6.A. District Certification of Unaudited Actuals – Dr. Haggard and Mr. Madison will be presenting the Unaudited Actuals for board review and approval.
Quick Summary / Abstract:

Each fiscal year the Board of Trustees is required to receive and approve budget reports, beginning with the Unaudited Actuals for the previous fiscal year (2018-2019).



Recommended Motion:

The Superintendent recommends that the Board of Trustees receive the report and approve the Unaudited Actuals for FY 2018-2019 as presented.

6.B. Approval of Resolution No. 20-01 “GANN Limitations” – Resolution No. 20-01 will be presented tonight for board approval.
Quick Summary / Abstract:

Gann Spending Limit - A ceiling, or limit, on each year's appropriations of tax dollars by the state, cities, counties, school districts, and special districts. Proposition 4, an initiative passed in November 1979, added appropriations limits in Article XIIIB of the California Constitution. Using 1978-79 as a base year, subsequent years' limits have been adjusted for: (1) an inflation increase equal to the change in the Consumer Price Index or per capita personal income, whichever is smaller; and, (2) the change in population or, for school agencies, change in ADA. Proposition 111, adopted in June 1990, amended the Gann limit inflation factor to be based only on the change in per capita personal income.

6.C. Public Hearing for Sufficiency of Instructional Materials – The Board President will conduct a public hearing to receive comments from the public regarding instructional materials used in the Vista Del Mar Union School District.
Quick Summary / Abstract:

PUBLIC HEARING on:

 Adoption of Resolution No. 20-02 “Sufficiency of Instructional Materials”

A public hearing will be held on September 12, 2019 at a regular meeting of the Vista Del Mar Union School District Board of Trustees to receive input and/or comments from the public pertaining to the sufficiency of Pupil Textbook & Instructional Materials. The meeting will be held at 5:30 PM in the Vista de las Cruces School Library. In order to receive funding in this area, the Vista del Mar Union School District is to assure that each pupil of the District has sufficient textbooks and instructional materials in each subject area that are consistent with the content & cycles of the curriculum frameworks adopted by the State Board of Education.






After public testimony is heard the Board President will “Close” the Public Hearing and immediately continue with the Board meeting.

The Board of Trustees will now open a public hearing to hear public testimony in the matter of Sufficiency of Instructional Materials.

6.D. Resolution No. 20-02 “Sufficiency of Instructional Materials”
Quick Summary / Abstract:

In accordance with Ed. Code 60452(b) and the Williams Lawsuit Settlement, we have conducted a public hearing as to the sufficiency of our instructional materials.

 Current Considerations:

Resolution No. 20-02 establishes the steps and procedures to ensure the availability of textbooks and instructional materials. 


Recommended Motion:

The Superintendent recommends that the Board of Trustees approve Resolution 20-02 regarding the sufficiency of instructional materials as presented.

6.E. Approve Facility Use Agreement and Fee structure
Quick Summary / Abstract:

In order to maximize the revenue produced from facility use, the District is no longer utilizing a vendor to schedule facility use. A complete document with use requirements and associated fees is attached for Board review and approval.

Financial Impact:

Increased revenue for facilities use of 6-17% without the costs associated with an external vendor.

7.A. Wildlife Concerns

Dr. Haggard and Mrs. Melby will give an overview of steps taken to protect student safety while working with California Fish & Wildlife staff to address site concerns. 

7.B. Student Achievement--Mrs. Melby will report on resources being used to support intervention and encourage growth in academic achievement.
