3. Contract Approval - Discussion/Action
3.1. Approval of Services Agreement Contract with Leadership Associates to Conduct a Superintendent Search (EC 2020/21 #189)
Rationale:

Background

Government Code Section 53060 provides that legislative bodies may contract with outside individuals and/or firms to furnish special services and advice in “financial, economic, accounting, engineering, legal, or administrative matters if such persons are specially trained and experienced…”  Even though professional services are typically selected through a competitive process, a district is not limited or restricted to selecting the lowest cost firm.  A district may select the firm or firms that, in its opinion, demonstrate the best level of experience, qualifications, competence, and value to cost.

In accordance with Government Code Section 53060, on January 27, 2021, the Board of Trustees issued a Request for Proposals from executive search firms for the position of District Superintendent. On February 12, 2021, the District received proposals from the following firms:                                                           

  • The Cosca Group
  • Education Support Services Group
  • Hazard, Young, Attea and Associates
  • McPherson & Jacobson, LLC
  • Leadership Associates

The goal of the selection process was to identify one firm to work with Board Members on conducting the search for a new superintendent for the District. After consideration of the proposals and interviews with three of the five firms, Leadership Associates was selected to conduct the Superintendent search.

Current Consideration

This agenda item seeks ratification of an agreement with Leadership Associates to conduct a Superintendent search. Leadership Associates has proposed to conduct a Superintendent search, as delineated in the attached Summary of Services. Upon approval of the attached agreement by the Board of Trustees, the District will execute the necessary authorization, including the agreement and a purchase order.

 
Financial Impact:

The cost of the agreement with Leadership Associates is $26,500.  Funding for services will come from the District’s General Fund.

Recommended Motion:
It is recommended that the Board of Trustees ratify the services agreement contract with Leadership Associates to conduct a Superintendent search (EC 2020/21 #189) in an amount not to exceed $26,500, and that the Superintendent or designee be authorized to execute the necessary documents.

4. Superintendent Search Process - Discussion
Minutes:
Leadership Associates consultants Dr. David Verdugo, Dr. Dennis Smith, and Ms. Sandy Thorstenson introduced themselves and provided background on their professional experience and their experience with the firm.
4.1. Overview of Search Process

Board Members were given an overview of the Superintendent search process.
4.2. Board/Search Firm Protocols During the Search
Minutes:
The consultants reviewed the protocols that will be in place during the Superintendent search.
4.3. Timeline for the Search
Minutes:
The timeline for the Superintendent search was reviewed and revised. A copy of the revised timeline will be provided by Leadership Associates and will be placed on the Superintendent Search page on the District website.
4.4. Board Recommendation Regarding Community and Staff Groups to Participate in Input Sessions with Leadership Associates Consults
Minutes:
The consultants and Board Members discussed community and staff groups that will be asked to provide input about the desired personal and professional qualities anticipated in the incoming superintendent. A schedule will be developed to meet (virtually) with community and staff groups.
4.5. Discussion of Online Survey
Minutes:
The consultants and Board Members discussed the timeline of the online survey.
4.6. Board Input Regarding Desired Qualities and Characteristics of New Superintendent
Minutes:
The consultants asked each of the Board Members for their input regarding the desired qualities and characteristics of the new Superintendent. Board Members were also asked for their input regarding the Districts strengths and weaknesses.
Following discussion, the consultants answered Board Member's questions.
5. Recess

President Buchi declared a recess at 6:36 p.m.

President Buchi reconvened the meeting to Closed Session at 6:45 p.m.
