to the Board of Trustees for approval once a scope of work has been defined, and a proposed contract amount is determined. Being selected to the pool will not guarantee any work, will not have a monetary value, nor will it include a listing of projects. These firms will provide services such as constructability review of plans, scheduling, master planning sequencing and construction administration oversight. See attachment for a listing of the five Construction Management firms.

Arne Sandberg of Lozano Smith will present information to the Board of Trustees on Construction Delivery Methods and Agreements, including review of construction delivery methods, prequalification, design considerations, and Project Labor Agreements. |

Sage Energy Consultants have completed their investment grade Feasibliity Study for Solar PV and Battery Storage for the District. As part of their investment grade study, Sage has generated multiple recommendations to the District. Those recommendations include a list of sites for solar installs, designations of the type of installation per site, a recommendation on how to finance the installations and proposed next steps including procurement. |

It is the recommendation of the Superintendent that the Board of Trustees approve the recommended plan as presented by Sage Energy Consultants and direct the District to proceed with next steps with solar installation. |

Local Assignment Options are provisions within the Education Code and Title 5 Regulations that permit the Governing Board to authorize a fully credentialed educator to serve in an assignment outside of the authorized credential area when a fully credentialed teacher is unavailable for a teaching position. Requests for Local Assignment Options must be presented for approval to the Governing Board of a public school district. These actions allow teachers to work beyond the scope of their credentials based on additional units, work experience and/or observations completed by a subject matter specialist.
The following educators have met the specified criteria and agreed to teach outside of their assigned credential to complete their assignments for the 2021-2022 school year in the San Mateo-Foster City School District.

On August 26, 2021 the California School Employees Association (CSEA) Chapter 411 and the San Mateo-Foster City School District (SMFCSD) reached tentative agreement on the successor agreement for 2021-2024.

On August 26, 2021 the California School Employees Association (CSEA) Chapter 411 and the San Mateo-Foster City School District (SMFCSD) reached a tentative agreement on a new three year Successor Agreement, effective July 1, 2021 through June 30, 2024. The modifications are summarized as follows and includes: - Article 7: Vacations - Provide written response to vacation request
- Article 21: Pay and Allowances - Salary increase of 3% and one-time payment of $1,500.00 for 2021-2022 only. Addition of previously negotiated language for secondary language skills stipend.
- Article 23: Health and Welfare Benefits - Increase to employer contribution for health and welfare benefits to $875.00 per month effective January 1, 2021 and $925.00 per month effective January 1, 2022.
- Article 27: Layoff and Reemployment - Update language for layoff procedures
- Article 30: Term of Agreement - No reopeners for 21-22 with exception of pay and health and welfare benefits for 2022-2023 school year and 2023-2024 school year.
- Juneteenth Holiday MOU - One additional floating holiday for 11 and 12 month employees only for 2021-2022 school year.

After meeting and conferring with the Assistant Superintendents of Educational Services and Human Resources and Chief Business Official, the Superintendent recommends a 3% salary increase retroactive to July 1, 2020 for the 2020-2021 school year and a 3% salary increase effective July 1, 2021 for the 2021-2022 school year. In addition, they will receive a one time off salary schedule bonus of $1500. These pay increases are equal to those received by all other management, confidential, and represented bargaining employee groups. The Superintendent recommends that these three employees be afforded these increases as well. |

The SMFCSD recently began a lengthy Strategic Plan process headed by CSBA consultant Sepideh Yeoh. The district invited a group of 40 diverse stakeholders tasked with this project. The initial meeting held on 9/9/21 focused on the district's vision, mission, and values. It is now time for the group to engage in deep data analysis. Strategic plans require substantial efforts to collect materials, develop banks of knowledge and create common language related to assessments. Effective plans are supported by development of on-target and carefully reviewed data. Tonight's report is a review of the data sources that will be presented to the Strategic Planning Committee on 9/30/2021. |

This item is a follow up to an item presented at the September 9, 2021 meeting of the Board. Administration strongly recommends that we communicate early and often as our local air quality moves up and down the Air Quality Index (AQI). SMFCSD utilizes the School Air Quality Activity Recommendations created by the California Department of Education. As discussed two weeks ago, there is no statewide guidance regarding the identification of an Air Quality Index (AQI) number that would result in a decision to close schools. Rather, each school district must use data from their regional partner agencies (i.e. air quality management district, county offices) to determine the appropriate factors that would necessitate a closure of physcial campuses. SMFCSD Student Services officials monitor daily air quality conditions at 9am, noon, 3pm, and 6pm. Staff utilize information from airnow.gov which receives information courtesy of the Bay Area Air Quality Management District. One unique consideration in 2021-2022 is the growing concern regarding the Delta COVID-19 variant, the need to ensure air movement in indoor settings, the likelihood of classrooms eating/playing indoors, and the data indicating that poor air quality conditions are related to increases of COVID cases. The district administration recommends that the Board of Trustees discuss and offer direction to staff in utilizing the SMFCSD Air Quality Index Responses chart which confers upon Superintendent Ochoa the responsibility to consider school closure when the local AQI core exceeds 201. |

The San Mateo-Foster City School District is a K-8 educational organization tasked with providing high quality programs to over 11,000 children. We educate children from highly diverse communities. Our schools are characterized by their programmatic uniqueness and their local history. For these reasons, I believe strongly that establishing monthly Board & Community Workshops. The current strategies we utilize to engage parents are limited to emails, automated phone calls, automated letters, and public comment at school board meetings. Much of the time, communication is one-way and minimizes the richness of parent/community voices. The proposal included herein explains a new strategy called Board & Community Workshops (BCW). This strategy is equity-focused and will greatly increase parent involvement in the district. It will also create a path for Board members to talk openly with parents/community members without the contraints built into the system of Board Meetings which are governed by the Brown Act. |
