VI.1. BOARD BUSINESS: (ESD/HSD) Approval of Resolution No. 1666 (ESD) and Resolution No. 1667 (HSD) Canvassing and Certifying the November 3, 2015 Election Results
Quick Summary / Abstract:

Per Education Code, the Board is presented with Resolution No. 1666 (ESD) and Resolution No. 1667 (HSD) Canvassing and Certifying the Election Results of the November 3, 2015 General Obligation Bond and Governing Board Election Results.



Rationale:

BACKGROUND: On November 3, 2015, a Bond Election for the San Rafael City Elementary School District (Measure A) and San Rafael City High School District (Measure B) were held and conducted for the purpose of voting on the propositions of issuing bonds of the San Rafael City Elementary School District in the amount of $108,225,000, and issuing bonds of the San Rafael High School District in the amount of $160,500,000.

As required by Education Code 14274, the Certificate of Election Results shows more than 55% of the votes cast on both measures were in favor of issuing the aforementioned bonds.

GOVERNING BOARD ELECTION:

The 4  year seats of Board of Education members Linda M. Jackson, Greg Knell, and Maika Llorens Gulati were up for election in November 2015. All 3 incumbents filed to continue in office and were uncontested in the November 3, 2015 election. 


CURRENT CONSIDERATION: Staff recommends the Board of Trustees approve Resolution No. 1666 (ESD) and Resolution No. 1667 (HSD) Canvassing and Certifying the General Bond Election and Governing Board Election Results of November 3, 2015. 

A copy of resolutions will be delivered to the County Superintendent of Schools with a request that, pursuant to Education Code Section 15274, the County Superintendent deliver copies of the Resolutions and Certificate of Election Results  to the Clerk of the Board of Supervisors of Marin County.

Rationale:

BACKGROUND:  
Education Code 35143.  Annual organization meetings states:
"At the annual meeting each City Board of Education shall organize by electing a president from its members."

San Rafael Board Bylaws 9100 Annual Organization Meeting states:
"The Board of Education shall hold an annual organizational meeting within the time limits prescribed by law.  At this meeting the Board shall:
1.   Elect a president and vice president from its members
2.   Designate Board representatives to district and community committees or organizations.

The Superintendent acts as secretary to the Board."

San Rafael Board Bylaws 9140 Board Representatives states:
"At its annual organization meeting, the Board shall designate one Board member as its representative to the Board of Directors of the Marin County School Boards Association who elect members to the county committee on school district organization. (Education Code 35023)"

Minutes:
At 5:25 PM nominations were opened to elect a Board President for 2016.

Trustee Jackson noted protocol from previous years. She expressed her desire to see the Board go back to the order from previous years.

Trustee Jackson nominated Greg Knell as president.
Trustee Tuatagaloa nominated Rachel Kertz as president. After discussion, by the following vote, Rachel Kertz was elected to serve as president for 2016.
