This proposal provides for a Control Survey and a Topographic Survey to be performed by BKF Engineers at the Aspire campus for an impending construction project. |
The district is required to replace two (2) damaged portables for the East Palo Alto Charter School. These surveys are required as the basis of the design drawings which will be submitted to the State Architect for approval. |

As we continue distance learning, we would like to renew our Zoom accounts for our teaching staff so they can access features accessible in the paid accounts beyond those in the free basic educator accounts. |

The winter release of the application is submitted each year and contains the district entitlements for each funded program. Out of each state and federal program entitlement, districts allocate funds for indirect costs of administration, for programs operated by the district office, and for programs operated at schools. |
The Consolidated Application (ConApp) is used by the California Department of Education (CDE) to distribute categorical funds from various state and federal programs to county offices, school districts, and direct-funded charter schools throughout California. Annually, in May, each local educational agency (LEA) submits the spring release of the application to document participation in these programs and provide assurances that the district will comply with the legal requirements of each program. Program entitlements are determined by formulas contained in the laws that created the programs. |

Black History Month is an annual observance originating in the United States, where it is also known as African-American History Month. It has received official recognition from governments in the United States and Canada, and more recently has been observed in Ireland, the Netherlands, and the United Kingdom. President Gerald Ford officially recognized Black History Month in February 1976. February marks Black History Month, a tribute to African American men and women who have made significant contributions to America and the rest of the world in the fields of science, politics, law, sports, the arts, entertainment, and many other fields. While Black History Month is synonymous with prominent figures such as Martin Luther King Jr., Harriet Tubman, Rosa Parks, Muhammad Ali, Jackie Robinson, Langston Hughes, Maya Angelou, George Washington Carver and Barack Obama, there are countless other African Americans who've made a profound impact in history: self-made millionaire Madam C.J. Walker, astronaut Mae C. Jemison, open-heart surgeon Daniel Hale Williams, inventor Garret Morgan, media mogul Oprah Winfrey and "Father of Black History" Carter G. Woodson, who lobbied extensively to establish Black History Month as a nationwide celebration, among many others. |

As mentioned in our Facilities Study Session a few weeks ago, we included an update on partnering with the City as they apply for Prop 68 funding to make a $7-9m investment in the field south of Costano. The City has been meeting with our community and the broader community around designs for the field. You can see the latest iteration in the attached. If the City is awarded the grant, we will then do a final review of the designs and bring that planned design back to our Facilities sub-committee and our board. For refence, we have attached the latest draft design. Additionally, if we are successful in applying for the grant, we need to eventually create an full MOU about the use and maintenance of the field - an agreement we plan to model off of our agreement with the City of Menlo Park. As a condition of applying for the grant, we need to approve an MOU outlining the future agreement for the site. Specifically, we need to establish: - That this will be at least a 30 year agreement, giving members of the public access to the field.
- The city has access to make the improvements on the field.
- The agreement will be renewable and will outline a process for termination.

This agreement does not have material financial obligations. However, the future agreement will specify who will maintain the field longer term. While specifics are still to be negotiated, it is near-certain that the district's overall maintenance costs for the site will decrease. |
City of EPA & RCSD Prop 68 Agreement Recent Draft Update of Site

Our $50m renovation and new build at CCRMS is focused on improving the learning spaces across the school. However, we do not have available bond funding for improving the back fields at the site. To help improve this space, we are proposing with the Magical Bridges Foundation (MBF). MBF is a local foundation that has specializes in creating multi-generational spaces that are available for individuals of all abilities. They have done projects in partnership with the City of Palo Alto, Redwood City, Morgan Hill, Sunnyvale, Mountainview and other local and international cities and counties to create PlayParks. These projects traditionally: engage the community in an iterative process for using the space using real designs; serving as an architect to design the space; and bringing in outside fundraising support. We are proposing a two-phased project. We would cover the $60k cost of Phase 1 out of our capital budget which would include engaging the community, designing the space, and leading fundraising efforts for the space. We would then seek outside funding for the balance of the project, including Phase 2 ($465k) and all associated construction costs (~$3-5m). |

Magical Bridge Foundation Proposal

CEQA, or the California Environmental Quality Act, is a statute that requires state and local agencies to identify the significant environmental impacts of their actions and to avoid or mitigate those impacts, if feasible. CEQA applies to certain activities of state and local public agencies. Based on consultation with the County Counsel, the district's proposed project at Cesar Chavez Ravenswood Middle School (CCRMS) qualifies for an exemption from CEAQ as it is a replacement or reconstruction to an existing school. As part of processing this exemption, we are asking the Board to approve the attached resolution. From there, District Staff will file a Notice of Exemption with the San Mateo County Clerk and State Clearinghouse. |

The proposed $50m construction project at Cesar Chavez Ravenswood Middle School is very likely to be eligible for state school construction funds. In order to apply for these funds, many similarly size districts partner with an outside adviser to help prepare a successful application. In the past, RCSD has worked with School Facility Consultants (SFC) to maximize the amount of state funds the district will be eligible for. We are proposing renewing that agreement with SFC on an hourly basis to support us in applying for reimbursement for state funds. |

This contract will be paid on an hourly basis at an amount that will not exceed $24,000. However, if successful, we could receive state reimbursement for these projects in the tens of millions of dollars. We expect to pay for these costs out of our capital budget or out of our developer fees. |

The Board may vote for up to three (3) vacancies. The Official 2021 Delegate Assembly Ballot, Sub-Region 5-B Ballot contains the name of the candidates and a provision for write-in candidates. All re-elected and newly elected Delegates will serve two-year terms: April 1, 2021 -- March 31, 2023. The Ballot must be postmarked by the U.S. Post Office on or before Monday, March 15, 2021. |
