3. HEARING OF THE PUBLIC
Quick Summary / Abstract:

The law allows the public to address the Governing Board on any matter, whether or not it is on the agenda, but the law prohibits action by the Governing Board on nonagenda items.  Board Bylaw 9323 states that “Individual speakers shall be allowed three minutes to address the Board on each agenda or nonagenda item.  The Board shall limit the total time for public input on each item to 20 minutes.  With Board consent, the president may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard. The president may take a poll of speakers for or against a particular issue and may ask that additional person speak only if they have something new to add.”

Rationale:

Lori Souza's title is incorrectly listed as Bus Driver. He title is being aligned with approved Job Descriptions as Bus Driver / Maintenance / Custodian. She was increased from .6 to 1.0 FTE Earlier this year. This will include summer work at Bear Valley. There is no change to her range.

Rationale:

Pursuant to Government Code Section 66006(b), each year the District is required to prepare an annual report of developer fees collected from residential and commercial development projects and present it to the governing board at a regularly scheduled meeting.

Pursuant to Government Code Section 66001(d), on the fifth year following the first deposit into the fund, and every five years thereafter, the District is required to prepare a report making findings with respect to the unexpended portion of the fund.

The reports must be made available for public review at least 15 days before the meeting.  The documents were made available for public review as required by law.
