The Board will convene at 6:30 p.m., approve the agenda and immediately go into Closed Session. They are expected to resume Open Session at approximately 6:50 p.m.

Anyone wishing to address the Board on closed session matters may do so at this time.

Persons wishing to address the Board on matters NOT on the posted agenda may do so. Speakers are customarily limited to two minutes, but an extension can be provided at the discretion of the Board Chairperson. If there are more than five individuals wishing to speak during Public Comment, the Chairperson may choose to hear some speakers at this time and defer the rest of the speakers to a second Public Comment at the end of the Board meeting. In response to comments on a non-agenda item, the Board may briefly respond to statements made or questions posed as allowed by the Brown Act (Government Code Section 54954.2). However, the Board’s general policy is to receive the comment, and/or refer items to staff for comprehensive action or report.

Board action to approve the following items is taken simultaneously with one motion to “approve the consent agenda,” which is not debatable and which requires a unanimous vote for passage. If any member of the Board, the Superintendent, or the Public so requests, any item shall be removed from this section and placed in the regular order of business. The action indicated on each item is deemed to have been considered in full, and action taken by the Board as worded therein. |

Panorama is an online program that has three components. One component allows us to survey students, parents, and staff. Another component of the program allows us to examine the social emotional learning (SEL) of students. The newest component of the program allows us to take the SEL information with the academic, attendance, and behavior data so that we can analyze all of the data in order to drive our interventions and systems. |
Unlike other similar platforms, Panorama allows us to combine the data with SEL information to make static and/or dynamic intervention groups and determine the effectiveness of the interventions so that we can improve the supports for students. |

It is recommended that the Board approve the MOU with Panorama. |
There is no financial impact to the district since the cost will be covered by outside funders. |

The purpose of this MOU is to clearly establish roles, responsibilities, and expectations, between SMCOE and School District, regarding the administration of the Tobacco Use Prevention Education (TUPE) program for grades 6-12. Each partner in this agreement will work to provide students and adults (staff and parents/guardians) with the knowledge and skills that enable them to be tobacco and vape free, and to develop California’s next generation of tobacco-free advocates who represent a cross-section of California’s priority populations.

This partnership with SMCOE is an effort with multiple districts across the county to address tobacco and vaping.

RCSD Administration in conjunction with SVA Architects have requested several proposals from Beals & Martin for various change orders over the course of the construction effort for the Ravenswood Middle School Realignment- Phase 1. Beals & Martin began construction in March of 2019. There were necessary design changes required during construction due to unforeseen existing conditions and design changes with the Science building, locker rooms and music room. There have been two (3) change orders approved and issued to date totaling $ 392,097.00. This consideration is for Change Order #4, is the final change order for this contract. The Proposed Change Orders (PCO’s) were approved by the Architect, Telacu Construction Management, and the District office and are summarized in the attachment. They reflect the critical fire alarm and electrical activities on the project. Based on the review and discussions of the proposed change order, the recommendation is to approve Change Order #4 to Beals & Martin, Inc., in the amount of $ 234,644.00.

This is the next part of the continuing improvements to the Ravenswood Middle School campus, which one of the goals is ensuring that our students have a safe environment. This project will achieve this by providing a new science building, music room and renovated locker rooms.

It is recommended that the Board of Trustees approve Change Order #4 to Beals & Martin, Inc.

The total cost of this change order is $ 234,664.00, which will be funded through Measure H & S bond funds.

In order to execute our Distance Learning plan, we would like to use Seesaw as the common platform for TK through 2nd grade classroom teachers, PreK Special Education teachers, and 3rd through 5th grade Special Education teachers to send content and lessons to students. Seesaw is a user friendly online teaching platform that works via web browser, Android app, or iOS app. It also allows students to send back photos or videos of their work to their teacher. |
Seesaw will be an important and useful tool for these teachers to use to deliver content to students, and for students and parents to engage with their teacher through our Distance Learning period. We are working simultaneously on increasing access to devices and internet for Ravenswood families. |

It is recommended that the board approve the contract with Seesaw. |
Cost is $10,345.28 for two years (through June 2022), funded by Title I.

Attached is the district’s final facilities offer to KIPP-Valiant for the use of Willow Oaks School for the 2020-21 and 2021-22 school years. It will be followed later this Spring with a facilities use agreement, which will very specifically address KIPP-Valiant’s use of Willow Oaks in terms of roles and responsibilities of both the district and KIPP-Valiant. Also, the district will need to work out with KIPP-Valiant the specific timelines relating their move from Brentwood and Los Robles-Ronald McNair over to Willow Oaks. Per California Education Code the district is required to provide KIPP Valiant a final facilities offer by April 1. Upon Board approval this final facilities offer will be signed by the superintendent and sent to KIPP Valiant.

It is recommended that the Board of Trustees approve the final offer of facilities to KIPP-Valiant for the 2020-21 and 2021-22 school years.

California adopted the Next Generation Science Standards (NGSS) in 2013, and in the 2018-2019 school year the state released a list of approved and aligned NGSS curricula. Our current K-5 Science curriculum adoption is from 2008, so this year we have undertaken a K-5 NGSS Curriculum Pilot & Adoption Process led by our STEM Coordinator Nico Janik. This report is intended to inform the board about the curriculum we are considering and the pilot and adoption activities thus far in the school year. |

In order to provide educational opportunity to our students through the current Health Orders of Student Dismissal and Shelter in Place, we have developed a Distance Learning plan for the district. We will share current Distance Learning plans for General Education and Special Education students across the TK-5 and 6-8 grade bands, as well as next steps in the likely event that the Health Orders are extended past their current expiration date of April 7th. |
