5.A. Approval of Side Letter of Agreement with Vista Del Mar Faculty Association: 2018 Compensation for Teacher-in-Charge
Quick Summary / Abstract:

As part of modifications to the structure of District administrative leadership, there is a need to expand the availability of the Teacher-in-Charge to address more frequent absences of the Superintendent/Principal. These changes will have a significant impact on the workload of the Teacher-in-Charge. This non-precedential agreement increases the stipend for the Bargaining Unit member(s) serving in this role.


Recommended Motion:

It is recommended that the Board approve the Side Letter of Agreement between the District and the Vista Del Mar Faculty Association: 2018 Compensation for Teacher-in-Charge.

5.B. Presentation and Acceptance of Donation from Exxon Mobil Corporation

6.A. Notice of Public Hearing: Sufficiency of Instructional Materials
Quick Summary / Abstract:

To receive funds for instructional materials from the State, governing boards of school districts are subject to the requirements of Educational Code 60119, which states that the districts are required to hold a public hearing to adopt a resolution declaring whether each pupil in the district has sufficient textbooks or instructional materials consistent with the content and cycles of the curriculum frameworks that have been adopted by the State Board of Education. To comply with the Williams Lawsuit settlement, new regulations require that instructional materials align with the state content standards.

Quick Summary / Abstract:

The Board will review a sample resolution addressing possible changes in the District's election system and provide direction for staff related to a future approval of such a resolution.

6.D. Discussion on Proposed Uses of Parcels Owned by the District
Quick Summary / Abstract:

The District owns two parcels of land adjacent to the old Vista Del Mar School and has been approached by several interested parties about uses of the land that might generate revenue for the District. The Board will hear a summary of proposed uses and provide staff with direction regarding further communication with interested parties. Proposed uses include:

  • County use for temporary storage of debris resulting from future flooding emergencies in recent burn areas
  • Leasing a portion of the property for an energy storage project
  • Leasing a portion of the property for a cell phone tower
  • Sale of the property
6.E. Review Santa Barbara County Education Office "Approval of 2018-19 Adopted Budget"
Quick Summary / Abstract:

As required by Education Code Section 42127 the County Education Office analyzes and approves the District's Annual Adopted Budget. Such approval is accompanied by a detailed analysis and recommendations. The Board will review the attached Analysis and Recommendations as part of the initial planning and consideration for future budget development.

6.F. Board Vision & Goals: Update on Long-Range Budget Projection and Mitigation Planning
Quick Summary / Abstract:

The tremendous fiscal challenges facing Vista Del Mar Union School District must take top priority for ongoing Board review and action. Discussion topics for this meeting (October 10, 2018) will include: A review of conversations held between the Interim Superintendent and several Superintendents of neighboring districts; Superintendent's recommendations and Board input for pacing potential transition to reorganized district boundaries, and initial consideration of managed class sizes in 2019-2020 through interdistrict transfers.

NOTE: This item, Board Vision and Goals, appears as a final information item in this agenda, however, in all subsequent meetings of the Board, it will become a central standing item under the Superintendent Report regularly focusing on the District's plans and actions to address the unsustainable deficit expenditures currently supported by transfers from dwindling reserves to the general fund.
