Background Government Code Section 53060 provides that legislative bodies may contract with outside individuals and/or firms to furnish special services and advice in “financial, economic, accounting, engineering, legal, or administrative matters if such persons are specially trained and experienced…” Even though professional services are typically selected through a competitive process, a district is not limited or restricted to selecting the lowest cost firm. A district may select the firm or firms that, in its opinion, demonstrate the best level of experience, qualifications, competence, and value to cost. In accordance with Government Code Section 53060, on January 27, 2021, the Board of Trustees issued a Request for Proposals from executive search firms for the position of District Superintendent. On February 12, 2021, the District received proposals from the following firms: - The Cosca Group

- Hazard, Young, Attea and Associates
- McPherson & Jacobson, LLC
- Leadership Associates
The goal of the selection process was to identify one firm to work with Board Members on conducting the search for a new superintendent for the District. After consideration of the proposals and interviews with three of the five firms, Leadership Associates was selected to conduct the Superintendent search. Current Consideration This agenda item seeks ratification of an agreement with Leadership Associates to conduct a Superintendent search. Leadership Associates has proposed to conduct a Superintendent search, as delineated in the attached Summary of Services. Upon approval of the attached agreement by the Board of Trustees, the District will execute the necessary authorization, including the agreement and a purchase order. |
